The Climate Security Mechanism in the Andean Region and Climate Security Risk Dashboard (CRD)
The Climate Security Mechanism (CSM- jointly established by UNDP, UNEP and DPPA in 2018) seeks to strengthen the capacity of the UN system to address the interlinkages between climate change, prevention and sustaining peace, including by leveraging existing experience and expertise across the different pillars of the United Nations (UN) system. Building the collective evidence base on climate-related security risks and closing knowledge gaps form critical parts of this work. CSM supports work in the regions including the Andean States Region.
Following severe droughts and conflict of recent years, the Andean States may now face the largest migration crisis in world. The recent emergence of COVID-19 has now compounded risks related to governance, socio-economic development, social cohesion and food security, and undermined the capacity of States and communities to adapt to climate change. Additionally, there are disparities in how climate risks will be felt – requiring an equity and justice lens.
To ensure that UN Country Teams, field missions, and other partners in the region, with a focus on Bolivia, Colombia, Ecuador and Peru are fully supported with data, analytics and capacity to deliver on assessing and addressing climate-related security risks in this context, the Climate and Environmental Data Analyst, in collaboration with UNDP Crisis Bureau, the Regional Bureau for Latin America and Caribbean, and DPPA, will develop and implement a Sub-regional Crisis Risk Dashboard (CRD) – a risk tracking system for early warning. The CRD will serve as a tool to inform regular context analysis on the part of a Senior Policy Expert working in the project, as well as UNDP programme design, development and adaptation in the face of crisis-related risks. As such, a sub-regional approach is needed to map and analyze prioritiy areas, strengthen early warning capacities, including transboundary effects as intersecting climate and conflict/prevention risks are not confined by national borders.
The CSM members and CSM and the Conflict Prevention, Peacebuilding, and Responsive Institutions, Crisis Bureau/ Climate Change Team/BPPS UNDP will provide overall oversight. The Consultant will report directly to the Climate and Security Risk Policy Specialist in Conflict Prevention, Peacebuilding, and Responsive Institutions, Crisis Bureau/ Climate Change Team/BPPS UNDP with close coordination with the Regional Hub in Panama and COs in the Andean Region.

Scope of Work
To deliver on this mapping and analysis, assessment, the UNDP/CSM in coordination with the UNDP Regional Bureau for Latin America & Caribbean and Country Offices and other key partners in Andean state region, propose the below objectives and corresponding scope of work for this assignment.
Support the mapping, analysis on climate security trends, and strengthen early warning capacities (30%)
Collaborate with UNDP Early Warning Team to develop a Crisis Risk Dashboard for the region, including offering technical advice on functionality (30%)
Support the synthesis of results and channel appropriate inputs into National Adaptation Plans (NAPs), Disaster Risk Reduction (DRR) strategies, Common Country Assessments (CCAs), UN Sustainable Development Cooperation Frameworks (UNSDCFs) and other relevant national and regional action plans/strategies (20%)
Develop guidance and training materials on the application of Crisis Risk Dashboard and templates for information products (20%)
