Antecedentes

UN Women South Sudan has continued to provide support to the country by strengthening the institutional capacity of government institutions and providing technical and financial support to the Ministry of Gender Child and Social Welfare.

UN Security Council Resolution 1325, unanimously adopted in October 2000, stressed the importance of equal participation and full involvement of women in all efforts for maintaining and promoting peace and security. In the following years, seven additional resolutions on women, peace and security (WPS) have been adopted, laying a framework for the implementation of the WPS agenda that reinforces the existing global commitments, treaties and conventions on women’s rights which are imbedded in the two global women’s rights instruments, viz. the Convention on the Elimination of all Forms of Discrimination against Women (1979) and the Beijing Declaration and Platform for Action (1995).

To deliver these commitments at the national level, the UN has encouraged member states to adopt National Action Plans (NAPs) on WPS as one of a range of mechanisms that implement the resolutions and monitor the progress of the WPS agenda. Some regional organisations have also developed Regional Action Plans (RAPs) on women, peace and security to address some of the common security issues faced by women in the region.

On 10 May 2016, the Government of South Sudan launched a National Action Plan which will implement the UN Security Council Resolution 1325. The Action plan was jointly launched by the Government and United Nations.

The aim of the UN Resolution 1325 "Women, Peace and Security" is to protect women and girls in situations of armed conflict, safeguard their human rights, prevent violence and ensure women's equal participation in peace negotiations and reconstruction efforts
It is imperative to review the progress towards implementation of the review Progress on the Implementation of the United Nations Security Council Resolutions 1325 on Women Peace and Security in South Sudan (NAP)activities the results will inform whether to develop a new NAP or maintain the current.

It is for this purpose that UN Women South Sudan in collaboration with the Ministry of Gender, Child and Social Welfare and are seeking SSA International consultant to undertake the assignment.

Deberes y responsabilidades

International Consultant to Support the Ministry of Gender, Child and Social Welfare to review the NAP on UNSCR 1325

Tasks:

  1. With the focal person from the Ministry of Gender the consultant will work out the work plan for the review processes;
  2. Support the Ministry to undertake a review on the implementation of UNSCR 1325 (NAP);
  3. Conduct a review on the four pillars of the resolution Recommendations;
  4. Conduct interviews with gender machineries, relevant government institutions and CSOs;
  5. Incorporate the stakeholders’ comments into the draft final report;
  6. Provide Concrete recommendations/Guidance towards the extension of the NAP or development of a Revised NAP.

Deliverables:

  1. Conduct desk review on relevant documents;
  2. Conduct interview with staff responsible in the Ministry of Gender, Child and Social Welfare, CSOs and Relevant institutions;
  3. Conduct validation workshop;
  4. Conceptualize and provide inputs into the draft documents;
  5. Produce Concrete Recommendations of the Review Exercise;
  6. Write workshop and exit report.

Habilidades y experiencia requeridas

Education:

  • Master’s degree (or equivalent) in development or peace and security- related disciplines, gender issues, economics, political science, international relations, public policy, law or other social science fields.

Experience:

  • At least 7 years of progressive experience in the field of women’s empowerment and gender equality in post-conflict or least developed similar Normative framework; 
  • Experience working with and building capacity of national women’s machineries or similar institutions; 
  • High degree of political and cultural sensitivity and demonstrated ability to achieve results in politically and operationally complex environments; 
  • Ability to plan work assignments, establish priorities and to meet strict assignment deadlines with very limited technical resources.

Language Requirements:

  • Fluency in written and spoken English is required;
  • Knowledge of the other UN official working language is an asset, especially Arabic.
