2. PROJECT DESCRIPTION
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The UN Women Cambodia Strategic Note (SN) 2019-2023 focuses on three key priorities to advance gender equality and women’s empowerment (GEWE). The first priority is to strengthen government capacity and accountability to integrate international norms and commitments (CEDAW, SDGs, Beijing PfA, Sendai) into national legislative and regulatory frameworks, including supporting dialogue and CSO engagement in accountability for GEWE commitments. The second area of focus is Ending Violence Against Women where CCO’s focus includes creating an enabling environment to prevent, respond to and prosecute all forms of GBV as well as ensuring that marginalised women who experience violence, including women migrant workers, access services and protections. Thirdly, CCO works to enhance gender responsiveness in climate change action and Disaster Risk Reduction (DRR). A focus on empowerment, women’s leadership, challenging negative gender norms and leaving no one behind runs through the programme.
The Royal Government of Cambodia (RGC) through Cambodian National Council for Women (CNCW) has demonstrated increased ownership for the continued engagement in the CEDAW monitoring cycle and other international commitments for monitoring GEWE. The CEDAW Committee’s COBs issued in November 2019 on Cambodia’s Sixth Periodic Report to CEDAW (June 2018, Replies to Issues (August 2019) and Constructive Dialogue (October 2019) provide concrete recommendations for the RGC to tailor its action for advance GEWE over the next 4-5 years. UN Women has supported the CNCW’s Secretariat and its members at the technical level to have a robust understanding of what the CEDAW COBs mean to each sector and what action points are applicable to respond to specific COBs. Due to Covid-19, the process of formulation of CEDAW COB action points has been interrupted. Therefore, the support to CNCW’s Secretariat to complete the action points has been a priority for 2021.


Additionally, UN Women’ s programme in Cambodia continues to prioritise its programme on feminist transformative leadership and movement building through working with emerging young women leaders from all walks of life to networking and acting collectively to challenge negative social and gender norms that discriminate against women and girls. In 2021, Youth Leadership Academy (YLA) that is a year-long programme provides a space for young women to develop their own transformative leadership journey and inter-generational women leadership forums are the focus to enable women leaders to showcase, exchange learning and networking.
CCO is seeking a national consultant to facilitate and coordinate the technical support to CNCW in finalising CEDAW COB action points and to mobilise participation of women leaders across generations to develop their transformative leadership through collective learning and networking and the design of innovative programme and to coordinate with a wide range of participation from individuals and organizations, including private sector to organise the event.

3. SCOPE OF WORK   

The consultant will be responsible for the following key tasks:

3.1 Facilitate the process of technical assistance to CNCW in continuing development of CEDAW COB action plan

  • Work closely with programme team to follow up with CNCW’s secretariat of the progress of development of CEDAW COB action plan and provide comment and input to speed up the process;
  • Work with programme team to provide comment/advice on the identified action points from CNCW’ s members making sure that action points are consistent with and reflect to COB;
  • Work with programme team to provide input to CNCW’s secretariat for conducting validating workshop with members;
  • Maintain communication with CNCW’s secretariat to facilitate the process of finalization of the action plan, including provision of translation when it needs.

3.2 Leading inter-generational women leadership forums and mobilizing/coordinating Youth Leadership Academy  

  • Work with programme team to plan, design and organize event for young women leadership forums. This includes development of a strong concept note with proposed approaches and methodologies as well as materials to facilitate successful event;
  • Work with programme team to identify resource persons/organizations and mobilise their participation (including technical assistance related to their areas of expertise or self-financial support to attend the event) for supporting the event;
  • Lead and coordinate event (pre, during and post event) for ensuring smooth and engaging event and learning for CCO’s programme team,
  • Work with programme team to plan, to mobilise YLA core group members and conduct YLA for group 2 and group 3, including recruitment of participants
  • Provide observation notes and recommendations for improving event organization as well as YLA workshops.

5. INSTITUTIONAL ARRANGEMENT

The consultant will work in close collaboration with CCO Programme Team, Comms and Operations team under the direct supervision of Country Representative a.i. of UN Women Country Office in Cambodia.  A work station will be provided to the consultant to ensure effective consultation and support. The Consultant will bring her own personal computer to conduct this assignment.

6. DURATION OF THE WORK

The assignment will be conducted within between March 2021 to 31 December 2021

7. DUTY STATION

The consultant may be required to travel outside of Phnom Penh as needed for the purpose of the assignment where required by UN Women-Cambodia. The standard UN Daily Subsistence Allowance (DSA) will apply to any travel outside duty station that may be required in the fulfillment of this assignment.

Habilidades y experiencia requeridas

Education:

  • Master’s degree in gender, public policy, women studies, development studies, international relations, communication or other related disciplines (A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree)

Experience:

  • Minimum 5 years progressively responsible relevant experience;
  • At least 5 years professional experience in addressing gender, women rights and development.

Language Requirements:

8. EVALUATION

Application will be evaluated based on Cumulative Analysis the following criteria:

  • Technical Qualification (100 points) weight; [70%]
  • Financial/Price Proposal (100 points) weight; [30%]

A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

8.1. TECHNICAL QUALIFICATION EVALUATION CRITERIA:

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only candidates who have attained a minimum of 70% of total points will be considered as a technically qualified candidate.

8.2. FINANCIAL/PRICE PROPOSAL COMPARISON:

  • Only the financial/price proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

9. SUBMISSION OF APPLICATION

  4. Financial proposal. The financial proposal shall specify a total lump sum amount must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; living allowances at the duty station; communications, utilities and consumables; and any other relevant travel expenses related to the performance of services under the contract.

All applications must include (as attachments) the P11 Form, CV, and the Financial Proposal.

UN Women-Cambodia requires that all international personnel, regardless of contract modality or position status, should comply with UN Cambodia Residential Security Measure (RSM) for accommodations and housing in Cambodia.  A residential inspection is required and will be conducted by UNDSS, whereupon corrections may be identified to achieve compliance with UN Cambodia RSM Standards.  As such, newly arriving personnel are advised not to enter into long-term housing arrangements until inspection and compliance are verified.  For personnel who are already in-country, steps must be taken to achieve UN Cambodia RSM compliance.
