Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Policy, Programme and Intergovernmental Division (PPID) develops and implements UN Women’s programme of work across its normative, coordination, and operational triple mandate and provides policy advice and guidance and technical support to intergovernmental processes, UN system, and UN Women regional and country offices, among other partners and stakeholders. The Division is organized in thematic sections, which undertake policy research; analyse data on country, regional and global trends; and propose evidence-based options for global policy, norms and standards as well as for UN Women’s policy advocacy and global programme strategies. Economic empowerment (EE) is one of the priority areas of UN Women. UN Women works with governments and partners to promote women’s economic empowerment and increase their access to economic opportunities and outcomes, especially for those who are most excluded. The EE Sustainable Development team and the UN Women Training Centre, in collaboration with UNIDO, are leading the development of trainings for a joint global programme on Economic Empowerment of Women in Green Industry (EEWiGI), and are looking to hire a consultant to support the development and delivery of the face to face components of these trainings.

Under the supervision of the Policy Advisor, Sustainable Development/OIC Economic Empowerment and in close consultation with the UN Women Training Centre and UNIDO colleagues, the consultant will adapt and, where necessary, develop training materials designed for policy makers, women entrepreneurs and women professionals, and deliver and/or support the delivery of trainings in EEWiGI in Cambodia, Peru, Senegal and South Africa for the EEWiGI joint programme.

 

Objectives

The objective of this consultancy is to develop two face to face trainings covering issues related to the Economic Empowerment of Women in Green Industry (EEWiGI) to be delivered in four countries.

Scope of work:

  • Adapt existing training content including on basic gender concepts and frameworks, gender mainstreaming, gender-responsive budgeting and green industrial policies into one structured and participatory training course as part of the Economic Empowerment of Women in Green Industry programme. Information from the findings of Capacity Assessment survey and Policy Assessment reports will also need to be included;
  • Work and coordinate with NCs, FPs and UN Women local offices in each country to ensure harmonisation with existing and past training as well as the contextualisation of the content
  • Draft specific new content on gender in green industries in consultation with UN Women and UNIDO;
  • Facilitate and/or support the delivery of the face to face trainings; and
  • Produce a final facilitation report.

 

The design and accompanying activities for the trainings must be grounded in feminist theories and pedagogies, integrating international normative frameworks on gender equality, women’s rights and sustainable development.

Training audience:

The main target audiences for these training courses are policy makers, women entrepreneurs, and industry professionals working in Cambodia, Peru, Senegal and South Africa. They may work for the government, civil society organizations, or in the private sector. The training curricula seek to support them in their leadership roles and responsibilities to integrate gender equality into green industry in order to steer decisions and promote changes to support the achievement of gender equality, promote women’s economic empowerment, uphold human rights and to change attitudes and behaviours in their own organisation by training and communicating the learning with others.


Training length:

The training courses must be designed to allow for versatility in delivery. The consultant will be required to develop a course covering four days, which can then be customized to be longer or shorter to suit specific country contexts as required.  

 

Training languages:

The training materials which are to be adapted and developed by the consultant will be in English and then translated into French, Khmer and Spanish. The trainings will be delivered in English, French, Khmer and Spanish, either by the consultant or an interpreter/facilitator depending on the consultant’s language skills.

 

Training curriculum:

  • Background and introduction
  • Detailed agenda and session plan
  • Learning objectives for each session
  • Session delivery methods including interactive activities
  • Technical content for each session
  • Supporting learning resource materials such as PowerPoints, audio visuals, etc.
  • Monitoring and assessment tools
  • Pre- and post-training exercises
  • Overall guidance / facilitation notes for implementing the curriculum

 

The final products will be tailored to the specific audiences whose capacities they intend to build, i.e., one workstream will be designed for policy makers while the other will be curated in support of women entrepreneurs and industry professionals. They will be delivered in Microsoft Word and PDF formats with accompanying learning resource materials such as PowerPoint slides, complementary learning videos, activities and bibliography. All materials should be produced in English and will be translated by UN Women.

 

Training content:

The trainings should be highly contextualised for policy makers and women entrepreneurs and include, but not limited to, the following topics:

Gender equality concepts and frameworks:

  • Strategies to deal with unconscious bias and gender stereotypes
  • Women’s rights as human rights and international frameworks
  • Specific laws and policies relating to gender equality and women’s economic empowerment
  • Decent work laws and policies
  • Inclusive work environments

Gender mainstreaming:

  • Gender mainstreaming concepts and frameworks
  • Gender mainstreaming in policy making
  • Gender mainstreaming in management, and organizational development

Gender responsive budgeting concepts and guidelines

Gender and green industries:

  • Gender and Inclusive Sustainable Industrial Development (ISID)
  • Current country’s situation
  • Gender-responsive green industrial policies in your country
  • Women entrepreneurs/ women in the green industries specific support programmes

Development process:

The EE Sustainable Development team will support the selected consultant(s) and will provide them with existing content and materials, including the results of the country capacity assessments, guidance, feedback, and rounds of revision with regards to the deliverables throughout the duration of the assignment. The selected consultant must follow the set deadlines for each deliverable.

  • Adaptation/ Customization of different training agendas for Cambodia, Peru, Senegal and South Africa, in consultation with the National Coordinators.
Delivery of one face to face training in South Africa

Preparation of the course:

  • Work with UN Women (in NY and local offices) and each National Coordinator respectively in consultation with UNIDO to prepare the trainings content, sessions logistics, including (but not limited to): translations, venue and training materials.
  • Become familiar with the profiles of participants and country contexts.
  • Prepare all relevant digital materials and communications to be shared with the participants before the in-person training

 

Delivery of the course:

  • Facilitate the sessions (or support/monitor the facilitation of sessions delivered by other native speaking facilitators pending country context).
  • Monitor and support participants’ completion of activities in accordance with the agreed agenda and send reminders as needed.
  • Manage the satisfaction questionnaire and conduct follow-up to ensure that it is completed by all participants.
Support delivery of face to face trainings in Cambodia, Peru and Senegal 

Support the adaptation and translation of trainings, as well as the in person or virtual participation in the three subsequent trainings.

Final facilitation report, in Word 

The report should reflect the experience, and include overall lessons learned and recommendations for future facilitators regarding planning, delivering, and following up on the training course.

Habilidades y experiencia requeridas

Education:

Master’s degree, preferably in Gender Studies, Development, Public Policy, Green Economy/Industry, other relevant areas regarding the subject matter of the training.

 

Work Experience:

  • Minimum of 10 years of relevant experience in the field of training for adults, capacity development, and transformative education.
  • Minimum of 5 years of relevant experience and familiarity with gender equality and women’s economic empowerment.
  • Work experience in coordinating participatory training processes
  • Experience working with government representatives, civil society, NGOs and other development and cooperation organizations at national level
  • Experience and familiarity with Gender and Green Industries, green industrial policies and/or sustainable development is preferred
  • Familiarity with the UN system and/or international development organizations is an asset
  • Familiarity with digital learning technologies is an asset

Languages:

Excellent command of written and oral English. Working knowledge of Spanish and/or French is required.
