The Rome Centre seeks an experienced international development professional to lead as the NAWE Coordinator, working with different implementation partners to plan and execute ambitious projects which connect communities on the ground with national organizations and policymakers around the world. The Centre will leverage on Italy’s Presidency of G2O and other high level platforms taking place in 2021, to act as a catalyst for South-South Cooperation and Triangular Cooperation. By encouraging collaboration between traditional donor countries and multilateral organizations to facilitate South-South initiatives, the centre can NAWE to connect with global leaders during this Decade of Action, through varies forms of support, including the provision of funding, training, management and technological systems.

This post lies at the heart of the network, working as part of a small diverse secretariat alongside our partners and members. We are looking for someone who has experience of working with UNDP and other international organizations, across a range of development issues, able to foster trust and cooperation with diverse organizations and confident in the administration of start-up networks.

S/he must have excellent communication skills, and be highly motivated to work for gender equality and environment issues, especially climate change, adaptation and restoration issues in Africa. NAWE is a a highly respected network with over 200 members and a growing track record of influencing government and supporting our members in their work to achieve gender equality and environmental protection and restoration in Africa.

The Rome Centre for Sustainable Development (RCSD) was created by agreement of the Steering Committee of the Italian Ministry of Environment. Land and Seas (IMELS) and the United Nations Development Programme (UNDP) in 2019. The Centre aims to facilitate, support and catalyze a growing range of activities within the IMELS-UNDP partnership in the broad field of environmental cooperation.

Africa is a priority region for the Centre, with a focus on gender and environment, supporting women and girls in ecosystems restoration activities and livelihood enhancement. Working in partnership with The Network of African Women Environmentalists (NAWE), the Centre intends to develop projects seeking nature based solutions to the climate change challenge, especially in countries across the Sahel.

This support is in recognition of the need to support regional networks which promote South-South Cooperation (SSC) and Triangular Cooperation (TrC) because the global development cooperation landscape is changing rapidly and developing countries and emerging economies have become key actors not only in trade and investment, but also in global and regional development. They have accumulated rich, innovative and diversified development practices and are actively supporting each other to find practical and relevant policy solutions. Developing countries are also increasingly demonstrating leadership in building common agendas and taking collective actions in order to address a multitude of challenges that cut across regional and national boundaries.

SSC and TrC have increased the diversity in opportunities for development assistance. For many developing countries they are offering a significant resource channel that is additional to and on different terms from the official development assistance funds. Southern partnerships are vital in overcoming the current development challenges and reaching internationally agreed development goals, including the Sustainable Development Goals (SDGs). SSC and TrC, complementing the traditional North-South model of Cooperation.

NAWE is a peer empowerment network which connects environmental advocates working at different levels, sectors and countries to become Landscape Mentors, who support a network of young people to act as Landscape Guardians. Together they commit to the restoration journey to realise the future they want for their degraded or fragile landscape during the UN Decade for Ecosystems Restoration 2021-2030. UNDP is one of the Founding Partners of the network and has been given a mandate by the Steering Committee to lead on programming for the next two years. Other partners include UNEP, FAO, UN Women, the Netherlands Red Cross and the Wangari Maathai Foundation.

Deberes y responsabilidades

Under the direct supervision of the Rome Centre Director, the NAWE Coordinator will perform the following duties:

