Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Through the Regional Office for Asia and the Pacific (ROAP) in Bangkok and a number of country and multi-country offices as well as programme presences across the region, UN Women builds on a long history of support to governments, civil society and other actors, including the UN, to promote gender equality and empower all women and girls. UN Women stands behind women’s equal participation in all aspects of life, focusing on five priority areas: addressing gender in governance and leadership; enhancing women’s economic empowerment; ending violence against women and girls; and promoting women’s participation in peace and security and humanitarian action.

The programme “Enhancing Access to Justice for Women in Asia and the Pacific:  Bridging the gap between formal and informal systems through women’s empowerment” is a five-year initiative that commenced implementation in 2018, thanks to the generous support of the Government of Sweden. The overall goal of the project is to enhance access to justice for women in formal and informal systems in Asia and the Pacific, bridging the gap between these systems through women’s empowerment and reduction of gender biases. In realizing this goal, the programme partners – UN Women, the International Commission of Jurists (ICJ) and OHCHR – focus on achieving the following outputs: (1) Domestic laws adopted and court decisions are consistent with international human rights law and standards, including CEDAW; (2) Gender discriminatory attitudes and stereotyped behaviours towards women by formal and informal justice providers are addressed; and (3) Grassroots women’s organizations and community based justice providers (formal and informal)  work towards the elimination of discrimination against women, access to justice and adequate protection for women and girls seeking justice.

Reporting to the Regional Access to Justice Specialist, the Project Coordination Specialist is responsible for the coordination and technical support to the joint Women’s Access to Justice programme, including Coordinate the implementation of the “Access to Justice for Women in Asia and the Pacific” programme, The Project Coordination Specialist builds and maintains partnerships with civil society networks and academia; coordinates the monitoring and reporting on the Access to Justice portfolio; advocates and facilitate knowledge building and management and communication; and provides support in developing resource mobilization strategies.

Deberes y responsabilidades

1.Coordinate the implementation of the “Access to Justice for Women in Asia and the Pacific” programme

  • Coordinate the implementation of the “Enhancing Access to Justice for Women in Asia and the Pacific’ programme between partners (UN Women, International Commission of Jurists (ICJ) and OHCHR) and align activities to enhance the impact of the programme.
  • Maintain and evaluate systems for project planning, implementation, and monitoring, in collaboration with partners.
  • Finalize strategy documents, briefs and other documents related to the programme.
  • Facilitate regular exchange between UN Women regional and country offices to ensure a systematic approach to women’s access to justice in the Asia-Pacific region. 
  • Oversee the monitoring efforts within UN Women and provide assistance to capture programme results of the programme partners.
  • Coordinate with UN sister agencies to advance joint programming and coordination in the area of access to justice, rule of law and human right.

2. Build and maintain partnerships with civil society networks and academia

  • Coordinate the development and facilitation of regular regional exchange events for CSOs on topics related to women’s access to justice.
  • Support country offices with the mapping of national and local access to justice priorities.
  • In partnership with ICJ and OHCHR, establish a platform for regular exchange on women’s access to justice between CSOs, justice providers and academia.
  • Establish and maintain relationship with academia and research institutes to incorporate new trends and knowledge into UN Women’s access to justice portfolio.

3. Coordinate the monitoring and reporting on the Access to Justice portfolio

  • Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages.
  • Monitor the implementation of activities and the expenditure of funds by partners; conduct regular monitoring visits.
  • Coordinate partner reporting and input into internal and external monitoring frameworks regularly.

3. Advocate and facilitate knowledge building and management and communication

  • Lead the development of knowledge management strategies and methodologies and products on women’s access to justice.
  • Coordinate with UN Women, ICJ and OHCHR communication teams to enhance and maintain programme visibility and outreach.
  • Identify capacity building needs and support partners through technical assistance, mentoring, training, cross-partner learning, and capacity development initiatives.
  • Ensure documentation of the programme implementation process and products produced are in accordance with UN Women guidelines and donor requirements.
  • Provide technical contributions to the exchange of information and knowledge products internally and externally of the programme.

4. Provide support in developing resource mobilization strategies

  • Provide technical support to the development of partnerships and resource mobilization strategies.
  • Identify potential programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities and develop the relevant partnerships.
  • Provide technical contributions resource mobilization efforts for country offices in line with UN Women regional strategy on women’s access to justice.

Habilidades y experiencia requeridas

Education:

  • Master’s degree or equivalent in international law, human rights, international development, or a related field is required.
  • A first-level university degree in law combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree,
  • A project/programme management certification would be an added advantage.

Work Experience:

  • Minimum 5 years of experience at the national or international level in implementation, monitoring and evaluation of development projects on women’s human rights.
  • Technical experience on women’s access to justice including experience with implementation of CEDAW.
  • Experience coordinating cross-country and cross-organizational teams.
  • Research and/ or academic experience in the field of rule of law or access to justice is an asset.
  • Experience working in the UN System is an asset

Language Requirement:

  • Fluency in English is required.
  • Knowledge of the other UN official working language is an asset.
