Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

To support member states in implementing the 2030 Agenda, UN Women’s Global Flagship Programme Initiative  (FPI) ”Making Every Woman and Girl Count” (Women Count) aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The Programme envisions a multi-year and multi-country programme of work, supported by global and regional activities linking normative and technical work on gender statistics at the global level to the regional and national levels through three interlinked areas of work:

• Building a supportive policy and institutional environment for the localization and effective monitoring of the Sustainable Development Goals (SDGs);
• Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and
• Ensuring that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production.

In line with this global FPI developed by UN Women HQ, UN Women Europe and Central Asia Regional Office (ECA RO) developed and implementing a regional project that is specific to the context of Europe and Central Asia region in order to: 1) provide technical support to UN Women offices at the country level on gender statistics to strengthen national-level SDGs monitoring and reporting in a gender responsive manner; and 2) strengthen regional-level collaboration with key partners to help promote and support country-led plans to localize and monitor the SDGs, as well as to contribute to regional-level SDGs monitoring and knowledge sharing. 

In line with the regional project developed by ECA RO, UN Women Albania is seeking to recruit a National Consultant to support country-level implementation of the Women Count project to provide IT technical support to the Albanian Institute of Statistics (INSTAT). Under the supervision of the Albania Country Office Head of Programme and in close collaboration with the regional Project Manager on Gender Statistics, the National IT Consultant will support implementation of Women Count activities in Albania specifically in providing IT expertise to INSTAT for performing  additional appropriate disaggregation of statistics from the available national household/population surveys , enterprise surveys and other data sources relevant for gender related indicators.. The new gender indicators will be used for the computation of additional SDG gender-related indicators, feed in the annual publication of Women and Men and provide a basis for the development of relevant indicators for the Monitoring and Evaluation Framework of the new National Strategy on Gender Equality 2021-2030.

MAIN OBJECTIVES OF THE ASSIGNMENT

The main objective of this consultancy is to facilitate the overall implementation of the country-level initiatives in the framework of the Women Count regional project related to improved production, access and dissemination of gender statistics.

Under the direct supervision of UN Women Head of Programme, close consultation with the regional Project Manager and in coordination with INSTAT, the IT consultant will support in increasing the availability of gender indicators and additional level of disaggregation by developing syntaxis and data computation algorithm considering  the relevance of the primary data sources assessed by UN Women in collaboration with INSTAT.

The guidelines for additional disaggregation of data will be provided by UN Women based on the assessment conducted by the national consultant for gender statistics.

Deberes y responsabilidades

Under the supervision of the UN Women Head of Programme, close consultation with the regional Project Manager and in coordination with INSTAT, the IT National consultant will attend to the following activities:

Activity 1: Assist the IT department at INSTAT to produce additional data disaggregation

• Construct new syntaxis for computation of additional level of data disaggregation by using available data sources such as national household/population surveys dataset and enterprises surveys in order.
• assist all directories at INSTAT responsible for national household/population surveys to apply developed syntaxis for analysis and computation of data disaggregation - and to explore the correlation analysis for most relevant gender related indicators.

Activity 2: Computation of new gender indicators

• Support the IT department of INSTAT for mapping and analysis the available datasets in order to identify required changes or new rules needed to compute new gender related statistics as part of regular tabulation plan for data sources relevant for gender statistics.

Activity 3: Assist IT department for extending the gender indicators in the PC-Axis  

• Support the changes in interface of existing report on the PC-Axis and uploading new gender related indicators by including new indicators and additional level of disaggregation in the PC – Axis platform used by INSTAT for regular data dissemination.   

Deliverables

The assignment is expected to start on 15 February and be completed by 10 May 2021. The table below outlines the estimated number of working days that are allocated to the Consultant to carry out the assignment.

Deliverable

Activity 1: Assist the IT department of INSTAT to produce additional data disaggregation.

• Report  describing the methodology and developed syntaxis  for generation of additional level of disaggregation, using available data sources and providing the final list of recommended indicators to be considered for regular data production and analysis
• Coaching session delivered to INSTAT on how to use developed syntaxis.

Activity 2: Computation of new gender indicators.

• Syntax package for new gender statistics developed and agreed with INSTAT and UN Women.
• Computation of new gender statistics to fulfil data gaps for reporting on SDGs indicators, improving the publication of Women and Men 2021 edition, etc.
• Recommendation on new and/or adjusted output tables to be generated on a regular basis for a specific data sources relevant for gender statistics
• 9 April - Up to 20 w/d

Activity 3: Assist IT department for extending the gender indicators in the PC-Axis

• Development of data files for indicators to be uploaded in the PC-Axis based on the list of indicators provided by UNWomen and INSTAT
• Preparation of guideline and delivering coaching sessions for IT specialists and subject matter statisticians on the data files preparation for annual publication in the PC-Axis platform.

• Ability for data analyses, data linking and merging microdata from different databases.

Experience:

• At least 5 years of experience in IT infrastructure, supportive technologies and in creating software-based programmes for survey data collection and processing.
• At least 3 years of technical IT experience in producing statistics using register-based dataset managed by INSTAT and other government agencies.
• Proven experience in conducting needs assessment and/or capacity assessment on existing data, IT capacity:
• Work experience in developing statistics, including gender statistics,  is desirable.
• Previous work experience with international development organisations would be desirable.

Language and other skills:

• Proficient in written and oral English and Albanian.

Scope of Price Proposal and Schedule of Payments:

• Financial Proposal specifying the total fee in Albanian Lek for the tasks specified above. 

Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g., fee and any other relevant expenses related to the performance of services).

Payment will be made as per the payment schedule in the contract upon (i) satisfactory completion of tasks; (ii) provision of deliverables specified in the ToRs; (iii) submission of and approval by UN Women; and (iv) submission of the certification of payment.

Evaluation of applicants:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

• Responsive/compliant/acceptable; and
• Having received the highest score out of below defined technical and financial criteria.

Technical Evaluation –70 points:

• At least 5 years of experience in IT infrastructure, supportive technologies and in creating software-based programmes for survey data collection and processing - max 25 points)
• At least 3 years of technical IT experience in producing statistics using register-based dataset managed by INSTAT and other government agencies - (max 20 points)
• Proven experience in conducting needs assessment and/or capacity assessment on existing data, IT capacity - (max 10 points)
• Work experience in developing gender statistics is desirable - (max 10 points)

Financial Evaluation – 30 points

Only candidates obtaining a minimum of 70% (49 points) in the technical evaluation would be considered for financial evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. The calculation formula applied is as follow:

p = 30 (µ/z); where: p = points for the financial proposal being evaluated; µ = price of the lowest priced proposal; z = price of the proposal being evaluated.
