The PPG Initiation Plan describes the project preparation grant from the GEF programmed to develop a full project document for the Bosnia and Herzegovina (BiH) – Project „Improved Financial Sustainability and Strengthened Resilience of Protected Areas (PAs) Through Development of Sustainable Recreation and Partnership with Private Sector“, with supporting documentation for submission to the GEF for CEO endorsement.

The proposed full sized project is called to reduce the gap between the current capacities od protected areas (PAs) with their increasing vulnerability to emerging threats, on the one hand, and the growing needs to preserve and sustainability maintain the biological and ecosystem diversity that is among the top five in Europe, on the other. The project will aim to reduce newly emerging threats to the key biodiversity values and provide for sustainable management options and increased funding for PAs.

The proposed project will make an incremental effort in assisting the protected area management with tools and instruments aimed at diversifying and improving the sustainable tourism offering and targeted PAs, thus providing for sustainable incremental income and a development option that will valorize the unique nature values without further threatening them. The project will also link the PAs to the funding opportunities provided by the governmental grant programmes for tourism development.

The Gender Specialist is to ensure integration of gender issues into all project document components. The Specialist’s inputs should include a current situation analysis, action plan with target indicators and expected outcomes that would facilitate promotion of gender equality and contribute to efficient decision-making policy in the context of women’s social and labor rights, employed in the considered by the project sectors of economy.

The Consultant will closely work with Lead International and National Expert for PPG and UNDP Team.

The list below outlines key responsibilities and deliverables of this contract. The PPG Initiation Plan for this project provides further and more detailed guidance regarding the responsibilities of the prospective PPG team and must be consulted accordingly.

Responsibilities and Deliverables:

  • Support action points, including risk assessments, identified in the UNDP Social and Environmental Screening Procedures (SESP) at the PIF stage (“pre-screening”) and fully implemented during the PPG and, as appropriate, assist with the update of the SESP in an interactive fashion through the PPG
  • Prepare the gender analysis, and ensure that its findings are meaningfully integrated into the project’s strategy, theory of change and results framework
  • Advise on gender responsive stakeholder analysis and consultations and ensure that they are complete and comprehensive
  • Prepare the Gender Action Plan and Budget
  • Ensure that gender consideration is fully mainstreamed into project CEO ER documents ad Project Document.

Habilidades y experiencia requeridas

Academic Qualifications/Education:

  • Master’s degree or higher in a relevant field, such as sociology, ecology, economics, gender studies, gender and development, environment, sustainable development, or closely related area;

Experience:

  • Minimum 5 years of demonstrable experience in the gender policy and mainstreaming;

Languages Requirements:

  • Fluency in languages of people of BiH;
  • Proficiency in English would be a strong asset.

Other Requirements:

  • Experience carry out participatory gender analysis; experience collecting and formulating gender responsive indicators and sex-disaggregated data and preparing gender responsive project analysis; developing gender action plan;
  • Experience in facilitating gender responsive stakeholder meetings is highly desired.
