Antecedentes
UNDP’s Strategic Plan 2018-2021 recognizes that to achieve the Agenda 2030 and the Sustainable Development Goals, new models of partnership and collaboration are required. In a new global partnerships landscape that is moving from funding to financing for development, and in the context of ongoing UN Development System reform, UNDP’s work to cultivate strategic partners, galvanize political and financial support, and position itself at the centre of development policy and innovation at country and global levels, has never been more critical nor more challenging.
To inform and support the resource mobilization processes for the UNDP Sri Lanka country office’s programmatic interventions to promote sustainable development and progress towards the SDGs, UNDP is developing a Partnerships and Communication Action Plan (PCAP).
To this end UNDP is seeking a consultant to conduct a comprehensive ecosystem mapping exercise of the partnerships and engagement landscape pertinent to UNDP Sri Lanka.
The mapping exercise would provide an analysis of the external partners landscape and resource environment to determine existing and potential new donors; analyse with UNDP partnerships team UNDP’s comparative advantage and value proposition in that context. Moreover, the eco-system mapping exercise will also provide information and analysis, with an external outlook , in relation to other salient factors affecting the partnerships landscape such as but not limited to : the identification and impact of emerging economies on UNDP, Sri Lanka’s current socio-economic outlook, emerging and former donors of UNDP and their current focus areas, impact of Sri Lanka’s new status as an upper middle income country, impact of the prevailing COVID-19 pandemic, GSP+, digitalization, private sector and think tank policy interventions.
Deberes y responsabilidades
The Consultant will report to the Team Leader, Policy and Engagement Team, for contractual purposes in carrying out the key responsibilities of the assignment in close coordination with the Policy & Engagement Analyst.
1. Conduct a mapping exercise of UNDP Sri Lanka’s external partnerships landscape
- Carry out preliminary stakeholder consultations, desk research and data analysis for the mapping exercise.
- Focus assessment on partners such as but not limited to GOSL, UN agencies, bilateral and multilateral donors, International Finance Institutions (IFIs), Private Sector, Civil society organizations (CSOs) and vertical funds.
- Distinguish key players in UNDP Sri Lanka’s development landscape , what their development priorities and thematic foci are, what activities they currently involved in and what their delivery capacity entails.
- Develop analysis to identify which partnerships promise the most significant and relevant development impact; closely aligning with UNDP’s Strategic Plan 2018-2021, 6 signature solutions and UNDP 2.0
- Identify and analyse potential risks/challenges to partnership strengthening, including on Government Financing.
2. Develop a comprehensive matrix of UNDP Sri Lanka’s external partnerships landscape.
- Collate all information gathered in the course of the mapping exercise
- Provide an accurate understanding of the up-to-date partnership’s situation in Sri Lanka’s development context.
- Provide intelligence to uncover new funding and partnership opportunities.
- Support to determine UNDP’s comparative advantage within the greater development ecosystem of Sri Lanka; paying special attention to the perceptions of UNDP by partners.
3. Conduct a visioning exercise with UNDP country office
- Administer a workshop with UNDP staff to analyse perceptions and identify key insights from staff to further strengthen the process.
- The exercise should articulate a strong, concise and meaningful vision to convey the value UNDP brings to partners and clients and to provide a sense of direction to entire staff.
- Ensure the vision aligns with the overall strategic focus of UNDP and incorporate its branding guidelines.
- Facilitate broad participation of CO staff in the visioning exercise in order to build a sense of ownership and buy-in.
4. Analyse intelligence gathered during mapping exercise and formulate recommendations.
- Develop strategies for increasing CO’s resource mobilisation
- Identify target partners for CO to engage with.
- Engineer sub-strategies to guide engagement with certain niche types of partners such but not limited to IFI’s, GOSL, private sector.
- Design measures to alleviate common pitfalls within the CO current approach to building and maintaining partnership.
Expected deliverables:
An overview/environment map of the current partnership and engagement landscape of UNDP, Sri Lanka; derive clear, robust and localised recommendations and strategies for resources mobilisation and partnerships building, based on the information gathered during the mapping exercise.
Timeframe
The envisaged timeframe of the consultancy for a period of 10 days within a period of 30 days from signing of the contract

Habilidades y experiencia requeridas
Education:
- Advanced Degree in social/economic sciences or a related field.
- Demonstrated experience in conducting ecosystem mapping and producing analysis, synthesis documents on the same.
- Demonstrated familiarity with resource mobilisation processes and partnerships and engagement analysis.
- Ability to work independently, deliver timely products under pressure and work collaboratively with other experts
- Good interpersonal skills
Language:
- Excellent English language skills, particularly in writing well-structured and analytical documents.

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Daily Fee” including his/her consultancy and professional fee, travel (economy class flights is required to and from the Duty Station) honorarium, board and lodging, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.
For an Individual Contractor who is 65 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided. Such medical examination costs must be factored into the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts.
