Antecedentes

Background:

The Department of Women, Youth and Persons with Disabilities (DWYPD) seeks three economists to consult with to draft industry specific indicators for WYPD on the Economic Empowerment and Participation of these groupings across of sectors of the country.

This will contribute to the effective monitoring and evaluation of the President’s plan for the reconstruction and recovery of our economy and our country. The specific areas on the objectives of the plan that the DWYPD is concerned with in terms of economic empowerment and participation of WYPD are:

  • To create jobs, primarily through aggressive infrastructure investment and mass employment programmes;
  • To reindustrialise our economy, focusing on growing small businesses;
  • To accelerate economic reforms to unlock investment and growth.

About the Department of Women, Youth and Persons with Disabilities (DWYPD):

The DWYPD is mandated to regulate and lead on the socio-economic transformation, empowerment and participation of WYPD through mainstreaming, advocacy, monitoring and evaluation. Guided by the National Development Plan, the manifesto of the ruling party and South Africa’s obligations on international legal frameworks on the empowerment of WYPD. The DWYPD seeks to address the triple challenges of poverty, unemployment and inequalities, as a result, its strategic focus is on the development and implementation of interventions to promote economic empowerment for WYPD and to ensure their meaningful participation by coordinating the effective implementation of their socio-economic rights.

Objective:

The main objective of the assignment is to develop industry specific national empowerment and participation indicators for WYPD across all sectors of the economy.

Scope of work / duties and responsibilities:

Under overall guidance of the DWYPD and Reporting to the Director General of DWYPD, while working closely with the Chief Director of Economic Empowerment and Participation, the consultants will perform the following tasks:

  • Review existing industry specific national empowerment and participation indicators for WYPD across all sectors of the economy.
  • Consolidate existing indicators and further develop any additional industry specific national empowerment and participation indicators to promote the meaningful participation of WYPD across all sectors of the economy.
  • Develop a single data collection matrix, which synthesises all indicators into a central and digitally accessible empirical data platform, particularly to be used as a tool of governance to accurately inform government regulatory functions that are industry specific, supported by interventions that can be proactively coordinated across all sectors of the economy.

The above will contribute directly to the objectives of the President’s plan for the reconstruction and recovery of our economy and our country, as the DWYPD will be in a position to accurately measure and therefore effectively regulate the creation of jobs, re-industrialisation of the economy, focus on SMME’s, unlock investment and growth across all sectors of the economy at an industry specific level with a key focus on WYPD.

Inputs:

  • DWYPD will provide the consultant with background information to support the work;
  • DWYPD, other relevant government departments, UN agencies and other key stakeholders will contribute expertise to inform the process and analyses;
  • The consultant is expected to work remotely using her/his own working tools and should be accessible to the DWYPD where necessary;
  • The Consultant may work with a support team to complete the work according to her/his own arrangements;
  • Consultants to brief the DWYPD on a monthly basis towards completion of work and where necessary this may happen more frequently.

Performance evaluation:

The consultant’s performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Habilidades y experiencia requeridas

Required experience and qualifications:

The consultant should fulfill the following requirements.

Education:

  • Master’s degree in economics, development studies, econometrics and or other related fields;
  • At least 5 years’ experience in data collection.

Experience and skills:

  • At least 5 years of experience of relevant work in the field of data collection and development; 
  • Understanding of WYPD economic empowerment and participation;
  • Proven experience in conducting data research and analysis;
  • Previous experience working with government, regional and international organisations is an asset.

Language and other skills:

  • Proficient English both written and oral;
  • Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email.
