Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

Since 2001, UN Women (UNIFEM) has been providing continues support to partners in Georgia to increase meaningful participation of women in conflict prevention, conflict resolution and sustainable peacebuilding processes. Under the current country programme and in line with United Nations Sustainable Development Cooperation Framework (2021-2025) UN Women supports the government to develop and implement National Action Plans for the implementation of UN Security Council Resolutions on Women, Peace and Security #1325 et al. and to achieve targets of the nationalized SDG 5 and 16.

2020 marks 20 years since the Security Council adopted resolution 1325 (2000). This watershed resolution for the first time recognized the importance of women’s full, equal, and meaningful participation in conflict resolution and the need for increased women’s participation at peacemaking and decision-making at all levels in peace processes.  Twenty years and ten resolutions later, it’s clear that this promise has yet to be fully realized.

UN Women, with generous support of the UK Conflict, Stability and Security Fund (CSSF) has been implementing a project “Accelerating Implementation of the Women, Peace and Security Agenda in Georgia” aiming at enhancing the women’s meaningful participation in peacebuilding, including the internally displaced and conflict-affected women and girls, as well as gender mainstreaming in security sector in Georgia.

While women are significantly affected by the conflicts and often play a leading role in local peacebuilding, their experiences and contributions continue to be generally unrecognized and their formal participation in peace processes limited. In this context, policy actors around the world are calling for inclusive peace processes and diversification of voices, new approaches to conflict resolution and effective conflict prevention. This call demands smarter design and the involvement of women, youth and others traditionally excluded from shaping pathways to peace.

UN Women is committed to strengthening women’s participation and rights everywhere. Women’s meaningful participation in peace and political processes is critical at all stages, across the conflict spectrum, hence in order to create a rising tide of women’s leadership, for sustainable peace and support the full, equal and meaningful participation of women in peace processes in Georgia, UN Women plans to hire an international consultant who will be responsible for developing and writing a technical proposal to respond to the following objectives:

  1. To develop a model of an inclusion/consultative mechanism such as the informal women’s advisory board (WAB) to the Co-Chairs Geneva International Discussions
  2. To elaborate ToR, define mandate and working principles of the WAB (size, membership/selection method, rotation, desirable schedule of meetings, specific roles, transparency around products, sustainability, etc.)
  3. To provide operational guidelines and technical considerations for the instrumentalization of the WAB

Deberes y responsabilidades

The duties and responsibilities of the International Consultant are:

  • A situational analysis of the peace processes in Georgia, and its gender dimension
  • An assessment of good practices and examples of bodies established to promote women’s participation and gender perspectives in official peace processes
  • Propose an alternative and innovative pathway to inclusive peace from a gender perspective in a policy brief
  • Identify and map out all potential actors (internal and external) – local CSOs, think tanks, institutions or other organizations, experts and activists who should be considered critical stakeholders to the WAB
  • Develop a WAB model tailored to the GID context ensuring women’s direct and meaningful participation and gender perspective in official peace process
  • Take part in the meeting/presentation of the technical proposal with relevant stakeholders
  • Submit the final product to UN Women

Deliverables:

  • A detailed work plan with timelines (1 working day) - by 8 February 2021
  • Stakeholder consultations, scoping and mapping for the WAB (6 working days) – by 16 February 2021
  • Policy brief on the alternative and innovative pathways to inclusive peace in Georgia (incorporating the situational analysis and good practices) (5 working days) – by 16 February 2021
  • Technical proposal on the WAB (20 working days) - by 15 March 2021
  • The technical proposal presented with relevant stakeholders (1 working day) – by 22 March 2021
  • Inputs/feedback provided by the stakeholders reflected in the final technical proposal submitted (2 working days) – by 26 March 2021

Experience: 

  • At least five years of relevant work experience in gender equality and the WPS mandates, conflict management and resolution, multi-track diplomacy, mediation, peace-making, and peacebuilding
  • Demonstrated expertise in working across partners on WPS particularly across the UN, sub regional organisations, research and academic institutions and civil society organisations through a combination of professional or academic experience
  • Understanding of the regional and local context, nature of conflicts in the South Caucasus and especially those relevant for Georgia and its peace process is essential

Language:

  • Fluency in English

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • Advanced degree (at least Masters) in gender/women’s studies, social sciences, development studies, peace and security or related field, and/or senior academic experience
  • At least five years of relevant work experience in gender equality and the WPS mandates, conflict management and resolution, multi-track diplomacy, mediation, peace-making, and peacebuilding
  • Fluency in English

The candidates will be evaluated in three stages: according to minimum qualification criteria followed by technical and financial evaluation.

Technical evaluation criteria (including minimum qualifications):

  • Advanced degree (at least Masters) in gender/women’s studies, social sciences, development studies, peace and security or related field, and/or senior academic experience (max 50 points)
  • At least five years of relevant work experience in gender equality and the WPS mandates, conflict management and resolution, multi-track diplomacy, mediation, peace-making, and peacebuilding (max 100 points)
  • Demonstrated expertise in working across partners on WPS particularly across the UN, sub regional organisations, research and academic institutions and civil society organisations through a combination of professional or academic experience (max 100 points)
  • Understanding of the regional and local context, nature of conflicts in Georgia and its peace process is essential (max 70 points)
  • Fluency in English (max 30 points)

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The Consultant will work under the overall supervision and guidance of UN Women Country and/or Deputy Country Representative in Georgia and in collaboration and day to day management of UN Women WPS Programme Analyst.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women Deputy Country Represnetative that the services have been satisfactorily performed as specified below:

  • Deliverable 1, 2, 3 (12 working days) – 34%
  • Deliverables 4, 5, 6 (23 working days) – 66%
