UNDP Global Mission Statement: UNDP is the UN’s global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in 176 countries, working with national counterparts on their solutions to global and national development challenges.
Organizational context: Malaysia deployed its first contingent of armed forces personnel for UN peacekeeping activities in October 1960, to the Republic of Congo. Since then, a total of 37,000 personnel from both the Malaysian Armed Forces and the Royal Malaysian Police Force have participated in over 30 UN peacekeeping activities worldwide, demonstrating Malaysia’s commitment to international peace and security. UNDP and the MPC have a track record of working together. Between 2010 and 2012. UNDP and the Malaysian Ministry of Defence—with the support of the UNDP-Japanese Partnership Fund—successfully implemented the ‘Capacity Building Support for Malaysia’s Role in Multidimensional Peacekeeping Training’. The Project was extended to the second phase in 2015 (called the Phase II Project), which focused on strengthening the MPC’s capacity in providing peacekeeping training and its research capabilities. UNDP proposes a first activity (‘Service Line 1’) as a support/capacity enhancement one. This entails working with the MPC to strategically strengthen institutional knowledge management and communications. This area of cooperation will aid the MPC to enhance its training and capacity building for peacekeeping for international military, police, and civilian personnel who will be embarking on UN peacekeeping activities worldwide. This will also aid Malaysia’s contribution to global peacekeeping efforts, as well as, strategically position Malaysia as a key player within global and regional partnerships for development. With this background, the MPC would like to improve its knowledge management and sharing, as well as, data management and storage system. UNDP is seeking to contract an individual consultant to undertake a baseline assessment on the MPC’s current IT infrastructure and provide recommendations for meeting current and aspirational needs, including identifying a list of IT equipment (hardware) to be procured (along with its costs), as well as, the IT solution required for the data management/storage system. In addition, the individual consultant is also tasked to undertake due diligence on a mobile phone app development for a training module that the MPC provides.

Scope of Work and Deliverables Under the direct supervision of the UNDP Governance Analyst and in close consultation with the MPC, the individual consultant will:
Working Arrangements: The contracted individual will work under the direct supervision of the UNDP Programme Analyst (Governance for Development) and in close consultation with the MPC. Fortnightly reporting will be required, and each deliverable shall be presented to the Programme Analyst (Governance for Development) for review and approval. The project will not be required to provide any facilities or other support, though the Programme Analyst (Governance for Development) or other team members may provide guidance.
Duration of the Work and Duty Station The whole assignment is foreseen for six weeks to be based at home and occasional travel to the MPC in Port Dickson, Negeri Sembilan.

*To be proposed based on strategies and relevant budget Note: Final deliverable should be submitted no later than the 6th week of the assignment. All costs should also highlight yearly maintenance costs.
The consultant will use their own equipment and software.
Intellectual Property All information and production of the knowledge product to the assignments, as well as, outputs produced under this contract shall remain the property of the UNDP who shall have exclusive rights over their use. The products shall not be disclosed to the public nor used in whatever format without written permission of UNDP in line with the national and International Copyright Laws applicable.
PRICE PROPOSAL AND SCHEDULE OF PAYMENTS
The financial proposal shall specify a total lump sum amount and payment terms around specific and measurable (qualitative and quantitative) deliverables. The financial proposal should also include a breakdown of this lump sum amount (including all related costs such as travel costs, per diem etc). Please separate travel costs accordingly. Payments are subject to the submission of deliverables duly approved by the UNDP Governance Analyst, which shall serve as the basis for the payment of services.
