UNODC ROSEAP is hiring an Environmental Law Enforcement Advisor to provide technical assistance to UNODC activities and events.

Wildlife and Forest Crime (WLFC) is a serious and growing problem. The UNODC Global Programme for Combating Wildlife and Forest Crime (GPWLFC) serves to deliver a range of technical assistance activities within several thematic areas towards achieving the key project objective of strengthening capacity to prevent and combat WLFC on a regional, national and local basis. The programme aims to improve cooperation and the capacity of Member States to work, locally, nationally and internationally, to prevent and combat WLFC and other forms of serious and organized crime.

Particularly with an aim to address the vulnerabilities at the border regions concerning China (Southern Provinces), Lao PDR, Myanmar and Viet Nam against wildlife trafficking amid challenges posed by COVID restriction, GPWLFC has been working closely with relevant wildlife law enforcement agencies, to strengthen their collective interception capacities and to support on the coordinated responses to the very type of crime across borders. Different and cater-to-the-need investigative techniques, including but not limit to controlled delivery, undercover operations, financial investigation, etc., are essential to the success of cross border co-operations in combatting WLFC. UNODC is seeking a consultant to support this work to strengthen States’ capacities to investigate WLFC across the borders.

OBJECTIVES OF THE ASSIGNMENT

To provide technical assistance on investigative techniques at UNODC-sponsored capacity building and mentorship programme for law enforcement agencies in China. 

SCOPE OF WORK

The assignment will be carried out under the substantive guidance of the Regional Coordinator for Southeast Asia of the UNODC Global Programme for Combating Wildlife and Forest Crime, with support and coordination from the Programme Officer for Southeast Asia of the UNODC GPWLFC.

The Consultant will, in close coordination with the UNODC GPWLFC and other field-based staff and consultants:

• Build capacities of investigators in China wildlife law enforcement agencies by providing verbal and written advice on investigative directions and possible techniques for the investigation of ongoing cases that has transnational nature;
• Mentor investigators in China wildlife law enforcement agencies by providing verbal and written advice on the development of target profiles, models and analytical methods to detect target’s illegal networks, as well as on the use of  investigative techniques and tools to be employed in, including for the gathering, seizing and analysis of evidence; the interviewing of witnesses and suspects; and the preparation of detailed reports containing findings, supporting evidence, analysis and evaluation of the evidence, amongst others;
• Identify other relevant authorities who should become engaged in the case either in the same or other jurisdictions, and determine the mechanism in which reports and evidence can be shared between the relevant agencies to facilitate information exchange including cross jurisdiction;
• Identify additional case mentoring support needs in the region;
• Monthly reports in writing on mentoring engagement, including non-sensitive target information, all documents developed, evaluation of the support delivered, the feedback received, the achieved results and recommendations for future support.

The Consultant will not lead nor participate into any operational activity (arrests, raids, surveillance, etc.) as his/her role is limited to external advisory to the actual investigators. Any sensitive information acquired in the course of this consultancy cannot be shared to any party without explicit authorization by the relevant enforcement authorities.

DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL

Maximum one hundred and twenty (120) workdays from 1 April 2021 to 31 March 2022.

Timely completion of and reporting on technical assistance delivered as required by the Supervisors and/or counterparts evidenced by:

• Monthly progress reports
• Individual target progress/engagement reports

Duty station is Beijing, China, where several meetings with counterparts will take place regularly. Occasional travelling within the Country may be required. International travelling is not required.

Note: It is understood that the consultant would not hold UNODC responsible for any unforeseen or untoward incident during the duration of the consultancy. It is recommended that the consultant secure his/her own insurance coverage during the conduct of the consultancy.

Final Products

All the outputs should be submitted in Chinese and meet the satisfaction of UNODC according to the following indicators:

1. Significant impact on target and its associated network as determined by the wildlife law enforcement agencies;
2. Quality of the materials produced;
3. Technical competence and timeliness of the delivery;
4. Satisfactory outputs based on activities as listed under Item 3.

PROVISION OF MONITORING AND PROGRESS CONTROLS

The incumbent shall be under the overall supervision of the Regional Coordinator of the UNODC Global Programme for Combating Wildlife and Forest Crimes in Southeast Asia based in Bangkok, Thailand.

For each specific deliverable, the UNODC GPWFC Programme Officer for Southeast Asia, under the guidance of UNODC Regional Coordinator for Combating Wildlife and Forest Crimes, will specify the relevant target information, timelines, and reporting requirements for completion.

The consultant will submit regular updates on monthly basis for the approval by the supervisor. Regular calls and video conferences are also expected to take place.

Indicators to evaluate the incumbent’s performance will be:

• Timeliness of the update reports
• Amount of information contained in the reports
• Quality of the on-the-job advisory programme delivered.
• Evaluation from counterparts, and
• Quality and timeliness of the reports for each deliverable.

Habilidades y experiencia requeridas

The assignment requires a qualified individual with the following expertise:

• Advanced university-level degree in law, economics, public administration, social sciences, or other related field OR bachelor’s degree with minimum 15-year of relevant experience will be accepted;
• At least 15 years of experience in law enforcement related area is required;
• Experience working with wildlife, forest and fisheries crime is desirable;
• Experience working with law enforcement and/or government agencies responsible for wildlife crime related issues is desirable;
• Good communication and interpersonal skills;
• Excellent command of word processing and spreadsheet packages;
• Experience with intelligence/analytical software is required;
• Excellent command of written and spoken Mandarin with good command of English

REVIEW TIME REQUIRED

The incumbent’s outputs will be monitored and reviewed on a weekly basis by the Programme Officer under the guidance of Regional Coordinator.

CRITERIA SELECTION OF THE BEST OFFER

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as: a) Responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. 

• Technical Criteria weight;70%
• Financial Criteria weight; 30%

Only candidates obtaining a minimum of 500 technical points would be considered for the Financial Evaluation.

PAYMENT TERMS

LUMPSUM MILESTONE              

Payments shall be made following certification by UNODC Regional Coordinator for Combating Wildlife and Forest Crime that the services related to each Deliverable, as described in Item 4, have been satisfactorily performed and the Deliverables have been achieved by or before the due dates specified.

• First payment: 25% contract price shall be paid upon completion and acceptance of deliverable ABC
• Second payment: 25% contract price shall be paid upon completion and acceptance of deliverable DEF
• Third payment: 25% contract price shall be paid upon completion and acceptance of deliverable GHI
• Forth payment: 25% contract price shall be paid upon completion and acceptance of deliverable JKL
