Antecedentes

In order to support the Government of Georgia to meet its obligations undertaken on the international, regional and local levels inter alia in terms of eliminating violence against women and girls (EVAWG) and in particular domestic violence and sexual violence, with the generous support by the European Union, alongside with the government and development partners, UN Women is working towards addressing gender inequality in a coherent and comprehensive manner, covering a wide range of issues, including prevention and response to violence against women and girls. Series of awareness-raising interventions and campaigns targeting the public and decision makers at all levels, aimed at changing the attitudes, values and structures that sustain inequality and discrimination and generating demand for the specialized services.

UN Women’s EVAWG programme goal is to support creation of an enabling environment to eliminate violence against women and girls, especially sexual and domestic violence in Georgia. UN Women has been supporting national partners in Georgia to end violence against women and girls and domestic violence (VAWG/DV) since 2010. Throughout the past decade, technical assistance has been provided to the Government of Georgia to align national legislation and policies with the relevant international legal frameworks and standards. To enhance implementation of the laws and policies, UN Women Georgia has supported the establishment of specialized services for survivors of domestic violence, such as the first state-run shelters, crisis centers and hotlines and rehabilitation programmes for perpetrators. Support has been provided in developing key capacities within the relevant service providers and promoting these services – assisting the survivors to reach out for professional assistance. Furthermore, consistent public awareness-raising interventions have been carried out to tackle harmful social norms and stereotypes that condone gender-based violence (GBV), including targeting men and boys with the ultimate goal of behavioral change.

In order to continue addressing gender stereotypes and harmful social norms contributing to gender-based violence, UN Women is seeking to commission an International Consultant to conduct workshops on gender equality and GBV for specific target groups of men from different walks of life. More specifically, the International Consultant will be responsible for developing and delivering training to respond to the following objective:

Increase awareness and sensitivity of selected groups of men towards gender equality and the phenomenon of gender-based violence, to encourage their engagement in the fight against such violence in Georgia through public awareness-raising, community level and other interventions, to become champions of gender equality and ultimately contribute to societal behavioral change. In addition, the International Consultant will support capacity development of professionals from the probation and corrections services engaged in the delivery of perpetrator behavioral correction programmes.

Deberes y responsabilidades

The duties and responsibilities of the International Consultant are:

  • To develop a comprehensive training programme on Engaging Men and Boys for Gender Equality and Ending Violence against Women and Girls;
  • To deliver up to 3 cycles of the training (in case delivered online, maximum duration of training should not exceed 3 hours per day) for 15-20 participants per session from diverse backgrounds and contexts;
  • To develop a training programme on challenges in the delivery of behavioral correction programmes, i.a. amidst the pandemic for the specialists of the probation and corrections systems working with various categories of domestic violence perpetrators;
  • To deliver the training for 15-20 specialists of the probation and corrections systems working with various categories of domestic violence perpetrators;
  • To develop a training module on men’s involvement in ending homo, bi and transphobia;
  • To deliver the training for 15-20 male opinion leaders on men’s involvement in ending homo, bi and transphobia;
  • To design a follow-up plan on the engagement of the participants of the training in awareness-raising interventions conducted by UN Women and its partners;
  • To develop a final report describing implemented activities, reporting on data (indicating on the number of target groups and regions) and feedback on the conducted activities and results.

Deliverables:

  • A comprehensive training programme on Engaging Men and Boys for Gender Equality and Ending Violence against Women and Girls developed by April 30, 2021 (3 working days);
  • Up to 3 cycles of the training (in case delivered online, maximum duration of training should not exceed 3 hours per day) for 15-20 participants per session from diverse backgrounds and contexts delivered by June 15, 2021 (15 working days);
  • A training programme on challenges in the delivery of behavioral correction programmes, i.a. amidst the pandemic for the specialists of the probation and corrections systems working with various categories of domestic violence perpetrators developed June 25th, 2021 (5 working days);
  • Training for 15-20 specialists of the probation and corrections systems working with various categories of domestic violence perpetrators delivered June 30th, 2021 (2 working days);
  • A training module on men’s involvement in ending homo, bi and transphobia developed by September 30, 2021 (5 working days);
  • Training for 15-20 male opinion leaders on men’s involvement in ending homo, bi and transphobia delivered by October 31, 2021 (2 working days);
  • A follow-up plan on the engagement of the participants of the training in awareness-raising interventions to be conducted by UN Women and its partners designed by November 15, 2021 (5 working days);
  • Final report describing implemented activities, reporting on data (indicating on the number of target groups and regions) and feedback on the conducted activities and results submitted by March 1, 2022 (3 working days).

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • Advanced University degree (Masters) in Social Sciences, or related field;
  • At least three years of experience in capacity building on Engaging Men and Boys for Gender Equality;
  • Proficiency in English;

The candidates will be evaluated in three stages: according to minimum qualification criteria followed by technical and financial evaluation.

Technical evaluation criteria (including minimum qualifications):

  • Advanced University degree (Masters) in Social Sciences, or related field (max 30 points);
  • At least three years of experience in capacity building on Engaging Men and Boys for Gender Equality (max  70 points);
  • At least three years of experience in working with men in the area of gender equality, violence against women and domestic violence (max 50 points) ;
  • At least three years of experience in working with male perpetrators of GBV (max 50 points);
  • At least three years of experience in working on LGBTQI issues (max 40 points);
  • At least three years of experience in working with multi-stakeholders: civil society, community-based organizations, and UN/multilateral/bilateral institutions (max 30 points);
  • Experience in implementing similar projects (max 50 points);
  • Proficiency in English (max 30 points).

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The contractor will report to and work under day-to-day management of EVAW Project Analysts and overall supervision of EVAW Programme Analyst.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women EVAW Programme Analyst that the services have been satisfactorily performed as specified below:

  • Deliverable 1, 2, 3, 4 (25 working days) – 62.5%;
  • Deliverables 5, 6, 7, 8 (15 working days) – 37.5%
