EU4Climate Project (Project) helps governments in the six EU Eastern Partner countries - Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova and Ukraine - to take action against climate change. It supports countries in implementing the Paris Climate Agreement and improving climate policies and legislation. Its ambition is to limit climate change impact on citizens’ lives and make them more resilient to it. EU4Climate is funded by the European Union (EU) and implemented by the United Nations Development Programme (UNDP) in 2019-2022.

The objective of the Project is to support the development and implementation of climate-related policies by the Eastern Partnership countries that contribute to their low emission and climate resilient development and their commitments to the Paris Agreement on Climate Change. It identifies key actions and results in line with the Paris Agreement, the "20 Deliverables for 2020”, and the key global policy goals set by the UN 2030 Agenda for Sustainable Development. The Project will also translate into action priorities outlined in the Eastern Partnership Ministerial Declaration on Environment and Climate Change of October 2016.

The following results will be achieved:  (i) Finalized/up-dated nationally determined contributions and national mid-century strategies and communicated to the United Nations Framework Convention on Climate Change (UNFCCC), (ii) Improved inter-institutional awareness and coordination at political and technical level of the Paris Agreement and the corresponding national commitments, (iii) Established or strengthened measurement, reporting and verification (MRV) systems, with countries getting on track with Paris Agreement transparency requirements, (iv) Establishment of concrete sectoral guidelines for the implementation of the Paris Agreement in each of the Eastern Partners, especially in the field of energy (v) Advanced alignment with EU acquis as provided by bilateral agreements with EU and in the context of the Energy Community Treaty, (vi) Increased mobilization of climate finance, and (vii) Enhanced adaptation planning.

The ambitious objective to make a strong commitment to transform into low-carbon economies requires a holistic approach, where climate change is mainstreamed into development policies, plans and programmes across all sectors of the economy. Climate change is still too often seen as a purely environmental issue and it is of utmost importance to strengthen coordination between different parts of the government and to ensure ownership of sectoral ministries for the process.

Energy sector is the main source of GHG emissions in Armenia and the main sector being addressed by the NDC. Mainstreaming of climate in the energy policies will be a strong priority for the mainstreaming component. Taking into account however the previous and ongoing assistance provided to Armenia by other projects and donors to avoid overlaps. 

The overall objective of the consultancy is to support the project in designing actions towards mainstreaming climate change in energy sector in line with objectives of EU4Climate project: identify gaps, needs, opportunities, and priority directions, and develop recommendations on mainstreaming climate change in energy sector’s planning processes; and contribute to communication with national and international partners.


Deberes y responsabilidades

Under the overall supervision of UNDP CO Climate Change Programme Coordinator, and under direct supervision and guidance of Task Leader, the incumbent will be responsible for the following activities:

  • Identify gaps, needs, and opportunities for mainstreaming climate change considerations in energy sector in line with Government commitments under Paris Agreement, and Comprehensive and Enhanced Partnership Agreement (CEPA):
  1. Review the current energy policy, institutional and regulatory framework in the context of climate-related objectives, including low carbon development principles;
  2. Analyze the impact of the projects/programs implemented in energy sectors (IPCC) in the last 5 years with the technical support of development partners;
  3. Define the contribution of the global and regional initiatives, partnerships, and cooperation platforms to mainstreaming objective.  
  • Provide advice to the project team in planning activities towards climate change policy mainstreaming in the energy sector.
  • In close cooperation with the international consultant(s) engaged by the EU4Climate regional component in:
  • defining the best regional and international practices in climate change policy mainstreaming in the energy sector;
  • planning and conducting national workshop(s) on climate change mainstreaming including agenda, list of participants/speakers, and follow up on the findings;
  • developing recommendations on actions to be taken for mainstreaming climate change policies into the development strategies, programs and strategic plans of energy sector.
  • Provide guidance on the development of policy framework for mainstreaming climate change into existing decision-making and policy processes.
  • Suggest tools for policymakers to support the various stages of mainstreaming process.
  • Contribute to development of the sectoral mainstreaming guidance by the task team created within the EU4Climate regional project.

Payment mode

Daily fee-based payable modality will be applied for this assignment upon submission of deliverables and acceptance/approval by UNDP for each identified task (reflected in the agreed and signed TOR) and based on cumulative number of days factually spent.


  • Demonstrated ability of cooperation with stakeholders: government, scientific institutions and international organizations.
  • Strong track record with producing high quality research and analytical reports;
  • Proven knowledge of communication tools, excellent writing and presentation skills;
  • Ability to work independently and to participate effectively in a team-based information sharing.

Habilidades y experiencia requeridas


  • Advanced degree (MSc, MA or PhD) in economics, energy, environment, or a related field.

Job Knowledge and Technical Expertise

  • At least 10 years of substantive professional experience in development and design of energy sector policies;
  • Specific experience of developing energy sector policy measures in the context of climate change;
  • In-depth knowledge of the EU strategic and policy frameworks for energy and climate, Armenia’s commitments under UNFCCC and CEPA;
  • Experience in developing climate related strategies, plans, policies and GHG inventories in Armenia.

Language Skills

  • Fluency in Armenian and English languages, the knowledge of Russian language is an asset



Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications, experience and financial proposal.The contract will be awarded to the individual consultant whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

Financial Criteria - 30% of total evaluation - max. 30 points.
