Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. 

Thailand has transitioned to an upper-middle-income country where gender equality and women’s empowerment challenges largely remain in the area of accountability and implementation, particularly in institutionalization and functioning of gender mainstreaming structure and tools, such as gender statistics and gender responsive budgeting, capacity building of service providers notably the justice system actors, and fulfilment of rights of vulnerable groups of women. Persistent development challenges remain, particularly for certain groups and geographical regions including rural women, displaced and migrant women, and women in the southern border provinces of Thailand in which violent conflicts have hindered human development leading to serious human insecurity, inequality, deprivation, and socioeconomic disparities.

The 2030 Agenda for Sustainable Development calls for a new and transformative vision with a set of 17 Sustainable Development Goals (SDGs). While Thailand has made progress in reducing poverty overall, persistent and newly emerging development challenges can still be seen. These include multi-dimensional inequality, health, education, access to justice, climate change and natural disasters, rising urbanization, demographic shifts and the emergence of extremist groups and ideologies. Understanding how these trends can impede or enable progress towards gender equality and sustainable development is vital for effective SDG implementation.

Ensuring women’s equal rights, access and opportunities for participation and leadership in the economy, society and political decision-making is at the core of UN Women’s work in Thailand.  While there has been much progress in advancing gender equality, such progress is unevenly experienced by women who are marginalized because of a complex interplay of factors. UN Women Thailand works in most if not all of UN Women strategic areas but focuses its strategic priorities in three out of the five outcomes. The first outcome intends to strengthen and implement a comprehensive and dynamic set of global norms, policies and standards on gender equality and the empowerment of all women and girls. This allows UN Women to link its work with other outcome areas such as women’s leadership and political participation, gender-responsive social protection and women, peace and security. The second outcome ensures that all women and girls including marginalized groups such as migrant workers live a life free from all forms of violence. The third outcome anticipates the expansion of the work in the areas of women’s economic empowerment and private sector engagement for implementing the Women’s Empowerment Principles (WEPs).

Under its Women, Peace and Security (WPS) Portfolio, UN Women Thailand implements two regional programmes. The Empowering women for sustainable peace: preventing violence and promoting social cohesion in ASEAN Countries/Region Programme aims to advance and strengthen the WPS agenda in ASEAN, including preventing violence against women and promoting social cohesion in the region. It promotes women’s participation in conflict prevention, resolution and recovery; and supports ASEAN to become a knowledge hub on WPS and lead the advancement of the WPS agenda in the region. The “PEACEBUILDING IN A PANDEMIC: Empowering Women to Promote Social Cohesion and Prevent Terrorism and Violent Extremism in the Context of COVID-19 in South and Southeast Asia” Programme is to empower women in South and Southeast Asia to build resilient and peaceful communities and prevent extremist violence as well as to mitigate the impact of COVID-19. UN Women Thailand. UN Women Thailand work closely with the Coordination Centre for Children and Women in the Southern Border Provinces (CCCW-SBP), initiated by the Ministry of Social Development and Human Security, the Southern Border Province Administration Centre, UN Women and UNICEF, to advance the WPS commitments in Thailand. The CCCW not only demonstrates the Government’s commitment on CSO engagement in promoting social cohesion and addressing needs of women and children, but also is a mechanism to monitor the implementation to be aligned with international frameworks including UNSC 1325, CEDAW and CRC.

Reporting to the Country Programme Coordinator for Thailand, the Programme Analyst contributes to the effective management of UN Women programmes with emphasis on women, peace and security in Thailand by providing substantive inputs to programme design, formulation, implementation and evaluation.  S/he guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary.  She/he works in close collaboration with the programme and operations team, UN Women ROAP/HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under the portfolio.

Deberes y responsabilidades

1. Contribute technically to the development of programme strategies in the area of Thailand

  • Analyze country context and identify key opportunities and partners to advance the programme planning and implementation focusing on inclusive governance and women, peace and security;  
  • Provide substantive inputs to a detailed country-level work plan development and implementation in line with the approved programme document in close consultation with the Country Programme Coordinator to ensure that it is aligned with the overall direction of the Regional Programme as well as UN Women’s strategic priorities at the country level
  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
  • Identify areas for support and intervention related to the Thailand portfolio. 

2. Provide substantive technical support to the implementation and management of the Thailand Programme with focus on inclusive governance and women, peace and security

  • Provide technical inputs to policy papers and policy recommendations focusing on inclusive governance and women, peace and security; 
  • Lead the implementation of the Women, Peace and Security Programmes and other assigned programme activities;
  • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
  • Provide technical support to partners on Results Based Management and monitor implementation.

3. Provide technical assistance and capacity development to project/programme partners

  • Coordinate and provide technical support in the implementation of programme activities focusing on but not limiting to inclusive governance and women, peace and security;
  • Maintain relationships with national partners to support implementation and expansion of the Thailand programme;
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.

4. Provide technical inputs to the monitoring and reporting of the programme/ project

  • Monitor progress of implementation of activities and finances using results based management tools;
  • Draft reports on monitoring missions, programme results s, outputs and outcomes;
  • Provide substantive inputs to the preparation of donor and UN Women reports.

5. Provide substantive technical inputs to the management of people and finances of the Thailand Programme

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
  • Provide substantive inputs to financial reports.

6. Provide substantive inputs to building partnerships and resource mobilization strategies

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;  
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Participate in donor meetings and public information events, as delegated.

7. Provide technical support to inter-agency coordination on the Thailand Programme to achieve coherence and alignment of UN Women programmes with other partners in the country

  • Provide substantive technical support to the Country Programme Coordinator on inter-agency coordination related activities by drafting background reports and briefs.
  • Provide substantive update to the UN Country Team on gender related issues with a focus on inclusive governance and women, peace and security

8. Provide substantive inputs to advocacy, knowledge building and communication efforts

  • Develop background documents, briefs and presentations related to Thailand focusing on but not limiting to inclusive governance and women, peace and security;
  • Coordinate advocacy strategies and supports relevant, high-impact advocacy activities and campaigns with key partners and their implementation;
  • Coordinate the development of knowledge management methodologies, good practices and lessons learned, and products on Thailand.

Habilidades y experiencia requeridas

Education:

  • Master’s degree or equivalent in international relations, social sciences, human rights, gender/women's studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work experience:

  • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in promoting gender equality and/or inclusive governance
  • Experience in applying the Results-based Management (RBM) principles and approaches in programme planning, monitoring/reporting and implementation
  • Experience in working in the thematic areas of women, peace and security, women economic empowerment or ending violence against women
  • Knowledge on National Action Plan on Women’s Peace and Security and UNSRC 1325 is an advantage
  • Experience in promoting social cohesion in local communities preferred
  • Knowledge on Thailand’s national priorities and legislations is an advantage.
  • Previous experience working in the UN system is an advantage.
  • Experience coordinating and liaising with government agencies, civil society organizations and donors is an asset.

Language requirement:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.
