Antecedentes

UNDP works to support the ongoing peace and confidence building process by promoting initiatives that encourage dialogue and cooperation between the communities of Cyprus. Through cultural heritage conservation projects, community engagement initiatives and large infrastructure and urban upgrading projects we aim to support both political peacemaking and practical confidence building processes with funding from the EU.

Within this context, UNDP is seeking a Digital Communications Consultant to who will provide technical expertise to boost the visibility on search engines of UNDP Cyprus and associated platforms and provide analytics reports to assess our online and digital performance. In addition, the consultant will be tasked with developing content and reaching target audience via our website, social media presence and additional media, video and graphic design tasks, where needed.

Deberes y responsabilidades

Under the overall guidance of the Senior Programme Manager/ Head of Office and the and direct supervision of the Programme and Communications Analyst the Digital Communications Consultant will:

  • Support the developing appropriate digital communications products and conduct activities that ensure effective communication with targeted audience(s);
  • Ensuring all communications activities are in accordance with EU visibility guidelines and coordination with EU partners for dissemination including EU Infopoint;
  • Pitch stories about the projects and impact of activities to targeted audiences for digital distribution
  • Support the creation and uploading of content for the UNDP Cyprus website;
  • Creating materials and draft content for all digital channels across web and social media channels, especially Instagram
  • Assist the communications team in the organisation of key events and communication opportunities, such as completion ceremonies and community engagement events
  • Research and monitor relevant websites and social media channels as needed to feed content into the work of the communications team;
  • Support the selection and achieving of photos
  • Carry out analytics compiling and reporting;
  • Undertake daily online media review and provide summaries of related content to the team
  • Undertake and other tasks related to graphic design, web design, web content generation
  • Undertake any other duties as needed in consultation with the supervisor.

 

The summary of specific tasks will be agreed with the Supervisor at the beginning of each month.

Habilidades y experiencia requeridas

Education:

  • Bachelor’s degree in Communications, journalism, social science or any other related field

Experience:

  • At least 12 months relevant experience in delivering communication services to promote the activities of international development organization, media organization, private sector and/or NGO is required.
  • At least 6 months experience of producing content for digital platforms.
  • At least 12 months experience of editing and copywriting , including articles, reports and press releases.
  • Experience of working with International Organizations and/or the donor community is an asset.

Language:

  • Fluency in written and spoken English and Turkish is required
  • Knowledge of Greek is an asset

Financial Proposal: Applicants requested to submit an hourly financial proposal for up to 750  hours, and shall cover all expenditures including fees, health insurance, vaccination, international (all travel to join duty station/repatriation travel) or local travel (place of residence to office and office to place of residence), cost of living and any other relevant expenses related to the performance of services. Leave benefits (annual, sick, paternity, maternity) are not applicable to Individual Contractor.

 

Payment Terms:

Monthly payable upon submission of the monthly, certification of payment form, timesheet and monthly report upon approval of UNDP.

 

Evaluation / Selection Process

All applicants will be screened against qualifications set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below.

Technical Criteria (CV review and interviews/desk review) – 70% of total evaluation– max. 70 points

 

CV review: 20 points:

Educational qualification as defined in the ToR  (total of 10 points)

Bachelor’s Degree as defined in the ToR           (10  points)

Experience as defined in the ToR  (total of 10 points)

Experience in delivering communications services. (7 points)

Experience of producing content for digital platforms. (3 points)

 

Only candidates who obtained at least 70% of points from the CV review (who will score at least 14 points) will be eligible to be invited for an interview/desk review.

 

Interview/Desk review: 50 points

Relevant work experience                                                                                          

Minimum 1 years of  relevant work experience. (20 points)

Experience of editing and copywriting. (20 points)

Experience of working with International Organizations. (10 points)

 

Only those individual consultants who obtained at least 70% of points from the CV review and Interview/desk review (49 out of 70) will be considered for financial proposal evaluation.

 

Financial Criteria - 30% of total evaluation – max. 30 points.

 

Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].

UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal.

 

Payment Term:

Payment shall be made upon the submission of the certification of payment form and the completion and approval of the output (as per this ToR) by UNDP.
