Antecedentes

UNDP in India is committed to support the efforts of the Government of India towards working with partners and key stakeholders to advocate for an environmentally sensitive response to COVID-19 that resets towards greener pathways for recovery. Our focus is to not only move towards a more sustainable, inclusive and resilient recovery, but also help to strengthen recovery by focusing on emerging and innovative green job opportunities. The COVID 19 global pandemic could potentially threaten to deepen inequalities and undo progress on the SDGs. We are already witnessing the detrimental impact of the pandemic on the economies and the populations especially poor and vulnerable populations. India is no exception to this challenge that can jeopardize India’s gains in reducing poverty, improving access to livelihoods and social protection for 1.3 billion people. There is therefore an acute pressure on the Government to accelerate economic recovery, creating a risk that economic imperatives may dilute environmental sustainability considerations.

UNDP has globally rolled out the COVID response strategy across nations and the next phase is designed to help decision-makers look beyond recovery, towards 2030, making choices and managing complexity and uncertainty in four main areas: governance, social protection, green economy, and digital disruption. It encompasses our role in technically leading the UN’s socio-economic response. In this regard, UNDP India is initiating a Project titled “Green Recovery Pathway for India – transitioning towards a green and resilient COVID-19 recovery”. This programme aims to address the critical need to advocate for an inclusive and environmentally sensitive response to COVID-19 that resets towards sustainable and inclusive pathways to recovery to build back better.

In addition to policy advocacy for a green recovery with the Government and other key partners,  project  will promote nature-based jobs and livelihoods, addressing linkages between nature and health through a one health approach, integrating climate commitments into urban planning, agriculture and land use solutions, and accelerating transition towards green energy as part of the COVID response. This approach will have a special focus on reaching and empowering women and young people as well as marginalized communities such as disadvantaged tribes and castes. Through this approach, UNDP will support investing in rural jobs and livelihoods including by promoting public works in the areas of water conservation, horticulture and animal husbandry, increasing nature-based micro-entrepreneurship opportunities for rural women and vulnerable communities, advocating for one health approaches that address links between human and animal health, and supporting policy advocacy for green recovery and green financing.

At the national level, UNDP will work closely with various ministries to advocate for green recovery and financing. UNDP will also work closely with few selected State Governments to implement programme activities, while collaborating with community-based organizations and private sector partners respectively to ensure outreach to women and marginalized groups and expand access to job and livelihood opportunities and create markets linkages for micro-entrepreneurs.

Green Jobs and Eco Entrepreneurship is emerging as the key area for mitigating climate change emission. UNDP recently undertook a scoping study on Green Jobs and Eco Entrepreneurship, and according to the study, given the recent developments in the policy sphere at the National and State levels, there is a large scope to generate employment and entrepreneurship opportunities in the Green Transport sectors,  specially the e vehicle (commercial and passanger) .  Therefore, one of the components of the UNDP Green Recovery Pathway for India project is focused on employment and entrepreneurship opportunities in the Green transport sector per se.  

The overall objective of the proposed engagement in the Green Transport sector is to increase access to green jobs and livelihoods, through programmatic activities and policy imperatives.  This includes trainings to youth and women, facilitate links to Government financing and work with industries to enable uptake of green jobs and eco-entrepreneurship (60% women) and is expected to be achieved through - 

1.Identification and prioritisation of specific jobs, skills sets, eco entrepreneurship opportunity and govt promotion schemes (in green transport sector) with multiple stakeholders

  1. Facilitate trainings/skilling for the prioritized job roles, provide linkages and networking supports to help in finding jobs and/or to set up (eco) entrepreneurs
  2. Organization of workshops, round tables and networking events with relevant stakeholders (Central and State governments, Green Jobs sector skills council, Industry associations and startups) to promote the agenda of (green jobs) and (eco) entrepreneurship

In this regard, UNDP would like to engage a Consultant proficient in Skills and Employment with specific focus on the Green Transport Jobs. It is expected that the Consultant has previous exposure, experience of the Green transport sector and relevant networks to steer the planning and implementation of requisite activities to achieve the above-mentioned objectives.  

Deberes y responsabilidades

Under the overall guidance of Team Lead/Project Lead, UNDP, the Consultant is expected to carry out the following activities (but not limited to)-

Project Planning and Management

S/he would have the overall responsibility to design and lead the activity implementation and to achieve the intended goal. S/he is expected to be competent to carry out the following tasks (not limited to) to achieve the project’s targets:

  • Preparation and review of detailed project implementation plan
  • Identification of appropriate local partner/s, technical support agency/s, government departments etc. and arranging their buy in to partner with the project and extend support. 
  • Onboard technical support agency / partners and together with them, achieve the project targets:
  • Lead and coordinate the organization of meetings, workshops, conferences, training, and related activities relevant to the implementation of the project.

