Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.

As the United Nations continues to convene talks in Geneva under the framework of Security Council resolution 2254 (2015), it recognizes the importance of a fully inclusive process to ensure that the voices and views of Syrian women are heard, consistent with the Geneva Communiqué of 30 June 2012 and Security Council Resolutions 2122 and 1325.

As part of these efforts, UN Women is working to support Syrian women’s engagement in peacemaking since 2013. One stream of this is a partnership with the Office of the Special Envoy for Syria, including support to Syrian women’s leadership and effective engagement in the political process through the Women’s Advisory Board (WAB). To complement this, UN Women is working to document women’s priorities for peace and to build dialogue and trust across women’s groups, women leaders, and women’s rights actors operating inside and outside of Syria – seeking to create strategic alliances around key issues and processes that may shape the future of Syria. UN Women is also providing a balanced gender analysis of the conflict and political process, and coordination with other actors supporting gender equality and women’s rights in Syria. This work is done under the programme “Supporting Syrian Women’s Engagement in the Syrian political process – Building a homegrown constituency for peace.” The programme receives support from the governments of Finland, the Netherlands, and Norway.

The Gender Analyst will be funded through UN Women’s Syria progamme and seconded to the Office of the Special Envoy (OSE) for Syria. There will be a reporting line to UN Women, the Regional Women, Peace, and Security Advisor. At the OSE, the Gender Analyst will report to the Gender Advisor, Office of the Special Envoy for Syria, under the overall supervision of the Chief of Political Affairs. in the Arab States. The Gender Analyst is responsible for a range of functions, including supporting gender mainstreaming in the mediation process, providing analysis in the area of gender conflict analysis of Syria, maintaining relationships across a range of national interlocutors, and other tasks required by the Gender Adviser- OSE.

Deberes y responsabilidades

Provide technical inputs and support to the gender mainstreaming of the political process

  • Provide technical support to Gender Adviser-Office for of the Special Envoy for Syria (OSE) with regard to gender mainstreaming the mediation process and operational issues on the basis of UN Security Council Resolutions on Women, Peace and Security and Security Council resolution 2254 (2015), which encourages the meaningful participation of women in the UN-facilitated political process for Syria;
  • Provide technical support in implementing strategies and drafting relevant papers on gender mainstreaming all aspects of peace and security processes and provides support on the operationalization of the policies and guidance in all mission components;

Undertake relevant research and analysis on the gender aspects of the political process

  • Research and analyze data and information in support of policy briefs in the area of gender conflict analysis of Syria, including the experience of the conflict by women and girls and by men and boys, drawing on existing research in Arabic and relevant consultations;
  • Conduct mapping of key Syrian women’s groups and participate in identifying new interlocutors to strengthen diversity and inclusivity of UN outreach to civil society;
  • Collect, systematize and summarize internal papers and documentation of the Women’s Advisory Board;
  • Undertake gender analysis of political and legal developments in Syria;

Provide coordination and communication support in relation to national stakeholders

  • Liaise with key constituencies in Arabic, including Syrian women’s groups and women’s rights leaders;
  • Maintain ongoing communication with Syrian interlocutors in Arabic including drafting correspondences and translation;
  • Provide coordination and logistical support for meetings of the Women’s Advisory Board and other meetings of women’s groups;
  • Provide coordination and knowledge-sharing support in relation to the Civil Society Support Room (CSSR), as requested;

Undertakes other duties as required.

Habilidades y experiencia requeridas

Education and certification:

  • Master’s degree or equivalent in international relations, Human Rights Law, social science or related field;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of two years of progressively responsible experience in gender policy development is required;
  • Experience in the promotion of gender equality and gender mainstreaming is required;
  • Experience in integrating gender perspectives into policies or programmes in or on conflict or post-conflict contexts is required;
  • Experience in the Arab states region is an asset.

Language Requirements:

  • Fluency in English and Arabic is required;
  • Working knowledge of another official UN language is an asset.

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW, and UNIFEM), which focused exclusively on gender equality and women's empowerment.
