Antecedentes

The UNODC Programme Office in Indonesia (POIDN) works with the Government of Indonesia (GoI), civil society stakeholders and donor partners to support the implementation of strategies and effective interventions to enhance the criminal justice system’s responses to a myriad of challenges. The focus of this work is guided by UNODC mandates and GOI priorities.

The UNODC Programme Office in Indonesia seeks to recruit a National Programme Officer (NPO) for Prison Reform and Crime Prevention, who will support the implementation of related UNODC activities in Indonesia. The NPO will be responsible for ensuring the consistent implementation of prison reform activities in Indonesia, particularly on the use of alternative to imprisonment to reduce prison population, the prevention of radicalisation to violence in correctional settings, management of violent extremist offenders, and rehabilitation and social reintegration of offenders to reduce recidivism. The NPO will also be expected to support activities related to SDG 16.3.2 on ensuring access to justice for all.

The National Programme Officer will perform his/her duty under the direct supervision of the Criminal Justice Programme Coordinator, as the first reporting officer, and under the guidance of the UNODC Country Manager, as the second reporting officer. The NPO will also receive and act on requests for assistance from regional/global UNODC initiative having activities in Indonesia and/or elsewhere in the region with direction from the Programme Coordinator and the Country Manager.

Deberes y responsabilidades

1. Participate in effective management of the programme, specifically focusing on quality control from formulation to implementation of the portfolio, by sufficiently executing the following:??

  • Independently provide a range of programme management, implementation, and monitoring at all phases of the programme/project cycle for the prison reform portfolio;
  • Provide substantive and technical support, coordination and guidance for the implementation of programme activities, including, preparation of training contents, strategic purpose and structure of workshops and national and regional meetings;
  • Provide and disseminate the programme’s annual work plan, quarterly work plans, terms of reference and other UNODC programme-related documentation;
  • Ensure that operations, financial management, procurement, logistics, liaison and communication activities assigned to the programme are conducted according to UNODC standards and procedures and follow-up on input/actions to be taken;
  • Prepare and analyse programme budget proposals including budget revisions, monitor checklists, and coordinate submissions of work proposals and budget estimates;
  • Maintain a shadow budget to ensure that budgetary limits are not exceeded in accordance with UNODC budgetary provisions;
  • Provide high quality analysis and draft presentations of information/data on programme and related topics; highlight noteworthy issues/trends for consideration by stakeholders, and conduct the presentations on subject matter at workshop or training;
  • Provide high quality and timely results-oriented reports to include ad hoc reports, progress reports and other substantive reports, in line with the government requirements, UNODC regulations and donor agreements;
  • Coordinate monthly inputs for updating the SmartSheet for the Monitoring & Evaluation Team;

2. Maintain partnerships for programme implementation with implementing partners, by sufficiently executing the following:

  • Initiates and maintains partnerships with development partners, government institutions, private sector, civil society and other stakeholders to contribute to the achievement of the programme;
  • Provision of guidance to implementing partners and assistance to coordination, monitoring and expedition of programme activities including extensive liaison with all stakeholder agencies to initiate requests, prepare standard terms of reference against programme objectives, obtain necessary clearances, process and follow-up on administrative actions, and resolve issues related to programme implementation;
  • Initiates and maintains partnerships with development partners, government institutions, private sector, civil society and other stakeholders to ensure timely delivery of activities, and provide guidance to the executing agencies on routine implementation of programme/projects activities and tracking use of financial resources;
  • Provision of secretariat services to working groups and meetings including the preparation and circulation of briefs, agenda notes to members/participants, compilation of background documentation, drafting of minutes of the meetings, monitoring of follow-up actions, etc.;
  • Raise awareness of the government counterparts and donors on the use of UNODC manuals, handbooks, guides, standards and norms related to criminal justice;
  • Enhance the collaboration with other international, bi-lateral and non-governmental organizations active around prison reform in Indonesia; and,
  • Preparation of correspondence and communications related to all aspects of programme administration, including work plan and budgets, revisions and other implementation related issues with all stakeholders.

3. Support strategic partnerships and the implementation of resource mobilization:

  • Under the supervision of the Programme Coordinator, provide substantive and technical support, coordination and guidance in the development of concept notes and grant proposal to further the desired Outcome as outlined in the Country Programme;
  • Upon request from the coordinator and country manager, prepare briefs on possible areas of cooperation and track timely receipt of pledged funds from donors;
  • Under the guidance of the coordinator and country manager, initiate and maintain partnerships with development partners, government institutions, private sector, civil society and other stakeholders;
  • Identify technical assistance needs for capacity building and proposes a sustainable strategy to reform and strengthen prison system in Indonesia; and,
  • Provide support in obtaining stakeholders’ buy-in and fostering ownership of programme implementation through in-kind contributions

4. Facilitate knowledge building and management, produce and disseminate lessons learned from designated programmes and support cross-programme and cross-unit knowledge sharing, by sufficiently executive the following:

  • Synthesise lessons learned and best practices in prison reform;
  • Contribute to knowledge networks and communities of practice; and,
  • Contribute to the development of knowledge products related to the programme.

Habilidades y experiencia requeridas

Education :

  • Advanced university degree (Master’s degree or equivalent) in political sciences, international relations, law, international law, social sciences, criminology or other fields related to criminal justice and prison reform is required.\
  • A first-level university degree in similar fields in combination with four (4) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: 

  • A minimum of two (2) years of work experience for a Master’s degree or a minimum of six (6) years of work experience for Bachelor’s degree is required in managing development programmes using result-based techniques.
  • Solid experience in prison reform is desirable.
  • Experience in managing development programmes based on results-based management and hands-on experience in programme monitoring, evaluation and reporting for documentation of programme results and impact is required.
  • Knowledge of UN/UNODC rules and procedures in relation to programme implementation, administration and reporting is desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is required

Language Requirements:

  • Fluency in written and spoken English is an absolute necessity;
  • Fluency in written and spoken Bahasa is required.

Other Requirements:

  • Good inter-personal skills;
  • High sense of responsibility for the achievement of successful programme outputs and fulfilling donor requirements.
