Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for: the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nation system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

An important component of UN Women’s work is its support to women’s full and equal representation and participation in all levels of peace and security efforts. UN Women’s work on this area is guided by the UN Security Council Resolution 1325, on Women Peace and Security, adopted in 2000, which stresses the importance of equal participation and full involvement of women in all efforts of maintaining and promoting peace and security.

In Albania, UN Women through the Fund for Gender Equality and in collaboration with other partners, has been supporting the implementation of the Women, Peace and Security Agenda for several years, in order to translate it from policy to practice, build relevant capacities of state authorities and civil society, and increase opportunities for women’s participation at all levels of decision making in political, economic, and public life.

Resulting from these joint efforts, the Government of Albania developed and adopted the first National Action Plan on the Implementation of the UN Security Council Resolution 1325 (NAP 2018 – 2020), which integrates the gender perspective into the national foreign and security policy framework. This process, involving a series of consultations with different stakeholders was supported by seven partners, including UN Women, OSCE, European Union and the Dutch Embassy in Albania. 

Through this document the GoA committed to work towards the achievement of the following five key objectives:

  1. Increase participation of women in the Armed Forces in peacekeeping missions outside of the country;
  2. Appoint women officers in police and the armed forces to leading positions and strengthen management capacities of women in the Police and Armed Forces;
  3. Establishing a reporting system for the implementation of the Action Plan for Resolution 1325;
  4. Organising awareness-raising activities with women MPs and local government representatives on Resolution 1325;
  5. Delivering training in cooperation with NGOs focused on gender issues in military operations, handling of post-conflict situations, violence against women and girls, identification of special local needs.

As the term of the current Action Plan is coming to an end, the Government of Albania is considering development of a new Action Plan for the period 2021-2023. In this context, UN Women is seeking the services of a national consultant to support the Ministry of Health and Social Protection to draft the Second National Action Plan on WPS, based on the lessons learned from the implementation of the current NAP.

The National Consultant will work under overall supervision of UN Women Albania Focal Point on WPS and support closely the Ministry of Health and Social Protection in leading and coordinating the NAP development process which will be conducted in close consultation with the OSCE, the European Union, and the Embassy of the Netherlands in Tirana.

Deberes y responsabilidades

The main objective of the consultancy is to support the Government of Albania to develop a focused, inclusive, and impactful second National Action Plan  on the Implementation of the UN Security Council Resolution 1325, building on and taking into consideration the first NAP (2018 – 2020). The main tasks consist of:

  • Conducting a desk review of reports, publications and other relevant materials related to the adoption and implementation of the NAP 2018-2020, including monitoring reports.
  • In collaboration with the MHSP, conducting consultations with key government representatives from sectors relevant to the NAP key areas as well as other stakeholders, including civil society organisations, international organisations and academia.
  • Supporting the MHSP to develop the first draft of the new NAP, share it for review with all   key stakeholder, and organise validation meeting/s;
  • Supporting the MHSP to finalise the draft, incorporating recommendations of all key stakeholders.

Deliverables:

  • A detailed work plan, including a schedule of activities and a tentative plan for meetings with key stakeholders at the national level (1 day); 
  • First draft of NAP to be shared for review and consultations with government representatives and stakeholders (12 days);
  • Final draft of Albania’s NAP on “Women, Peace and Security” for the term 2021 – 2023 (2 days).

  • Experience in engaging with CSOs and women’s organisations as key stakeholders
  • Previous experience with UN and/or other similar international organizations would be an advantage.

Language requirement

  • Proficiency in written and spoken English and Albanian, including gender and policy terminology.

Schedule of Payments:

Payment will be made as per the payment schedule in the contract upon (i) satisfactory completion of tasks; (ii) provision of deliverables specified in the ToRs; (iv) submission of the respective certification of payment.

Evaluation of Applicants:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

Responsive/compliant/acceptable; and Having received the highest score out of below defined technical and financial criteria.

Applications will be assessed according to the following Technical Criteria:                      

  • Advanced degree in law, human rights, social sciences, development studies, gender studies or similar discipline (10 points);
  • 7 years of relevant professional experience in the areas of human rights, gender equality and development, women’s empowerment, gender-based violence (15 points);
  • Experience related to the Women, Peace and Security Agenda(15 points)  
  • Previous experience in supporting development of national strategic and policy frameworks on gender equality and women’s empowerment (20 points);
  • Experience in engaging with CSOs and women’s organisations as key stakeholders (5 points);
  • Previous experience with UN and/or other similar international organizations would be an advantage (5 points).

Only candidates obtaining a minimum of 70% (49 points) in the technical evaluation would be considered for financial evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. The calculation formula applied is as follows:

p = 30 (µ/z); where: p = points for the financial proposal being evaluated; µ = price of the lowest priced proposal; z = price of the proposal being evaluated.
