Antecedentes

UNDP is building the largest and fastest learning global network of Accelerator Labs (initially setting up 60 labs in 60 countries, recently expanding to 92) embedded within UNDP’s global architecture and country platforms. The new offering builds on the latest thinking from the fields of complexity science, lead user innovation and collective intelligence to accelerate development impact.

The network of Accelerator Labs will surface and reinforce locally sourced solutions at scale while mobilizing a wide and dynamic partnership of actors contributing knowledge, resources and experience. The idea is to transform our collective approach by introducing new protocols, backed by evidence and practice, which accelerate the testing and dissemination of solutions within and across countries. This will enable the global community to collectively learn from local knowledge and ingenuity at a speed and at a scale that our societies and planet require.

The Accelerator Labs Network is comprised of 92 labs. While the expansion recently concluded, the Global Team has identified a need to provide Country Offices with support to fill vacancies on a rolling basis. While the labs were recruited as a team of 3, attrition has been observed across the network, as people have different opportunities and interests. In order for the Accelerator Labs to function as designed, all 3 roles need to be covered. . The consultant will be expected to provide transparent and consistent interpretation of HR policies, as instructed by the Coordinator, Accelerator Labs Network The consultant will support Country Offices in the efficient delivery of services in support of implementation of People for 2030 and deliver Bureaux/Unit specific solutions in the Accelerator recruitments when requested. The Consultant shall promote a collaborative client-oriented approach, excellence in people management and contributes to foster staff engagement. S/he instills this approach and collaborates with CO HR focal points to facilitate the appropriate administration and delivery of recruitment processes. The Consultant will also be required to document and transfer knowledge through a case study on the recruitment process, as well as all tools and approaches used, to be shared with the Office of Human Resources and the Office of Information Technology, Bureau for Management Services.

The Consultant will work in close collaboration with teams in Country Offices, Bureaux, the Executive Office as well OHR teams. Consultant should be advised that vacancies may occur anywhere in the network, and while the assignment is home-based, the time zones for each particular country office will need to be accommodated in order to work with local HR teams

Expected outputs and deliverables:

The Consultant will work with the Global Team, Accelerators Lab Network in identifying best practices in recruitment and onboarding of National Officers across the Accelerator Labs Network.  Working in close coordination with HR colleagues in country offices, and under the direction of the Coordinator, Accelerator Labs Network, the consultant will draft the following deliverables:

  • A Frequently Asked Questions (FAQ) document for Country Offices to deal with early and planned vacancies in the field. The consultant shall identify all queries received from country offices throughout the consultancy, and compile all into a single document.
  • A case study on the Accelerator Labs Network expansion strategy, including lessons learned, opportunities for improvement, and adequacy of tools for remote recruitment during a pandemic in the context of People for 2030.  The case study will not exceed 20 pages, have an executive summary, and be accompanied by a slide deck to be presented to senior management.

As the deliverables will require significant inputs from the Global Team and interactions with the Lab network, several iterations shall be prepared and submitted for feedback. The proposed timeline is as follows:

  • Initial outlines for FAQ and Case Study – 1 month after contract signature (approx.); (no payment linked to this milestone)
  • Progress on interviews – 2 months after contract signature (approx.); (15% of total payment)
  • Initial Draft of FAQ document – 3 months after contract signature (approx.); (15 % of total payment)
  • Initial Draft of case study – 4 months after contract signature (approx.); (30% of total payment)
  • Revised Drafts of case study and FAQ document – 5 months after contract signature (approx.); (no payment linked to this milestone)
  • Final drafts of deliverables, executive summary, and presentations – 6 months after contract signature (approx.). (40% of total payment)

Habilidades y experiencia requeridas

Education:

At least Master’s degree in the Social Sciences: Business Administration, Organization Psychology, Psychology, Human Resource Management or Organization Development or related fields is REQUIRED.

Experience:

  • A minimum of Four years of relevant work experience in HR Management (in similar positions in other international organizations or HR experience in international organizations at a similar level), REQUIRED.
  • Experience with talent acquisition and recruitment in an international context is REQUIRED.
  • Experience managing Video interview software is an advantage
  • Previous work within the UN system and knowledge of Atlas and ERP systems is an advantage.
    • Knowledge of ICSC job evaluation system is desirable
    • Experience in SQL, data visualization tools, and Excel (complex formulas, pivots, macros, etc.) is desirable.

Language:

  • Fluency in written and spoken English is REQUIRED.

Application Procedure

The application package containing the following (to be uploaded as one file):

  • Personal CV or P11, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references.

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive lump sum for all deliverables;
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; (excluding mission travel); living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

                                                        

Technical evaluation - Total 70% (70 points):

  • Relevance of experience in HR managements required (minimum 1 year; 1-2 years: 10 points; 3-4 years: 15 points; more than 4 years: 20 points) – Maximum 20 points;
  • Relevant experience with talent acquisition and recruitment in an international context (up to 1 year: 10 points; 1-2 years: 15 points; more than 2 years: 20 points) – Maximum 20 points;
  • Relevant experience in with remote recruitment and video interviews is an advantage  Maximum 15 points.
  • Knowledge of social innovation, international development, and related fields is an advantage (up to 1 year: 6 points; 1-2 years: 8 points; more than 2 years: 15 points) – Maximum 15 points.

Only those candidates that meet the minimum technical requirements listed above will be considered during the desk review.

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

 

Financial evaluation - Total 30% (30 points)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

 

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Institutional arrangement

The consultant will work under the guidance and direct supervision of the Coordinator, Accelerator Labs Network, and will be responsible for the fulfilment of the deliverables as specified above.

Payment modality

  • Payment will be made upon the acceptance of deliverables by the Coordinator, Accelerator Labs Network.

Payment scheme:

  • Progress on interviews – 2 months after contract signature (15% of total payment)
  • Initial Draft of FAQ document – 3 months after contract signature (15% of total payment)
  • Initial Draft of case study – 4 months after contract signature (30 % of total payment)
  • Final drafts of deliverables, executive summary, and presentations – 6 months after contract signature (40% of total payment)
