Antecedentes

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

As part of these efforts, UN Women Philippines will be supporting a multi-year regional programme on Women, Peace and Security (WPS) in ASEAN. The programme aims to ensure that ASEAN will advance the WPS agenda in the region, amplifying the comparative strengths of WPS policy and programming among member states, and advocating with ASEAN Member States to share responsibility and accountability for reaching common WPS objectives. As part of the 6-month inception phase in early 2021, key national stakeholders will be consulted to support increased knowledge and capacity on WPS among ASEAN Member States. As the first country in ASEAN to have adopted a National Action Plan on WPS in 2011, the Philippines has been a champion of the WPS agenda in the region and is well placed to support regional WPS priorities. Building on UN Women Philippines’ existing partnerships, as well as ongoing programmatic and policy actions in the areas of WPS and Humanitarian Action, a series of consultations will be convened to support the inception phase of this programme in identifying strategic entry points and detailed work plan in the first year of the country level implementation in response to the country demands as well as line with the objectives of the regional ASEAN-WPS programme funded by Canada.

To advance these objectives, UN Women Philippines seeks to hire a consultant to provide technical support and coordination for the national stakeholder consultations and develop work plans identifying clear entry points and strategic areas of work the ASEAN-WPS programme, in collaboration with the programme team in the Philippines, as to consolidating and leveraging UN Women’s current efforts under the WPS and humanitarian action portfolio. In close consultation with the Programme Management Team of the ASEAN-WPS programme and the programme team, the consultant will identify linkages across all the current projects especially peace-humanitarian nexus in the context of the Philippines.

Tasks and Responsibilities

Under the supervision and guidance of the Gender and Governance Specialist, Regional Office for Asia and the Pacific, the consultant will undertake the following tasks:

• Review all relevant documents and develop an inception report identifying the work plan and methodology to implement the inception phase of the ASEAN-WPS programme with a specific focus on country level implementation in the Philippines.
• Provide technical support for and coordinate the organization of three (3) national stakeholder ASEAN-WPS consultations in close collaboration with the programme lead/team, including preparation of relevant background materials, design of methodology for consultations and agenda to help identify the entry point and linkages across UN Women WPS projects/ programmes in the Philippines, as well as identification of relevant participants to ASEAN-WPS programme. The consultations may be convened in Manila and/or BARMM and held in person and/or virtual/hybrid format, subject to COVID-19 mobility restrictions.
• Write up reports to document outcomes and key findings from the consultations to inform the next phase of programming.
• Identify programmatic linkages, particular areas of synergies between Philippines and ASEAN regional interventions and strategic entry points for UN Women’s five-year programme (2021-2025), including clear peace-humanitarian linkages in the Philippines context.
• In collaboration with the programme team in the Philippines, develop a detailed country work plan (first year) that outlines key activities and proposes policy/ programmatic entry points based on the inputs from the stakeholder consultations in the area of WPS and Humanitarian Action/DRR, including result targets for Philippines country level implementation in line with the Performance Monitoring Framework (PMF) of the regional ASEAN-WPS programme

• Demonstrated knowledge of Women, Peace and Security; Humanitarian Action; and gender mainstreaming in the Philippines and BARMM.
• Excellent writing skills.
• Previous experience with UN Women and other UN agencies is a distinct advantage.
• Understanding of results-based management in programme planning, monitoring and reporting

Habilidades y experiencia requeridas

Required qualifications and skills

• Master’s degree in gender studies, international affairs, and/or any relevant field directly related to gender and Peace, Security and Governance.

• Minimum seven years of relevant work experience in policy coordination and programme development support in the areas of Women, Peace and Security and gender mainstreaming in the Philippines. 
• Experiences in applying results-based management principles in programme planning and performance monitoring framework.
• Experience in writing policy briefs and technical reports on UN and national coordination.
• Excellent command of written English and Tagalog, other UN languages an asset.
• Previous experience with UN Women and other UN agencies an advantage.

Contract period and work location

The consultant will be based in Manila under a work-from-home modality subject to COVID-19 mobility restrictions. For travel on mission, travel costs and Daily Subsistence Allowance (DSA) will be provided. Travel Authorization will be granted to the consultant prior to the travel date. The consultant will have the possibility for remote work in consultation with the supervisor.

Selection Criteria

The evaluation methods include desk review and/or interview.  Applications will be evaluated based on the combination of the weighted technical and financial scoring as follows:

Technical evaluation (70%)

• Experience aligned with required qualifications and skills
• Two writing samples
• Technical Proposal outlining the overall approach to the work plan and stakeholder engagement during the 6-month inception phase of the ASEAN-WPS programme in the Philippines (approximately 2-3 pages standard A4 pages) 

Financial Proposal in PHP (30%)

• Financial proposal indicating the total lump sum amount (breakdown of the daily professional fee in PHP and proposed number of working days).

Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
