UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination and violence against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women’s China Office in Beijing supports and carries out work on (i) enhancing women's economic empowerment; (ii) ending violence against women; and (iii) innovative work to address gender issues in China. In addition to the above, UN Women also actively participates and contributes to various UN inter-agency processes and collaborates with UN organizations around specific programme areas. The China Gender Fund (CGF) the programme designed in UN Women China Office to address all those emerging trends affecting the promotion of gender equality in China, gather data about these trends, and communicate them to duty bearers, so that the duty bearers can take actions to reduce gender-based discrimination. In the past few years, the CGF has addressed a wide variety of newly emerged gender issues in China: Gender and Climate Change, LGBTI rights, Gender and Migration, Gender Equality and Philanthropy, and Gender Equality and AI, etc. The CGF will continue to identify and address these types of gender issues as they emerge. The CGF supports innovative projects that: encourage gender advocates to promote and disseminate information and materials across a broad range of media; increase gender awareness and capacity of policy makers; support and raise awareness of successful local pilots; promote dialogue between women’s movements, policy makers, and UN and donors; and support targeted research, data collection, and analysis on the newly emerging gender issues to influence policy and strengthen advocacy efforts. To accomplish this overall goal, the CGF works within the framework of international instruments on human rights and gender equality, such as CEDAW, the BPFA, and the SDGs, and contributes significantly to promoting other international rights conventions too. These documents, especially CEDAW, are integrated into all aspects of the CGF programme, from grant applications, application review, grantee training and to grantee’s presenting project results. The CGF’s Calls for Proposals and grant application screening procedures are based on the TAC’s human rights- and gender-based analysis of underlying causes and barriers to human rights and gender equality in China. A stock take review of the China Gender Fund was completed in 2020, and new strategy of the CGF has been developed. The stock take review shows that a combination of knowledge-, human-, and relationship capital in programming produces value addition with multiplier effects, and that a focus on evidence informed policy advocacy and capacity development is effective in development of gender responsive policy, standards and legislations. This will be achieved by changing the grant-making structure to be more strategic through enhanced services and greater funding, while also prioritizing more sector building services including advocacy and learning events and knowledge management. UN Women China office is seeking to recruit a short-term specialist for the above duration, whose duties are as articulated below. Under the guidance and supervision of the CGF programme manager of UN Women China, the consultant provides high quality and strategic technical support to identify priority areas, undertake research and consultation, and develop a new ProDoc for the CGF for the implementation of the new strategy. The Specialist promotes a client-oriented approach consistent with UN Women rules and regulations. The Specialist works in close collaboration with the CGF and relevant parties to exchange information and ensure consistent service delivery.

Selection Criteria Applications will be evaluated based on the cumulative analysis.
A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. The total number of points allocated for the technical qualification component is 100.
