Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Jordan Country Office supports the Government of Jordan to implement global norms and standards on gender equality and women’s empowerment; promotes women’s economic empowerment; and implements a resilience and empowerment model for Syrian refugee women and vulnerable Jordanian women. The country office is implementing a new Strategic Note for the period 2018-2022 and will prioritize coherence and interlinkages across its projects and activities under these three pillars. This will require effective capacity development of key national stakeholders.

Under the supervision of the Institutional capacity development (ICD) specialist, the Institutional capacity development Analyst will support in the design and implementation of institutional capacity development initiatives with national partners and government in the area of gender equality and women’s empowerment; gender mainstreaming in policies and programmes; implementation of international norms and standards; identify opportunities for knowledge sharing among institutions and other national institutions regionally and globally; provide ongoing technical assistance and monitor progress and provide inputs to donor reports.

Deberes y responsabilidades

Under the direct guidance and supervision of the Institutional Capacity Development Specialist, the Institutional capacity development Analyst will undertake the following tasks:

1. Provide technical support to institutional capacity development on gender equality and women’s empowerment.

  • Support the development, implementation and monitoring of institutional capacity strategic plans to national partners.
  •  Provide support for institutionalization of gender equality in policies/plans/budgets of selected ministries/departments.
  • Support the development, implementation and monitoring of capacity development assessments with national partners
  • Support the development, implementation and monitoring of comprehensive institutional capacity development programmes to national partners.
  • Provide technical assistance and support on institutional design for improved gender mainstreaming.
  • Provide coaching to national partners on implementing ICD plans and activities.
  • Follow and integrate the latest developments on institutional capacity development.

2. Deliver institutional capacity development and monitor results.

  • Develop materials for institutional capacity development as needed.
  • Provide institutional capacity development programmes with relevant internal and external support.
  • Ensure activities are implemented according to institutional workplans.

3. Support knowledge building and sharing efforts.

  • Contribute to the process of identifying and synthesizing of best practices and lessons learned that are directly linked to the implementation of institutional capacity development initiatives and contribute to their global dissemination.
  • Develop knowledge management strategies, products and methodologies on institutional capacity development as needed
  • Write reports on progress and provide inputs to annual reports, quarterly reports and donor reports
  • Represent UN Women in meetings on institutional capacity development as necessary
  • Assist in Identifying opportunities for Knowledge Sharing and South-South Exchange
  • Provide inputs to case studies, reports and other knowledge products related to national institutional capacity development efforts
  • Contribute to design, development and dissemination of knowledge products including manuals, training outlines, briefs, presentations.

Habilidades y experiencia requeridas

Education and certification

Bachelor degree in social sciences, human rights, gender/women's studies, international development, or a related field is required

Experience

  • At least 5 years of progressively responsible experience in organizational development, training and institutional capacity building
  • Sound knowledge and skills in designing and implementing institutional capacity development for gender equality and women’s empowerment;
  • Proven experience of working and coordinating work on institutional capacity development/strengthening and gender mainstreaming with national government stakeholders is required.

Language Requirements

  • Fluency in written and spoken English and Arabic is required
