Antecedentes

In the resolutions adopted by the United Nations General Assembly (70/262) and the Security Council (2282/2016), peacekeeping is referred to as “an objective and a process to build a common vision of a society, ensuring that the needs of all segments of the population are taken into account." This term also encompasses the concept of good governance, which must be considered in all its dimensions, including local. For UNDP, effective local governance implies "institutions, systems and subnational processes that provide services to citizens and through which citizens articulate their interests and needs, mediate their differences, and exercise their rights and obligations." It is key to reduce inequalities, improve relationships between people and institutions, and promote peace in rural and urban settings.

Transforming the cultures of violence into cultures of peace is a great challenge for all the actors that coexist in the urban network. In particular, civil society and public authorities at the local level have a variety of actions and resources to eradicate violence; from the promotion of policies and initiatives that reduce the legitimation and the use of violence or the promotion of the prevention and peaceful resolution of conflicts to fostering and strengthening the peace heritage of the cities. All this contributes directly to the improvement of living conditions in cities. A culture of peace could and should take place everywhere, contributing to the specific implementation of Sustainable Development Goals (SDGs) 11 and 16 and, in a transversal way, to the entire 2030 Agenda.

Cities are the main place of interaction between people, groups, companies, ideas, and values, also constituting scenarios where inequalities are generated, and different types of violence proliferate. According to the World Forum on Urban Violence, these many faces of violence are grouped into three interrelated categories:

• Cultural violence, which deals with beliefs, ideologies or symbolic universes and justifies structural and direct violence.
• Structural violence creates social imbalance, which in turn leads to poverty and social exclusion for individuals, groups, and even districts.
• Direct violence, from violence against women to organized crime.

In this context, the two editions of the World Forum on Urban Violence and Education for Coexistence and Peace held in Madrid (2017 and 2018), within the framework of localizing the SDGs, implied the creation of a meeting space for local leaders, international organizations and networks, the academic world, NGOs, and civil society to contribute to global and international dialogues on territorial and urban violence; a forum to be understood as a process, where a permanent and participatory debate takes place within the promotion of critical reflection, as well as the construction of common solutions that fosters the development of urban environments capable of eliminating expressions of violence from multi-stakeholder and multi-level approaches.

In December 2017, the Ayuntamiento de Madrid, and the United Nations Development Program (UNDP) signed an agreement for the development of the Project Localización de los Objetivos de Desarrollo Sostenible: promoviendo ciudades inclusivas y de paz en Iberoamérica. Through the exchange of experiences between four cities on three different continents, the cities of Madrid, Praia, Montevideo and Sucre have worked together to promote a participatory and inclusive model of local government that leaves no one behind.

UNDP (ART Initiatives and Country Offices in Bolivia, Cabo Verde and Uruguay) in cooperation with the Ayuntamiento de Madrid, the Municipalidad de Montevideo, the Gobierno Autónomo Municipal de Sucre (GAMS) and the Câmara Municipal da Praia, resulted inter alia in the implementation of participatory Diagnostics on Urban Violence and Heritage of Peace in the cities of Montevideo, Sucre and Praia, following the experience of Madrid, and supporting the organization of the Second World Forum on Urban Violence and Education for Coexistence and Peace (Madrid, 2018), and the promotion of citizen participation in the process of the SDGs localization in cities and territories based on the capitalization of the CONSUL digital tool, designing a platform for citizens to participate in the design and implementation of the SDGs in their territory through the development of proposals, debates and knowledge sharing on municipal actions.

Building upon these results, the alliance between the UNDP and the Extremadura Agency for International Development Cooperation (AEXCID) is developing, within the specific framework of the project “Territorios - Ciudades de Paz y Convivencia:  Promoviendo los ODS para fortalecer las realidades locales”, a joint work in Africa and / or Latin America and the Caribbean to promote cities and territories of peace through the development and application of tools that promote the eradication of violence, coexistence, the construction of peace and the preservation and enhancement of the heritage of peace and linking the Extremadura region to international forums on urban and territorial violence, all in the context of localizing the 2030 Agenda and the SDGs.

