The project intends to prevent the release in Persistent Organic Pollutants (POPs) in the environment through the improvement of health care waste management, implementation of green chemistry initiatives in the industry and agriculture along with destruction of identified POPs waste stockpiles.

The following POPs will be targeted by the project: Dioxins (PCDD/F) released by unsafe incineration of medical waste and empty pesticide containers, POPs substances listed under Stockholm Convention (SC) on Persistent Organic Pollutants used in the manufacturing of plastic products, with special reference to plastic use in articles exposed to sources of heat; and polychlorinated biphenyls (PCBs) existing in the dielectric fluid of electrical equipment, and obsolete POPs stockpiles/materials.

All these substances pose a global threat to the environment and human health due to their long persistence in the environment, their long term and cumulative toxic properties, and their capacity to bioaccumulate in living organisms.

The overall objective of the project is to reduce risk for people’s health and the environment through the prevention of U-POP releases, shifting from POPs toward non-POPs chemicals in the plastic industry, and sound destruction of at least 50 tons of POPs waste.

Project component “Development of Database management System of Cooling Equipment and RHVAC Appliances” aims at establishment of database/registry of appliances and equipment containing ozone depleting substances (ODS) in Bosnia and Herzegovina which would make further steps towards fulfilment of obligations of Bosnia and Herzegovina under the Montreal Protocol on ODS and their alternatives.

Such inventory would enable proper inspections and prevention of the discharge of ozone depleting substances and/or replacement with proper substitute substances, as well as servicing of the equipment by authorized repairers, checking of the leakage of refrigerant from the equipment and systems in accordance with the applicable regulations in BiH.

Owners of equipment and devices should be registered and properly entered in the database/registry accompanied with appropriate obligations imposed, to ensure proper maintenance of these equipment and to prevent the leakage of ozone depleting refrigerants, contributing to climate change and harmful to human health.

The Project component consists of five main tasks, as follows:

• Task 1 - Organization of the workshop
• Task 2 - Review of existing regulations, certification system for service technicians and owners of cooling equipment and HVAC appliances
• Task 3 - Data collection in the field
• Task 4 - Development of Database Management System
• Task 5 - Update/development of agreed legislative acts.

The Consultant has been engaged to implement afore mentioned tasks, as described above. The Contract starting date is August 30, 2020 and the Project has to be completed within one year period.

Quality Assurance/Quality Control Service (hereinafter: QA/QC Service Provider) has to assure the appropriate level of quality of activities performed by the Consultant and documents developed under the Project.

QA/QC will be conducted for the Tasks 2 -5, in parallel with the activities of the Consultant. Four QA/QC Review Reports for each of the four deliverables need to be prepared by the QA/QC Service Provider within 20 days after the submission the deliverable by the Consultant.

QAQC service for the Task 2 - Development of Gap Analysis (December, 2020)

The first activity of the Consultant within the development of the Gap Analysis is the review existing of policies and regulations with regards to ozone depleting substances (ODSs), including institutions and structures that are already in place in Bosnia and Herzegovina. A detailed review existing regulations will be carried out with regards to the implementation of the Montreal Protocol and the future implementation of the Kigali Amendment. The analysis of both, state-level and entity-level legislation that enables the implementation of the Montreal Protocol in Bosnia and Herzegovina, will be carried out.

After detailed review of the existing regulations, the Consultant will conduct a detailed GAP analysis and give proposals for update of the existing and development of new legislative acts (Deliverable A.)

In addition to the review of existing regulations, the Consultant will:

• review the certification system for service technicians, with a view to the integration of the HFCs refrigerants under controlled substances regime, and
• review owners of cooling equipment and HVAC appliances.

The activities described above will be carried out in close cooperation with the representatives of the Ozone Unit of Bosnia and Herzegovina. The Consultant will also organize meetings with other relevant stakeholders (RAC Association of Bosnia and Herzegovina, entity environmental ministries, entity environmental funds, entity inspectorates, customs, service companies and technicians, owners of cooling equipment, etc.) to obtain the necessary information.

QAQC service for the Task 3 - Development of Database Management System, presentation to selected stakeholders and collection of all necessary data in the field (July, 2021)

The Consultant will collect all necessary data in the field, based on the review of owners of cooling equipment and HVAC appliances, service companies and technicians carried out within the activity on development of the Gap Analysis. The Consultant will prepare several types of tailor made questionnaires to obtain the necessary data and distribute them among abovmentioned stakeholders. The Consultant will develop of Database Management System (DMS) containing the following registers:

• Register of trained and certified service technicians
• Register of certified service companies
• Register of equipment owners by sectors
• Register of recorded and labelled equipment containing refrigerants
• Register for reporting on recovered, recycled and reclaimed quantities of refrigerants.

The Consultant will develop trial version of DMS Access data base (Deliverable B) that will serve as a base for recording of all abovementioned relevant information. The aim of development of DMS is to soundly manage the process of recording and storing of information as well as control over the equipment containing refrigerants. DMS will be developed using the experiences from DMS developed in the region (Macedonia, Serbia), however, it will be adjusted to the administrative set-up of the country.

QAQC service for the Task 4 - Update/development of agreed legislative acts  (August, 2021)

Implementation of the Kigali Amendment in Bosnia and Herzegovina will require introduction of the obligatory HFC licensing and HFC quota system which entails the need for amendments to the existing state-level Decision of Council of Ministers on Conditions and Procedures for the Implementation of the Montreal Protocol and Phase-out Substances that Deplete the Ozone Layer in Bosnia and Herzegovina(Official Gazette of BiH, No. 36/07 and 67/15). Furthermore, the entity level legislation which regulates the implementation of the Montreal Protocol (and future implementation of the Kigali Amendment) should be harmonized between the Federation of BiH, Republika Srpska and Brcko District to ensure the smooth implementation on the territory of entire Bosnia and Herzegovina. This includes management of ODS, ODS alternatives and newly controlled substances, certification and permitting of service providers, obligatory record keeping and reporting, procedures for issuing approvals for import, export and placing on the market, obligation for recovery, recycle and/or reuse, obligation to ensure the collection of controlled and alternative substances during service or maintenance of equipment, or during decommissioning, etc.

The activities on update/development of agreed legislative acts will start immediately after development of the Gap Analyses. Based on the feedback from the stakeholders during the first workshop and the findings of the Workshop Report from the Task 1, as well as the conclusions from the Gap Analyses, the Consultant will prepare draft of the updated/developed legislative acts that will serve as a material for the working meeting with the representatives from the relevant decision making institutions (competent ministries) and the key stakeholders. The meeting will be organised at the end of this activity (July, 2021). The venue and the manner of organization of the meeting will be determined considering the COVID-19 global pandemic restrictions. The Consultant will prepare the final versions of updated/developed legislative acts (Deliverable C) in August, 2021 taking into account all the comments receives during the meeting.

QAQC service for the Task 5 - Database functionality testing (August, 2021)

This task entails input of all data collected into DMS and organizing a test event (Deliverable D) to review the data base functionality. This activity will be conducted in parallel with the update/development of the agreed legislative acts. The level of data to be used for the test event will be agreed with the representatives of the BiH Ozone Unit.

Languages Requirements:

• Excellent writing, editing, and oral communication skills in English.
• Good command of local languages is an asset.
