Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

To support member states in coping with, and recovering from, the COVID-19 crisis through evidence-based decision-making, UN Women’s Regional Office for Asia and the Pacific is implementing the programme “Building Back Better: Promoting a gender data-driven response to the COVID-19 pandemic in the Pacific and South-East Asia”, with the generous support from the Australian Department of Foreign Affairs and Trade. The programme supports countries to generate gender data to measure the impact of the crisis and the resilience of women and men in the Pacific and South-East Asia. It also supports evidence-based decision making to ensure policy responses to the COVID-19 crisis are gender-responsive.

The Associate Statistician reports to the Regional Gender and Statistics Specialist, Regional Office for Asia and the Pacific (ROAP).  The Associate Statistician will work on supporting data collection, processing, visualization and analysis of rapid assessment surveys, official surveys on resilience-related topics, and other data sources. In addition, the Associate Statistician will support the preparation of dialogue, training and other statistical events to promote data use, and will contribute to the preparation of knowledge products. 

Deberes y responsabilidades

1.  Conduct analysis of survey data and other data sources and provide substantive support for survey data visualization and related report-writing.

• Analyze microdata, including survey data cleaning and processing for all project countries.
• Create graphs, infographics and other visualizations to include in survey reports, factsheets and communication products.  
• Provide technical inputs to to drafting reports and communication products to disseminate survey findings.
• Provide feedback to consultants and analysts conducting analysis of big data and other non-conventional data sources.

2.  Contribute technically to the preparation of materials for promoting the use of gender data for evidence-based decision making, including in the context of resilience to COVID-19 and other crises.

• Create infographics and contribute to the drafting of brochures and other advocacy materials to portray gender-sensitive resilience data.
• Provide technical contributions to the design of data communication products for evidence-based decision-making.
• Contribute to the creation of background documents and guidance materials to inform national policy dialogues.
• Facilitate training for data users on how to find, interpret and use gender-resilience data.
• Carry out statistical modelling to inform national policy makers predictions of policy outcomes based on different budget allocation scenarios.
• Provide technical support for the liaison with stakeholders for the promotion of evidence-based decision making.

3.  Provide technical and logistical support for the organization and coordination of events to promote the production and use of gender statistics.

• Draft invitations, concept notes, agendas and other background documents for the organization of events.
• Contribute to the design of such events, including by conducting research and identifying technical areas for discussion, and key partners or participants.
• Prepare event notes and draft outcome documents by summarizing and sharing key takeaways.
• Support the programme manager and work with programme assistants on communications with participants and other logistical arrangements.

4.  Provide technical inputs on other activities pertaining to data analysis, data use, coordination, and event organization, as needed.

Key Performance Indicators:

• Quality and timely reports (including presentations, training materials and activity log) for each country supported through training.
• Timely and quality development of technical materials on resilience data production and use (including engaging visualizations, draft factsheets, comprehensive and accurate draft reports, STATA Do files, etc).
• Adherence to UN Women rules, regulations, policies and procedures in all program and operations related matters.
• Effective and open coordination with other UN Agencies and international partners to ensure coherence and avoid duplication.

Habilidades y experiencia requeridas

Education

• Master’s degree on statistics, gender and statistics, economics or other social science fields.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work experience

• A minimum of 2 years of work experience in the field of gender statistics at the national and/or international level;
• Professional or academic experience on the analysis of household-based survey data and other forms of microdata;
• Experience drafting statistics-based research and related reports;
• Experience providing capacity building support, preferably in the context of gender statistics;
• Experience preparing data visualization products, including graphs, infographics and factsheets;
• Experience working with non-conventional data sources, including geospatial information or big data is an asset.
• Experience supporting national policy makers on data use for evidence-based decision-making is an asset. 

Language requirement

• Fluency in English is required;
• Working knowledge of another official UN language is an asset.
