Antecedentes

In accordance with its commitments as a non-Annex I Party and as mandated by Article 12 of the UNFCCC and subsequent CoP decisions, Samoa will prepapre and submit its Third National Communication (TNC) and First Biennial Update Report (FBUR) to the Conference of Parties (CoP) of the UNFCCC. The project is implemented by UNDP and the Government of Samoa via the Ministry of Natural Resources and Environment.  The project aims to update the information provided regarding national circumstances, inventories of greenhouse gases (GHG), policies and measures undertaken to mitigate climate change, assessments of vulnerability to climate change and steps taken to adapt, and promote increased awareness and understanding of critical importance of climate change to its sustainable development.  The project will also increase the national technical and institutional capacities in preparing the NC/BUR and assisting the Government to integrate climate change issues into sectoral and national development priorities that directly contribute to achieving the Sustainable Development Goal 13: Climate Action.

The implementation of the project objectives will support Samoa’s preparation of a high quality National Communication and Biennial Update Report to be submitted to the UNFCCC in a timely manner. As GHG inventories are a key component of both the National Communication and Biennial Update Report, the project will take a learning-by-doing approach, to the extent possible taking into account limited staffs trained in populating and managing the GHG Inventory. In this way, the project intends to catalyze the institutionalization of knowledge among the national participating experts and partner institutions involved in the development of national GHG Inventory, in particular to improve quality control and quality assurance of the inventory’s data.

Given the findings from the last Second National Communication (2010) and the Intended National Determined Contributions (2015), important challenges remain.  Although the exercises to prepare these reports have resulted in increased capacities to collect and manage data and information to carry out, for example vulnerability assessments, critical data and information gaps remain.  Greater collaboration and institutional coordination is needed to ensure that critical understanding of the data and information

needs for all sectors are adequately understood in order to move forward with policy implementation.  While financing from the international community is available, it remains fragmented and insufficient at the local level, which is important to the pursuit of better adaptation practices.

Although important work has resulted in the development of the GHG inventory within the Second National Communication (SNC), gaps remain such as the lack of accurate and reliable data on land use changes.  Deficiencies of existing data include insufficient detail and inaccurate estimations of trends given gaps.  The insufficiency of data also meant that mon-methane volatile organic compounds were excluded from the inventory.

The Ministry of Natural Resources and Environment has requested UNDP to find an international expert who will perform an enhanced review of the National GHG Inventory of the SNC to identify miscalculations or methodological mistakes.

In this regard, UNDP is seeking the expertise of an International Consultant for Technical Review of National Greenhouse Gas (GHG) Inventories for the; Land Use, Land-Use Change and Forestry Sector, Agriculture, Forestry and other Land Use (AFOLU) Sector, Energy Sector, Industrial Processeses and Product Use (IPPU) Sector, and the Waste Sector.

Scope of Work:

1. Assessment of the National GHG inventory:

The assessment will cover the entire GHG inventory, with an examination of the data, methodologies, and procedures used to prepare the inventory.  The sectors to be covered under the GHG Inventory are Land Use, Land-Use Change and Forestry Sector, Agriculture, Forestry and other Land Use (AFOLU) Sector, Energy Sector, Industrial Processeses and Product Use (IPPU) Sector, and the Waste Sector. Particular attention will be given to identifying areas where progress has been made in the implementation of any planned improvements and where recalculations and other changes have been reported.

The reviewer will verify that the data has been calculated transparently, checking also for calculation errors when spreadsheets are provided, and will identify areas for improvement or further work.  The reviewer will highlight any errors, inconsistencies and data gaps and will provide comments on discrepancies in the inventory, including explanations of the possible sources of error.  The reviewer will also provide written references of the data sources used to review the inventory.

The reviewer should look to latest guidance on the calculations of activity and emissions data per the IPCC and UNFCCC, which includes but not limited to the 2019 Refinement to the 2006 IPCC Guidelines for National Greenhouse Gas Inventories.

The assessment will be carried through an extensive set of in-country consultations and focus groups in addition to a review of the grey literature and country reports.

2. Training of the national experts and institutions involved in the development of GHG Inventory and presentation of draft updated GHG Inventory

The international consultant will perform a training of the national experts and institutions involved in the development of GHG Inventory.  This will be carried out through a four-day learning-by-doing workshop, which will be organized on the basis of findings from the above-mentioned assessment.

Target Audience and Objective of the Training Materials

The training materials to be developed and used should be suitable for national consultants with beginner to intermediate level knowledge of national GHG inventory development.

Following this thematic training, the target audience should:

• Have an overview of how emissions inventories are developed;
• Have a general understanding of the methods available, as well as of the main challenges in particular areas;
• Be able to determine which methods suits Samoa’s situation best; and
• Know where to find more detailed information on the topics discussed.

The training materials should be developed on the basis of methodologies developed by the 2019 Refinement to the 2006 IPCC Guidelines for National Greenhouse Gas Inventories.

The draft updted GHG Inventory Report to be presented to the participants.

3. Training of the national experts and institutions involved in the development of GHG Inventory

The international consultant will perform a training of the national experts and institutions involved in the development of GHG Inventory.  This will be carried out through a four-day learning-by-doing workshop, which will be organized on the basis of findings from the above-mentioned assessment.

Note: By performance of each above points, the materials/reports should be submitted to Project Manager (PM) for commenting.  In case of comments, the expert has to finalize the materials in compliance with the comments and/or to discuss these comments via e-mail and forward the final ones to the PM

Expected Outcomes and Deliverables and payment schedule:

Professional Costs

All payments will be done upon submission of each deliverable and acceptance by UNDP and the GoS. In order to ensure the assignment to be effective and efficient, the payment will be done in instalments as detailed below.

The consultant shall receive his/her payment in 3 instalments from UNDP as follows:

All envisaged travel costs must be included in the financial proposal. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed based on provision of supporting documentation.

For mission travel, the consultant will be responsible for making his/her mission travel arrangements in line with UNDP travel policies; and the Individual Contractor shall receive a per diem not to exceed United Nations daily subsistence allowance. The mission travel cost will be excluded at this time from the price proposal.

The International Consultant is expected to state in the financial proposal, a daily working fee only in USD (dollars).

Institutional Arrangement:

The principal responsibility for managing the consultant will lie with the Head of Environment Section of UNDP Samoa MCO and with the Technical Advisor at the UNDP HQs.

• Ensures timely and quality execution of works described in the Terms of Reference;
• Ensures unconditional carrying out of requirements of the IC;
• Agrees some results given in the ToR and reports to project manager.

Duration and timeframe of the Work:

The total duration of the contract is of approximately 35  working days over a duration of 3 months (December 2020 – Febuary 2021)

Duty Station:

Home based with one mission to Samoa.

Remark: Due to COVID-19 pendamic situation, the travel to Samoa may be restricted. The consultant may work in home country with online communication and virtual workshop only.

Experience

• At least five (5) years of experience in application of IPCC methodologies for preparation of GHG inventories
• Proven international experience in providing technical review services of national GHG inventories
• Proven experience in designing and/or providing professional trainings for the GHG Inventory staff.
• Proven experience in working with international or local organizations on similar assignments.  Successful experience in working with UN agencies is an asset.
• Prior working experience in Samoa and the Pacific or knowledge of its current socio-economic situation would be an advantage;
• Excellent communication skills and experience in conducting technical presentations with a variety of stakeholders;
• Good knowledge of Excel, Word, Power Point, and Web navigation;
• Full proficiency in English both written and verbal including ability to review and edit the required project documentation.
