Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The European Union (EU) and the United Nations (UN) have embarked on a new, global, multi-year initiative focused on eliminating all forms of violence against women and girls (VAWG) - The Spotlight Initiative.

The Initiative is so named as it brings focused attention to this issue, moving it into the spotlight and placing it at the centre of efforts to achieve gender equality and women's empowerment, in line with the 2030 Agenda for Sustainable Development.

The overall goal of the Spotlight Initiative in Trinidad and Tobago is to reduce family violence. This will be done through ensuring implementation of integrated, quality and accessible services and prevention approaches. This approach recognises that an architecture of laws, policies and institutions are in place for addressing family violence. Spotlight will build on, consolidate and scale up this progress whilst addressing the significant implementation deficits and programmatic gaps.

At the end of the Spotlight programme, a comprehensive National Strategy will be adopted, practical prevention tools available at community level, and services will be accessible, effective and therefore used by survivors and perpetrators. Service providers will be held responsible for timely correction of implementation failures because systems of supervision and accountability will be strengthened. Civil society and women’s organisations will be empowered to monitor and support responsive and survivor- centred services. These approaches will advance gender equality, end indifference and impunity for gender-based violence against women and children.

Under Pillar 2, UN Women is seeking a Consultant to support the Judiciary (i) to implement the Gender Protocol and training; (ii) and to develop tools and adapt training for virtual learning.

Objective of Assignement

Under the overall supervision of the UN Women MCO - Caribbean Representative, the Consultant will support the Judiciary in the integration of the Gender Protocol Training developed and piloted by UN Women and develop tools and adapt training for virtual learning, for the Judiciary. The objectives of this consultancy are:

• Provide support to the justice sectors in collaboration with accountability institutions to build capacity and systems of oversight to design and meet due diligence response programme standards;

• The family and magistrates’ courts will be supported through capacity development to address the elimination of conscious and unconscious bias and improve gender responsive access to justice.

• Integrate the Gender Protocols within the training curriculum of the Judiciary.

• Create on-demand training and tools which are available online and can be accessed widely across these sectors.

• Ensure inclusive stakeholder engagement in the development and implementation of the tools, training and approach, to provide coherence, address gaps and incorporate lessons learned.

 

Scope of Work and Deliverables

The Consultant is expected to deliver the following results:

• Hold consultations with Spotlight focal points in the Office of the Prime Minister and key stakeholders in the Judiciary to assess the challenges, gaps and lessons learned in the implementation of these protocols;

• Produce an Inception Report or Concept Note outlining methodology and approach, and findings from stakeholder consultations;

• Produce a Workplan detailing activities, timelines, resources and costs;

• Adapt the Gender Protocols developed for the Judiciary based on stakeholder consultations;

• Develop the training courses on the Gender Protocols using an online platform, which includes a practical component and an assessment;

• In consultation with TTJEI, development of a Guidance Document for the integration of these protocols in the curriculum and the implementation of the protocols;

• Develop a Monitoring and Evaluation framework which measures the integration of the Gender Protocols into the Judicial framework and effectiveness/impact of the training;

• Procurement of equipment required for the adaptation of the training courses for an online, on-demand format;

• Support at least 1 training session for identified personnel in both the Judiciary on the respective standards, using a Train the Trainer approach;

• Negotiate with TTJEI to institutionalise training into core judicial curriculum and prerequisite for some positions and;

• Produce a Final Report on the progress, outcome and challenges encountered during the engagement.

For all workshops and training, the Consultant must produce:

• Training Report;

• Participant Register;

• Participant Feedback Forms; and

• Pictures - group & interactive (including participants & presenters).

 

Reporting Requirements

The consultant will work under the overall supervision of the UN Women MCO-Caribbean Representative, with direct reporting to the Spotlight Programme Coordinator.

Habilidades y experiencia requeridas

Education and Experience:

Mandatory

• Post-Graduate qualification in any of the following areas: Law, Criminal Justice, Criminology, Criminal Psychology, Education, Public Policy.

• At least five years’ experience working on capacity development for the Judicial Sector.

• At least three years’ experience in the areas of education and training, including course development and preparation of training tools.

• At least five years’ experience working on gender equality and/or human rights.

Desirable

At least three years’ experience working within a regional development institution. Prior experience working on violence prevention, family violence issues.

 

Languages:

• Fluency in written and oral English is required

 

Location and Duration:

• The consultancy will be home-based for the duration of the assignment. Sessions may be conducted virtually or in person, dependent on the COVID-19 measures in place when training is scheduled.

• The consultant will be engaged for a maximum of 40 working days during the period 16th November 2020 – 31 July 2021.

 

Remuneration 

• The consultancy fee will be negotiated before contracting. Each payment will be based on a predefined and formal agreement between UN Women and the consultant and will be disbursed based on satisfactory completion of agreed deliverables.

 

Hardware, Software and Communication:

• The consultant must be equipped with a fully functional laptop, which must run at least Windows 7. The consultant must be reasonably accessible by email and telephone (preferably mobile). The use of reliable, internet-based (Skype or equivalent) is required.

 

References:

• Minimum of three client references that include the name of the contact person, title and contact information.

 

Other

• Interviews may be conducted with the shortlisted applicants.

• The consultant contracted will be required to sign a statement of confidentiality and freedom from any conflict of interest with potential future contractors with respect to the TORs and work that they will be delivering.

• The consultant should submit, along with his/her application, the curriculum vitae of team members.
