The Agreement of 21 March 2008 reached between Greek Cypriots and Turkish Cypriots under the auspices of the United Nations (UN), paved the way for the establishment of the Technical Committee on Cultural Heritage (TCCH), dedicated to the identification, promotion and protection of the rich and diverse cultural heritage of Cyprus. The TCCH is composed of an equal number of Greek Cypriot and Turkish Cypriot experts. The TCCH works to provide a mutually acceptable mechanism for the implementation of practical measures for the proper preservation, physical protection and restoration (including research, study and survey) of the immovable cultural heritage of Cyprus. The TCCH is operating under the UN auspices and its work is an important tool for building confidence between the Turkish Cypriots and the Greek Cypriots. The TCCH is supported in its work by an Advisory Board (AB), which was established in 2009 and is composed of archaeologists, architects, art historians and town planners from both communities. Within this framework Architect/ Civil Engineer services are required for the roles of Engineer and/or Engineer Representative for the supervision of works contract/s for Cultural Heritage projects located in the Karpasia/Karpaz area. This position is funded under the self-funded scheme of the TCCH projects

The Architect/ Civil Engineer will work under the supervision of the UNDP Programme Associate. The role and the site will be assigned by the supervisor on a case-by-case basis. The duties and responsibilities of this position are defined of the UNDP General Conditions of Contract for Civil Works (https://procurement-notices.undp.org/view_file.cfm?doc_id=232218). More specifically, in articles 5, 9, 14, 15, 38, 44, 48, 49, 63 and other. In line with the above, the consultant will be responsible for the following important duties and responsibilities and further:
The Architect/ Civil Engineer which will be assigned the role of the Engineer Representative for a specific site he/she will report to the Contract Engineer of the site. or The Architect/ Civil Engineer which will be assigned the role of the Engineer for a specific site he/she will report to the UNDP Programme Associate. All report formats and contents will be agreed with the supervisor/s. Narrative parts of the reports must be written in good English and must be proof-read before submission to the Engineer.

The daily financial proposal should be given in line with the financial proposal table provided below. Financial proposal table:
Expected number of working days up to 120 working days (up to 20 working days per month) will be required during the contract period/assignment; this might vary depending on the requirements of the works and projects; these working days should be arranged with the progress of the works and in consultation with the supervisor/s. The assignments defined in this term of reference as:
Evaluation / Selection Process All applicants will be screened against qualifications and the competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below. Technical Criteria (CV review and interview/desk review) – 70% of total evaluation – max. 70 points CV review - 30 points:
Only candidates who obtained at least 70% of points from the CV review (who will score at least 21 points) will be eligible to be invited for an interview/desk review. Interview/Desk review - 40 points: • Demonstration of technical competencies regarding the nature of the works based on his/her prior experiences in designs and construction (10 points)
• Demonstration of technical competencies regarding the nature of the works based on his/her prior site supervision experiences of projects of similar nature; restoration/conservation/repair of stone buildings and similar architectural/cultural heritage buildings/structures (10 points)
• Demonstration of personal competencies; language, and communication skills (5 points)
Only those individual consultants who obtained at least 70% of points from the desk review/interview (28 out of 40) will be considered for financial proposal evaluation. Financial Criteria - 30% of total evaluation – max. 30 points. Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30]. UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal. Payment Term: Upon submission of the Certification of payment form, monthly timesheet, and the monthly deliverables as per the ToR upon the approval of UNDP. |
