Antecedentes

Job Purpose and Organizational Context:

Under the guidance and direct supervision of the Head, Learning and Development Unit, the Programme Associate supports the overall work of the Unit in coordination and implementation of programme and services. The Programme Associate ensures the effective and transparent utilization of resources and integrity of services and promotes a client-oriented approach consistent with UN rules and regulations.

The Programme Associate works in close collaboration with other teams in the Executive Office, across the organization and wider UN/humanitarian system.

The key results have an impact on equipping managers and staff to be fit for purpose and deliver on OCHA’s mandate with excellence as well as shaping the organizational culture to be harmonious, respectful and collaborative. In support of the broader goals of the Unit, the input will require accuracy of administrative processes (procurement, recruitment and budget) in compliance of rules and regulations and delivered on a timely basis with client orientation. 

 

 

Deberes y responsabilidades

Coordinate and implement learning programmes and services

  • Assists in the coordination and implementation of learning and development programmes and services including planning and preparations from design of learning programmes and activities, communications and calls for application/registration of participants, facilitation of participation and follow up support; 
  • Assists in the monitoring and evaluation of programmes and activities; categorizes, updates, tracks and analyses data related to programmes/projects, e.g. staff training records, participant evaluations, independent programme evaluations, reviews etc.; carries out periodic status reviews, identifies issues and initiates requisite follow-up actions; 
  • Assists in the implementation of strategic initiatives and projects including in planning, delivering, coordination of inputs, monitoring, follow up and approvals;
  • Drafts programme/project communications, coordinates inputs and clearance process, facilitates translation from third party and dissemination of information in multiple languages. 

Finance and budget 

  • Assists in the preparation and analysis of programme/project budget proposals; provides assistance in the interpretation of budget guidelines; reviews and coordinates submissions of programme proposals and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities; propose adjustments as necessary; prepares reports and ensures that outputs/services are properly categorized.  
  • Prepares revised budget estimates; reports on budget revisions, expenditures and obligations, verifies availability of funds; ensures necessary approval and entry in computerized budget system; initiates financial authorizations for expenditures and administrates all payment processes.

Procurement and recruitment

  • Focal point for administration of all contracts between the UN and external contractors for outsourced learning and development related services. 
  • Responsible for all procurement related processes in requisitioner role including tenders, establishment of contracts, and maintenance. 
  • Maintains relations with vendors.
  • Resolves issues/problems related to delivered services 
  • Maintains relevant internal databases and files; keeps track of any contractual agreements, direct provisioning contracts, etc. and informs affected users of contractual rights and obligations.
  • Researches, retrieves and presents information from a variety of internal and external sources on sources of supply, vendors by commodity, etc., as well as obtain specifications for new services and equipment on the market.
  • Responsible for all recruitment processes including drafting TORs, applications and screening and evaluation to establishment of contracts (staff, consultants, interns, JPO, UNVs)
  • Assists in onboarding of new staff to the Unit and wider organization including preparation of materials, communications and facilitation of information and introductions.

Facilitation of knowledge building and information sharing 

  • Drafts a variety of correspondence and communications. 
  • Assists with the coordination of all learning and training across all Divisions in HQ and field offices to consolidate information on plans, create common repositories and implement joint activities
  • Support as a focal point for the role of the Unit as secretariat to learning governance mechanisms and communities of practice/learning alumni
  • Prepares, maintains and updates files (electronic and paper) and internal databases.
  • Drafts correspondence and communications related to all aspects of learning programmes, services and related projects, including work plan and revisions and other related issues such as lessons learned, as well as prepares Unit contributions for a variety of periodic reports.
  • Supervises, assigns and reviews the work of more junior staff.

Habilidades y experiencia requeridas

Education:

Secondary Education with specialized training in administration is required. University Degree in Business or Public Administration would be desirable, but it is not a requirement.

Experience:

  • 6 years of progressively responsible experience in operations management, programme/financial support required at national or international level.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of PeopleSoft web-based management systems.
  • Knowledge of Umoja desirable.
  • Previous working experience in procurement or finance and operational matters in UNDP or the UN system is an advantage.

Language Requirements:

Fluency in English is required and working knowledge of another UN language is desirable.
