Antecedentes

UN Security Council Resolution 1325 (UNSCR 1325), unanimously adopted in October 2000, stressed the importance of the equal participation and full involvement of women in all efforts to maintain and promote peace and security. In the years since, eight additional resolutions on WPS have been adopted. This has created a robust framework for implementing the WPS agenda and has reinforced global commitments, treaties and conventions on women’s rights, including the 1979 Convention on the Elimination of all forms of Discrimination against Women (CEDAW) and the 1995 Beijing Declaration and Platform for Action. Bangladesh played a key role in inspiring UNSCR 1325 and continues to be a champion of the WPS agenda. To deliver these commitments at the national level, Bangladesh launched its National Action Plan on Women, Peace and Security (NAP WPS) in November 2019, to implement the resolutions and monitor the progress of the WPS agenda. Ministry of Foreign Affairs (MOFA) of Bangladesh led the process of formulating and launching the NAP WPS, undertaken through an inclusive and participatory method, and will coordinate its implementation. 

UN Women supported the formulation of Bangladesh’s NAP WPS and continues to provide technical support to Ministry of Foreign Affairs in its implementation process, through its regional programme “Empowered Women, Peaceful Communities” to prevent violent extremism and advance the women, peace and security agenda. The NAP WPS is the key tool to transform UN Security Resolution 1325 and other women, peace and security commitments into practical action within and beyond the borders, and it must be implemented and monitored with an inter-ministerial effort through an effective coordination mechanism. The progress of the NAP will be analysed on an annual basis by the administrations concerned, under the direction of a Coordination Group for NAP WPS led by MOFA. In addition to governmental actors, multiple stakeholders play important roles in monitoring and evaluation, sharing their invaluable expertise and vision for a more peaceful and equal society. However, the current COVID19 pandemic poses major challenges in terms of implementing the NAP WPS at ground level.  

Against this background, UN Women seeks to hire a consultant to support the establishment of the mechanism for effective implementation, monitoring and reporting of the NAP WPS Bangladesh by working closely with the key stakeholders, including the Ministry of Foreign Affairs Bangladesh. 

Objectives:

To support the establishment of the mechanism for effective implementation, monitoring and reporting of the NAP WPS Bangladesh

Deberes y responsabilidades

The consultant will: 

1) Work closely with UN Women and Ministry of Foreign Affairs (MOFA) to support the implementation and gender-sensitive and result based monitoring and reporting of NAP WPS, including conducting the orientation workshop and follow-ups for Inter-ministerial Coordination Group which consists of 11 line ministries and divisions .

2) Review and refine the draft templates for planning, monitoring and reporting of NAP WPS by incorporating the feedback from MOFA/the Inter-ministerial Coordination Group

3) Support the development of a TOR for monitoring and reporting team within MOFA for the implementation of the NAP WPS in consultation with MOFA

4) Support the establishment of NAP WPS Consultative Platform (CSO representatives, academics and relevant resource persons) in consultation with MOFA and CSOs to effectively participate in the monitoring, reporting and evaluation process

Supervision and Performance Evaluation: 

The consultant will report to Programme Analyst, Women Peace and Security, with supervision from Programme Specialist, Women Peace and Security, UN Women Regional Office for Asia and the Pacific. 

Duration and Work Location: 

The consultant will be home-based and will worked 30 working days over a period of four months

Minimum Qualification:

Education

- Master’s degree in public policy, international development, international law or other social science field with a focus on gender and women’s rights.

Experience and skills

- At least 7 years of work experience supporting design and implementing initiatives related to Security Council Resolutions on Women Peace and Security

- Proven experience supporting policy development and advocacy in the area of women peace and security.

- Proven experience in designing and facilitating consultation meetings with various stakeholders (governmental, non-governmental and donor community);

- Experience producing analytical reports, briefs and communication products and concept notes and briefs for resource mobilization. 

- Previous experience with UN is an asset

Language

• Excellent written and spoken English.

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all
costs components required to perform the deliverables identified in the TOR, including professional fee, only  and any other applicable cost to be incurred by the SSA in completing the assignment.
The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon
completion of the deliverables/outputs and as per below percentages

Evaluation Method and Criteria:
Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:
1. Responsive/compliant/acceptable; and
2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the
solicitation;
Only candidates obtaining a minimum 49 mark in technical evaluation will be considered eligible for financial evaluation.
Technical Criteria for Evaluation (Maximum 70 points out of 100)

Criteria-01; Education Qualification - Max Point 20

Criteria-02; Experience and skills on experience supporting design and implementing initiatives related to Security Council Resolutions on Women Peace and Security, policy development and designing and facilitating consultation meetings with various stakeholders (governmental, non-governmental and donor community) -Max Point 30

Criteria-03; Language and report writing skills- Max Point 20

The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points (70) will be considered as technically-qualified candidate.