Deberes y responsabilidades

Objective:

Contribute to promoting and strengthening inclusive and peaceful territories and cities within the framework of the 2030 Agenda and the relations between AEXCID and UNDP, through the project “Territorios - Ciudades de Paz y Convivencia:  Promoviendo los ODS para fortalecer las realidades locales”.

Activites:

1. Provision of an inception report that will be validated by UNDP ART Team and the AEXCID, including a methodological framework and work-plan that encompass all the activities listed in the Terms of Reference of the consultancy (indicative 10 pages).
2. Conduction of two participatory Diagnostics on existing violence and heritage for peace in two cities /territories of Latin America and / or Africa. The aim will be to systematize the context of the existing violence and delve into the critical nodes that exist as their root causes, offering a synthesis of the expressions and peace initiatives existing in the respective cities and provide recommendations for each territory (80/120 indicative pages per document).
3. Based on the identified violences through the Diagnostics held in each city, elaboration of two sectoral Action Plans built from a participative approach, following up on the process of reflection and joint work between the various actors involved, to foster public policies for the promotion of peace, including i) the lines of action, measures for the prevention and eradication of the existent violences in the territories and cities and ii) possible priority actions to address some of the main recommendations identified in each city (indicative 35 pages per document) .
4. Elaboration of two methodological guidelines that systematize i) the processes of conducting a participative diagnoses on urban violence and ii) the development of action plans, for the dissemination within the UNDP network and COs to guide their implementation in other cities and/or territories interested in replicating the process contributing to the expansion of the initiatives for the construction of peace at the local and territorial level within the framework of the localization of the SDGs and the 2030 Agenda (indicative 20/25 per document).
5. Technical support for the UNDP partnership with Extremadura to strengthen the region’s involvement and position in global dialogues and international forums on territorial and urban violence under the framework of localizing the SDGs among cities and territories, as well as with United Nations Agencies and other relevant partners with the aim of sharing knowledge on concepts, tools, processes and experiences of building Territories and Cities of Peace.

Deliverables:

1. Elaboration of an inception report

• Elaboration of an inception report outlining proposed methodology and timeline of assignment that will be validated by UNDP ART Team and the AEXCID.

2. Conduction of two Diagnostics on Urban Violence and Peace Initiatives on the selected cities and territories

• In coordination with UNDP ART Initiative in Brussels and the selected COs, identification, and selection of the Vector Groups [Grupos Impulsores del Proceso, GPI, in Spanish] for each of the cities and territories.
• Elaboration of the corresponding Key Actors’ Files [Ficheros de Actores Clave, FAC, in Spanish] on violence and peace in each of the cities and/or territories with local teams, providing advisory to local teams in the selection of the sample.
• Systematic dossier gathering all the relevant documentation and sources of information for each of the cities and/or territories.
• Conduction of the Audition process, providing technical assistance and training in interviews, and specifically, participatory listening methodology to local teams.
• Elaboration and systematization of the Diagnostics on Urban Violence and Peace Initiatives (one document for each of the cities and/or territories previously selected).

3. Elaboration of two Action Plans to address the violence diagnosed in the selected cities and territories

• Elaboration of an Action Plan to address the violences diagnosed in a city or territory of Latin America or Africa
• Elaboration of an Action Plan to address the violences diagnosed in a city or territory of Latin America or Africa

4. Elaboration of two methodological guidelines based on the Diagnostics and the drafted Action Plans

• Guide for the implementation of Diagnostics on Urban Violence and Peace Initiatives in cities and/or territories.
• Guide to design an Action Plan to build safe, just, and peaceful cities.

5. Technical support for the UNDP partnership strategy with AECID

• Support the preparation and implementation of a global dialogue on territorial and urban violence in Extremadura adapted to the reality and context of COVID-19.
• Support the draft of the strategy proposal to position Extremadura in the World Forum on Urban Violence and Education for Coexistence and Peace through the elaboration of concept notes, briefings, and other relevant documentation.

