Antecedentes

UN Women is the UN organization dedicated to gender equality and the empowerment of women.  A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide.  Programming in the Liberia Country Office of UN Women responds to UN Women’s five key thematic areas: expanding women’s voice, leadership and participation; ending violence against women and girls; strengthening implementation of the women, peace and security agenda; enhancing women’s economic empowerment; and making gender equality priorities central to all aspects of national and local development planning.

UN Women’s programmes and projects are implemented within the context of Liberia as a post-conflict country emerging from 14 years of armed conflict with devastating gender dimensions, which continue to pose serious challenges to the achievement of women’s human rights and gender equality in Liberia.

The Monitoring and Evaluation Assistant’s post is two-fold:

  • He/she will facilitate the timely implementation of UN Women’s 2020-2024 Strategic Note, ensuring effective monitoring and evaluation of programmes and projects across the thematic areas. She/he will be responsible to assist the M&E Specialist on the day-day monitoring and evaluation of programmes and projects. Additionally, s/he will further be responsible to assist UN Women programmes in coordination and the consolidation of progress reports.
  • S/he provide support to the initiatives under Women’s Peace and Humanitarian Fund (WPHF) managed under the Ending Violence Against Women (EVAG) Pillar of the Country Office.

About the Women’s Peace and Humanitarian Fund (WPHF)

Composed of representatives from donors, United Nations entities, and civil society organizations, the WPHF is a global pooled funding mechanism which aims to re-energize action and stimulate a significant increase in financing for women’s participation, leadership, and empowerment in peace and security processes and humanitarian response. The WPHF is a flexible and rapid financing mechanism. It supports quality interventions designed to enhance the capacity of local women to prevent conflict, respond to crises and emergencies, and seize key peacebuilding opportunities. The overall goal of the WPHF is to achieve peaceful and gender equal societies. Achievement of this goal will require that women are empowered to participate in, contribute to, and benefit from conflict prevention, crisis response, peacebuilding, and recovery.

In Liberia, eight Civil Society Organizations have been selected as Implementing Partners for the WPHF Programme. UN Women acts as the WPHF’s Technical Secretariat at the global level. UN Women also acts as Management Entity for civil society organizations where UN Women has a country presence.

The M&E Assistant will be located at UN Women Liberia Country Office under the direct supervision of the UN Women M&E Specialist and with regard to WPHF Programme, will report to the Programme Specialist, EVAW Unit. 

Deberes y responsabilidades

Summary of Key Functions:

  • UN Women Programme activities and outputs are regularly monitored, and results documented.
  • Quarterly, annual and other reports completed on time.
  • As guided by the M&E Specialist, actively participates in SDG, Data for Development and M&E group meetings.
  • UNSDCF Gender Results Group plans and reports are timely submitted.
  • Researches and Evaluations by UN Women and its partners are well coordinated.
  • Coordinate, facilitate and ensure the timely implementation of grants under the WPHF and Spotlight Initiative, with a focus on coalition building and responding to Violence Against Women, Women, Peace and Security and Women Economic Empowerment Programmes s.
  • Coordinate among stakeholders and support the day to day management and implementation of the WPHF grants.
  • Provide support in M&E through consolidation of annual and quarterly plans, progress reports including project reviews, and project updates to the WPHF Secretariat.
  • Support the coordination of programme with the Ministry of Gender, Children and Social Protection (MGCSP), the UN Resident Coordinator’s Office, UN Women as well as other national stakeholders.

    Description of Functions:

  • Support implementation of the Country Office Monitoring, Evaluation and Reporting Plan.
  • Ensure effective implementation and periodic monitoring of the WPHF programme.
  • Periodically consult with and report to the WPHF Management Team on progress in implementation, bottlenecks and challenges with guidance from the Programme Specialist.
  • Support the training of staff and Partners on Results Based Management and Results Reporting.
  • Generate timely quarterly and annual work plan reports for review by respective Programme Units and approval by management.
  • Support donor reporting.
  • Participate in assigned UNSDCF groups which include the SDG and Data for Development and M&E group meetings.
  • Support implementation of Country Office Programme activities related to data and evidence generation and management.
  • Support coordination of researches and evaluations to be conducted by UN Women Liberia and its partners.
  • Any other tasks related to M & E work and WPHF programmed assigned by the Supervisor.

Habilidades y experiencia requeridas

Education and certification:

  • A University degree in Monitoring and Evaluation, development studies, gender studies or related social science field

Experience:

Three - five years of proven experience in the following areas:

  • A minimum of three years working in the field of monitoring and evaluation;
  • Have sound understanding of Results based reporting
  • Have substantial knowledge of theory of change in development sector
  • Experience in working with different stakeholders or teams in coordination and reporting writing;
  • Demonstrated interest and/or experience in gender equality and women’s empowerment;
  • Proven skills in facilitation on and trainings
  • Good interpersonal, networking and communication skills;
  • Willingness to contribute and work as part of a team;
  • Flexible and open to learning and new experiences;
  • Respect for diversity and adaptability to other cultures, environments and living conditions;
  • Fluency in spoken and written English;
  • Previous experience as a volunteer and/or experience of another culture, (studies, volunteer work, internship) would be highly regarded;
  • Computer skills (Word, Excel, PowerPoint, social media, and others);
  • Willingness to travel nationally.