  • Takes the lead to develop, implement and evaluate a regional NAWE strategy for Africa.
    1. Links related regional activities and partnership efforts, and ensures alignment with relevant RCSD global work streams;
    2. Advises the Rome Centre Director on overall environmental science-policy direction and restoration country needs in the region that require NAWE’s attention;
    3. Serves as the primary focal point in the region on emerging environmental science and innovation; keeping abreast of, analyses and reports on latest developments in the region related to ecosystems science-policy and assessment-related issues, as well as gender related issues identifying where best an environmental dimension is warranted; liaises with other environmental and scientific organizations, donors, etc.;
    4. Develops a network of strategic partnerships across the environmental and scientific community for carrying out specific activities in Africa and to support the implementation of the global science-policy program as required.
  • Leads the planning and coordination of activities in the areas of NAWE campaigns such as Adopt A Landscape, Earth Science Cafes, Landscape Guardians and Mentors, the NAWE Expert Roster development and others.
    1. Develops the NAWE multi-year Agenda for Action, communication strategy and its annual communications plan;
    2. Develops a Sahel Offer for Ecosystems Restoration and Food Systems Strengthening for NAWE;
    3. Encourages coordination of key regional and global findings and science-related outputs from the NAWE network members and communities are fed into decision-making in the region;
    4. Oversees the development of exchanges of knowledge, skills, resources and technical know-how, and through regional and interregional collective actions, including partnerships involving Governments, regional organizations, civil society, academia and the private sector. developing;
    5. Facilitates the development of MOUs with partners, supervising and chairing relevant meetings (regional consultations); revising and editing of draft content, liaising with partners to ensure timely publication of the reports;
    6. Coordinates the development, publishing and launch of NAWE flagship publications, including establishing contacts with partner centers and liaison with governments etc. as required;
    7. Strengthen roll-out and up-take of scientific assessment products and services at country and regional levels.
  • Leads the establishment and coordination of a NAWE regional mapping tool for ecosystems restoration;
    1. Develops and puts in place a regional strategic plan for enhanced, and sustained, engagement with local youth groups in Africa contribution to the restoration challenge.
    2. Leads efforts to enhance inter-agency partnerships, coordination and cooperation on a range of NAWE related activities.
    3. Identification of areas where technology and innovation can support the ecosystems restoration agenda.
    4. Enhancement of livelihood options for communities living under climate induced stress across countries in the Sahel.
  • Coordinates regional input into SSC and TrC of the Rome Centre Brokering knowledge on scalable development solutions and analysis on ecosystems restoration - what has worked and what has not, with systematic information of who, where and what is happening in South-South and triangular cooperation;
    1. Identifying policy gaps and developing policy briefs to advise on harmonization of policies, legal frameworks and regulations to increase opportunities and maximize mutual benefits of South-South exchanges, while supporting capacity development of African partners to better implement SSC and TrC initiatives;
    2. Facilitating partnerships, fostering innovations, and promoting the scaling-up of promising ideas;
    3. Conducting stakeholder engagement activities to promote South-South and triangular cooperation efforts by connecting with a wide variety of interested stakeholders from governments to private sector and civil society;
    4. Ensure that NAWE related activities are aligned with the overall approach of the Rome Centre.
  • Leads and coordinates communication activities and works closely with program, research and other colleagues to produce materials and products to advance NAWE communications objectives and to achieve planned results;
    1. Proactively engagement with key international journalists and outlets to secure positive coverage for the NAWE and its work in Africa in Tier One press and African focused outlets; as well as international and global media channels;
    2. Managing the writing, editing and placing of opinion editorials and blogposts in high-profile international media outlets and specialist publications that reach intended target audiences;
    3. Responsible for NAWE’s website. Lead the production and publication of new material for and updating of content for the website, design of new pages.
    4. Manage the production of talking points and draft speeches for the Director’s external Engagements.
    5. Manage the production of content for social media and update social media channels, and responsible for reaching audience growth targets;
    6. Coordinate the planning of all of NAWE’s external publications;
    7. Managing the production of high-quality audio-visual, written (electronic and printed) non-technical marketing material for use at events and for stakeholders;
    8. Track and evaluate metrics of success and adapt activities to improve communication and outreach results;
    9. Build and foster collaborative relationships with highest quality communication experts, editors and designers;
    10. ?Manage reactive responses to requests from international journalists.
    11. ?Advise the Director and Leadership Team on NAWE’s all communications activities;
    12. Develop and maintain the NAWE brand guidelines and style guidelines and oversee the implementation for all RCSD products;
  • Undertakes tasks related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.).
    1. Manage administrative systems of the network
    2. Coordinate the network’s support to members
    3. Contribute actively to the recruitment and capacity building of employees and to the hiring of contractors, as necessary for the execution of communication activities.

Working Arrangements

  • The consultant will be home-based until the COVID travel restrictions are lifted, then moves to the office in Nairobi, Kenya;
  • S/he should be available for meetings (appropriately socially distanced in accordance to prevailing Covid-19 guidelines for the time and place;
  • The consultant will report to, and be directly supervised by, Director based in Rome;
  • The consultant will be given access to relevant information necessary for execution of the tasks under this assignment;
  • The consultant will be responsible for providing her/his own working station (i.e. laptop, internet, phone, scanner/printer, etc.) and must have access to reliable internet connection;
  • Given the global consultations to be undertaken during this assignment, particularly with Government/UNDP, the consultant is expected to be reasonably flexible with his/her availability for such consultations taking into consideration different time zones.

Habilidades y experiencia requeridas

Education

  • Advanced university degree (Master's degree is required , Ph.D is desirable) from an accredited educational institution in a biological science, with post doctoral research experience in an environmental institution.

Experience

  • Professional experience of least 10 years working in environmental science. advocacy, with a link to climate communications;
  • Experience in coordinating, editing and writing scientific publications as well as strategy papers related to the environment and sustainable development.
  • In country experience at senior levels within African institutions (at least two African countries in different regions), focused on science, environment, with significant gender programming components.
  • Professional experience with writing, media, and social media management.
  • Experience in resource mobilization, donor relations and/or outreach at the managerial level is desirable.
  • Experience in network development and management, including expert institutions, government agencies and donors is an asset.
  • Demonstrated familiarity with UN system, its rules and regulations are required