All the products are intended to contribute to the set of actions promoted by UNDP in collaboration with Extremadura and with the UNDP Country Offices of the selected territories, aimed at supporting the process of localizing the SDGs and strengthening a global alliance for the application of global targets at local and regional level. The selected cities will, in cooperation with the offices of UNDP and the consultant(s) establish local teams for implementing the diagnostic. The consultants will guide the teams virtually a well as undertake at least two missions to each city/territory for more direct support.  In such a case, the length of the trips is defined according to the needs of the project. Travel cost reimbursement will be in accordance with UNDP policy.

The consultant or group of consultants will also work in close coordination with the ART PNUD Initiative and the respective Country Offices. Weekly online meetings and updates will be organized to facilitate coordination.

Time frame and deadlines:

• Inception report -five (5) working days;
• Application of the diagnosis in a city or territory of Latin America or Africa- five (5) weeks;
• Application of the diagnosis in a city or territory of Latin America or Africa- nine (9) weeks;
• Assistance of the preparation and implementation of a global dialogue on territorial and urban violence in Extremadura adapted to the reality and context of COVID-19- ten (10) weeks;
• Systematization of the two Diagnosis on urban violence (one for each of the cities and/or territories previously selected)- twelve (12) weeks;
• Provision of the set of 2 Action Plans to address the violences diagnosed in the selected cities and territories - sixteen (16) weeks;
• Provision of the set of 2 guidelines for the implementation of Diagnostics on Urban Violence and Peace Initiatives in cities and/or territories and to design an Action Plan to build safe, just, and peaceful cities- twenty (20) weeks;
• Assistance to UNDP ART Initiative in the draft of the strategy proposal to position Extremadura in the World Forum on Urban Violence and Education for Coexistence and Peace through the elaboration of concept notes, reports, and other relevant documentation - twenty (20) weeks.

Drafts of the respective products will have to be submitted in advance of the stipulated deadlines in order to allow feedback and inputs by UNDP ART Initiative in Brussels.

Habilidades y experiencia requeridas

Education:

• Relevant university degree (master's degree or equivalent) in social sciences, international relations, cooperation for development, peacebuilding, etc.

Experience:

• At least 15 years of proven track record in conducting research and analysis in the field of peacebuilding, culture of peace and non-violence;
• At least 15 years of demonstrable experience in the organization and design of dialogues, workshops, conferences, and related events, with a positive assessment of the development of these activities in the context of peacebuilding and non-violence;
• At least 2 years of proven experience in the development of Action Plans within the framework of Regional and Local Governments and/or Public Administrations.

Language: fluency in Spanish and English. Portuguese is an advantage.

Financial proposal:

Financial Proposal that indicates the all-inclusive fixed total contract price in currency EURO or US Dollars. In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. The proposal shall be provided as per the financial proposal template available here: http://procurement-notices.undp.org/view_file.cfm?doc_id=45780 and needs to be sent to: procurement.be@undp.org by  24th September 2020 the following subject heading: Territorios - Ciudades de Paz y Convivencia:  Promoviendo los ODS para fortalecer las realidades locales.  Proposals received after the deadline will be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown. The term ‘all-inclusive’ implies that all costs (professional fees, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal. In case there will be in country travel required, UNDP will reimburse the costs additionally (travel shall not be part of the financial proposal).

Evaluation of proposals:

Only those applications which are responsive and compliant will be evaluated.  Offers will be evaluated according to the Combined Scoring method – where the educational background, experience on similar assignments, technical proposal will be weighted at 70% and the price proposal will weigh as 30% of the total scoring.  The applicant receiving the Highest Combined Score that has also accepted UNDP’s General Terms and Conditions will be awarded the contract. Only Consultants obtaining a minimum of 70% on the Technical evaluation would be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 100 points:

• Criteria A – Relevant experience through CV and P11 analysis– max points: 30;
• Criteria B – Technical proposal – max points: 45;
• Criteria C – Interview – max points:25

Financial Criteria - 30% of total evaluation – max. 15 points

The following formula will be used to evaluate financial proposal:

• p = y (µ/z), where;
• p = points for the financial proposal being evaluated;
• y = maximum number of points for the financial proposal;
• < > = price of the lowest priced proposal;
• z = price of the proposal being evaluated.

Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
