2.PROJECT DESCRIPTION

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Cambodia Country Office (CCO) Strategic Note (SN) 2019-2023 focuses on three key priorities to advance gender equality and women’s empowerment (GEWE). The first priority is to strengthen government capacity and accountability to integrate international norms and commitments (CEDAW, SDGs, Beijing PfA, Sendai) into national legislative and regulatory frameworks, including supporting dialogue and CSO engagement in accountability for GEWE commitments.  The second area of focus is Ending Violence Against Women where CCO’s focus includes creating an enabling environment to prevent, respond to and prosecute all forms of GBV as well as ensuring that marginalised women who experience violence, including women migrant workers, access services and protections.  Thirdly, CCO works to enhance gender responsiveness in climate change action and Disaster Risk Reduction (DRR).  A focus on empowerment, women’s leadership, challenging negative gender norms and leaving no one behind runs through the programme. 

Due to Covid-19 pandemic, programme actions for Normative and Gender and Climate Change programmes that involve gathering/mobilizing of participants have been delayed with the expectation to be implemented in the last quarter of 2020. Though Covid-19 remains the top concern for public health, since early of August 2020 restrictions have been eased with reinforcement of public health precautious measures, including school reopening, participating in religious festivity etc.  The delayed programme activities are replanned between October and December 2020. In this regard, it needs additional resource to put plan into actions as much as possible. UN Women Cambodia Country Office (CCO) is seeking a National Consultant to provide operational and programme support to speed up and deliver satisfied programme outputs.    

Under the direct supervision of the UN Women Cambodia Office, OIC, the consultant will provide support to progamme operations in undertaking administrative and operational processes ensuring high quality, accuracy, and consistency of UN Women’s work. The consultant will work in close collaboration with members of both the programme and operations teams in the country office to ensure responsive and quality support service delivery.

3. SCOPE OF WORK   

The consultant will work closely with UN Women to perform the following time-bound tasks:

  1. Ensure transparent and efficient logistic and procurement arrangement focusing on achievement of the following deliverables:
  • Supports in reviewing and preparing documentation on the procurement of goods and services, and support contract tracking;
  • Ensures the supporting documents submission for vouchers processed are accuracy and relevancy of the supporting documents for payments and financial reports as per internal compliant requirements;
  • Provide assistance to the team on spreadsheet of activity plan budget and project action spending plan;
  • Maintenance of project finance records and documents in line with the established filing system.

2. Support to programme implementation

  • Coordinate in organizing events/workshops, trainings, and capacity building related to programme priorities;
  • Provide input for developing concept note as well agenda for related programme events/workshops;
  • Participate proactively in keeping truck of process and activity results, including pre-during and post activity;
  • Taking notes/minutes during meetings and other relevant events as assigned; and
  • Provide translation for programme document as requested.

  • Up-to-date procurement log, transaction of requested for vendor payment submission and filing systems (electronic and hard copy)
  • Summary of successful organized events and travels
  • Summary of logistic support and other administrative tasks including correspondence; translations and other ad hoc tasked assigned by the programme team
  • Submission of detail activity report outlining key result of work performed, including communication with service providers, record of service/goods procured as well as completed event clearance

5. INSTITUTIONAL ARRANGEMENTS

The consultant will work in close collaboration with the CCO personnel in Cambodia Country Office, primarily the Normative and EmPower Team, under the direct supervision of UNWomen Cambodia Office OIC. A workstation will be provided to the consultant to ensure effective consultation and support. The Consultant will bring her own personal computer to conduct this assignment. 

6. DURATION OF THE WORK

The assignment is between October to 31 December 2020.

7. DUTY STATION

Phnom Penh, Cambodia. The consultant may be required to travel outside of Phnom Penh as needed for the purpose of the assignment where required by UN Women-Cambodia. The standard UN Daily Subsistence Allowance (DSA) will apply to any travel outside duty station that may be required in the fulfillment of this assignment.

9. MINIMUM QUALIFICATIONS OF THE INDIVIDUAL CONTRACTOR

Education:

  • Completion of secondary education. Additional training and higher education in Business or Public Administrative, Economics, Finance and Accounting.

Experience:

  • Minimum 2 years progressively responsible relevant experience, preferably from the UN System or an international organization.
  • A minimum of three years relevant administrative or programme support experience is essential;
  • Experience of coordinating and organizing events
  • Experience using computers and standard software packages (such as Microsoft office) and experience in handling web-based management systems;
  • Working knowledge of UN procurement processes should be advantageous.

Language Requirements:

10. EVALUATION

Application will be evaluated based on Cumulative Analysis the following criteria:

  • Technical Qualification (100 points) weight; [70%]
  • Financial/Price Proposal (100 points) weight; [30%]

A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

10.1. TECHNICAL QUALIFICATION EVALUATION CRITERIA:

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only candidates who have attained a minimum of 70% of total points will be considered as a technically qualified candidate.

10.2. FINANCIAL/PRICE PROPOSAL COMPARISON:

  • Only the financial/price proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

11. SUBMISSION OF APPLICATION

Interested candidates are requested to submit an electronic application to cco.procurement@unwomen.org no later than 22 October 2020 by 5 p.m. local time in Phnom Penh, Cambodia. Late application submissions will not be considered.

  • Financial proposal. The financial proposal shall specify a total lump sum amount, which breaking down by 1) daily professional fee; 2) cost of living allowance for applicable missions outside duty station; and other travel-related costs if applicable.