?Secondary Research

  • Conduct desk research for identification and prioritisation of specific jobs roles, skills set, eco entrepreneurship opportunity and govt promotion schemes (specifically in green transport including EVs) and prepare power point presentation of on potential pathways for the identified States (Delhi & Karnataka) 
  • Stakeholder discussion on state level interventions on green jobs and greening recovery for selected states
  • Provide necessary technical assistance and research inputs for the preparation of research papers, knowledge products and related contexts on skilling and employments to support women’s enhanced participation in the / trainings/ employment/ apprenticeships, aligned to UNDP inclusive growth strategy

Organisation of round tables, meetings, networking events

  • Initiate dialogues and establish alliances at the national and States (for instance- with ongoing platform in Delhi and support creation of a platform in Karnataka with the Skills department on Green transport).
  • Meet, discuss and coordinate with relevant government officials to facilitate UNDP partnership as per the scope of the work and understand the need for such solutions in the context of Green Jobs;
  • Undertake field-visit to respective location and connect with a range of stakeholders across local community, civil society, government agencies, the private sector to document the challenges and opportunities on the ground.
  • Coordinate meetings/workshops, training and capacity building event; provide support for organizing consultations with relevant stakeholders and prepare background material/policy briefs to support State level discussion and promote knowledge sharing

Facilitate trainings/skilling

  • Identify the trainers and the training institutes providing employment and entrepreneurship opportunities related to green Jobs specifically Green Transport sector.
  • Prepare Terms of Reference to engage the implementing partners to- (i) mobilise women and girls to participation in training (at least 60% women), (ii) impart training (iii) provide employment and eco-entrepreneurs opportunities for the trained (iv) build capacity of the State Skills department to ensure sustainability towards women participation in training programme and create opportunities for employment and entrepreneurship (For Green transport Sector in Karnataka and Delhi).

Coordination, Monitoring and Reporting

  • Document and prepare briefs on the progress of project activities and their outcomes for PMU and UNDP.
  • Coordinate and provide inputs to the Implementing Agency/Partners for achieving results (mentioned in point 3 above) and coordinate with the UNDP State Teams in the implementation of the project at the State levels;
  • Support with developing IEC material - case studies, social media posts, photographs, short videos from the project.
  • Develop and identify potential areas for scaling up and replication to other States; and support with programme development;
  • Any other related task assigned from time to time by the Project Lead

Job Knowledge/Technical Expertise

  • Overall understanding of skills and employment ecosystem in the country is essential;
  • Specific understanding of the Green Jobs and Eco-Entrepreneurship ecosystem in India and globally, with specific reference to policy and programmes and lead players/stakeholders is desirable ;
  • Excellent drafting skills and prior experience in preparing background document, progress reports and presentation will be essential;
  • Ability to work with minimal supervision;
  • Ability to take initiative to develop new strategies;
  • Excellent skills on MS office (MS word, excel & powerpoint)

Submission of Monthly progress report and timesheet (to be approved by the Project Lead)

Project Location:

The assignment will be home as well as field based. It will include travel within Delhi and Karnataka, and few other states.

Recruitment Qualifications: 

Educational Qualifications: Postgraduate in Business Management/Development Studies/Social sciences/ qualification is essential;

Experience:  

  • At least 8 years of experience in policy and program management on skills and employment is essential.
  • Demonstrated work experience of at least 2 years in the Green Jobs/Green Transport sector will be an advantage/asset.
  • Excellent communications and documentation (MS Word, Excel) skills in English
  • Previous experience of working with government, bi/multi-lateral agency and/or UN Agency preferred

Language Requirements:  

Fluency in English is essential. Knowledge of Hindi and/or Kannada would be an asset.

 

Evaluation Criteria

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as Responsive to the requirement. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation;

•             Technical Criteria weight - 70%;

•             Financial Criteria weight – 30 %

 

 Technical Criteria (70% of total evaluation)

  1. Overall understanding of Green Jobs and Eco-Entrepreneurship ecosystem in India and globally, and specific to Green Transport sector, policy and programmes and lead players/stakeholders – 40 %
  2. Experience working with the Central/State Government/Private sector partners will be an added advantage- 20%
  3. Demonstrated excellent communication skills and ability to network across multiple stakeholders - 10%

Financial Criteria: (30% of the total evaluation) based on the total all-inclusive lump sum amount for professional fee for tasks specified in this announcement

Submission of Proposal

Financial Proposal:

Technically qualified consultants will be requested to submit their daily fee rate i.e. consultants who score more than 70% i.e. 49 marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their consultancy fee on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same.

  1. Letter to UNDP Confirming Interest and Availability for the Individual Contractor Assignment
  2. Updated and signed P-11 form for ICs

Note:

  1. Any kind of miscellaneous charges i.e. internet, phone, relocation charges etc. would not be reimbursed;
  2. Travel, lodging and boarding as per UNDP rules subject to prior approval
  3. Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual
