Antecedentes

United Nation Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with national and international commitments, UN Women works on the levels of policies and legislation, institutions, and grassroots, to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.

Data and statistics are indispensable for devising evidence-based policies to achieve gender equality and women’s empowerment, as well as for assessing impact of legislation and policies and promoting accountability. Regardless of important advances related to gender statistics internationally such as adoption of the minimum set of gender indicators in 2013 by the UN Statistical Commission and availability of gender-specific indicators to monitor implementation of the 2030 Agenda for Sustainable Development, important gaps in the area persist making it difficult to monitor progress for women and girls. As a part of the UN-wide investment in supporting UN Member States to track progress towards Sustainable Development Goals (SDGs) and to translate global human rights norms and standards into national policies, actions and results, UN Women is committed to support national partners in strengthening data collection systems to monitor international, regional, and national commitment to gender equality and women’s empowerment.

To strengthen production and use of gender statistics in Georgia in line with Georgia’s international and national commitments towards gender equality and women’s empowerment, UN Women, within the framework of the “Good Governance for Gender Equality” (GG4GEG) project generously funded by the Ministry of Foreign Affairs of Norway is supporting national data producers and users in improving production, analysis and dissemination of gender statistics.  In line with these efforts, in 2020 UN Women Georgia developed Country Gender Equality Profile (CGEP) according to UN Women corporate guidance on the matter. The CGEP represents an important guide for the government, development partners, civil society organizations and academia to assess the existing situation regarding gender equality and women’s empowerment. The CGEP describes and analyses the present situation mainly based on SDG indicators, framing the analysis along the key area of concern of the Beijing Declaration and the Platform of Action (BPfA) and provisions of the Convention on the Elimination of all forms of Discrimination against Women (CEDAW).

The Georgia CGEP (released in the middle of 2020) is based mainly on 2018 data. Since then COVID-19 has dramatically changed the situation worldwide as well as in Georgia. Two waves of Rapid Gender Assessment (RGA) of COVID-19 impact in Georgia document the differential impact of the pandemic on women and men further deepening pre-existing gender inequality in the country. In 2021, UN Women plans to update the Georgia CGEP based on the administrative and survey data as well as specific qualitative studies and assessments that became available after the publication of the CGEP in 2020. The updated publication will also include trend analysis between 2018-2020 years and respective data visualizations.

In this connection, UN Women is planning to hire a National Consultant. The National Consultant will update the CGEP with more recent quantitative and qualitative data and will be responsible for the tasks outlined below.

Deberes y responsabilidades

The duties and responsibilities of the national consultant are:

  • To conduct a desk review and identify the recently released sex disaggregated data in close partnership with GEOSTAT as well as recent qualitative thematic studies and assessments that can be used to update and enrich respective sections of the CGEP;
  • To develop a detailed work plan, including methodology, annotated outline of the GCEP, new sources to be used to update each section of the CGEP, timeline and consultations with key partners and stakeholders;
  • To update the CGEP in line with the agreed plan and provide the first draft to UN Women (in English);
  • To update the draft based on UN women comments and submit the final CGEP to UN Women (in English);
  • To proofread Georgian translation of the CGEP provided by UN Women;
  • To work with UN Women designer on the design of the publications (in English and Georgian)  including data visualizations.

Deliverables:

  • Detailed work plan, specifying methodology and sources to be deployed for updating CGEP, activities and timelines submitted to UN Women by 30 May, 2021 (5 working days);
  • First draft of the updated CGEP submitted to UN Women by 30 June, 2021 (15 working days);
  • Publication finalized in line with UN Women’s feedback and the final CGEP in English submitted to UN Women by August 15, 2021 (5 working days);
  • CGEP in Georgian proofread and final version submitted to UN Women by September 15 (2 working day);
  • Final designs of the CGEP (in English and Georgian) with relevant data visualizations submitted to UN Women by October 1, 2021 (3 working days).

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • University degree (at least Masters) in human rights, statistics, demography, sociology, social sciences, or other relevant area;
  • At least 3 years of experience in using quantitative and qualitative research methods;

The candidates will be evaluated in three stages: according to minimum qualification criteria followed by technical and financial evaluation.

Technical evaluation criteria (including minimum qualifications):

  • University degree (at least Masters) in human rights, statistics, demography, sociology, social sciences, or other relevant area (max 50 points)
  • At least 3 years of experience in using quantitative and qualitative research methods (max 100 points);
  • At least 2 years of experience working on gender statistics (max 80 points);
  • At least 2 years of experience of preparing academic papers, situation analysis, assessments and research reports on social and/or human rights issues GEWE issues (max 70 points);
  • Familiarity with international GEWE frameworks, such as CEDAW, SDG, BPfA   is a strong asset (max 20 points);
  • Excellent command of written and spoken English (max 30 points)

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The contractor will report to and work under direct supervision of UN Women Programme analyst and overall guidance of UN Women Deputy Country Representative.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women National Programme Officer that the services have been satisfactorily performed as specified below:

  • Deliverable 1,2 (20 days)  65 %
  • Deliverable 3,4,5 (10 days)  35 %
