Antecedentes
Since 1993 UNDP has been assisting the government of Ukraine in developing solutions for the transition from a planned to a market economy and for establishing democratic systems. UNDP’s engagement and partnership with national and sub-national institutions has been a catalyst for laws and policies as well as strengthening institutions in preparing the country for deeper global integration. One of the key areas that UNDP Ukraine has been assisting the Government of Ukraine has been in the area of environment and sustainable energy. Sustainable Energy means the provision of energy such that it meets the needs of present generations without compromising the ability of future generations to meet their own needs. Different renewable energy technologies such as wind, solar, hydro, geothermal, and biomass can all be considered as technologies that promote sustainable energy.
UNDP has developed a new strategy on sustainable energy for 2017-2021 entitled “Delivering Sustainable Energy in a Changing Climate”. This strategy articulates – for the first time - UNDP’s role, guiding principles, added value and priorities in supporting countries advance their SDG #7. UNDP’s new strategy on sustainable energy focuses on three main action areas:
1. Increasing access to affordable, reliable and sustainable energy;
2. Increasing the global rate of improvements in energy efficiency; and
3. Increasing the share of renewable energy in the global energy mix.
Areas of UNDP key work in this region related to sustainable energy in the Europe and CIS region include promoting energy efficiency in public and residential buildings, promoting energy efficient lighting, supporting the development of climate smart and resilient sustainable cities, reducing barriers and providing de-risking support for new investments in renewable energy (in particular wind , solar, and biomass energy), and supporting technical assistance activities that promote new investments in sustainable transport. In Ukraine, UNDP has previously supported initiatives on energy-efficiency using ESCOs (in Rivne), related to energy efficient lighting (throughout all Ukraine), and at the local level (through the community-based approach). Key donors and partners for these projects have included the Global Environment Facility (GEF) and the European Union (EU). Currently, the UNDP sustainable energy portfolio in Ukraine consists of one ongoing project related to energy efficiency in public buildings (EEPB project), focusing on the ESCO modality and on the implementation and replication of energy management information systems (EMIS).
The Energy and Environment portfolio at UNDP Ukraine now seeks strategic leadership to help better define the direction of the portfolio and to strengthen the ability of the projects to meet their overall objectives and outcomes. For this reason, UNDP Ukraine now seeks to hire a senior, seasoned and experienced international consultant to work as an international Chief Technical Advisor to lead and guide the portfolio, reporting to the management of the UNDP Ukraine office, managing the projects currently under implementation by guiding and leading the project managers of these projects, and through the support for the development of new initiatives. It is required that the international CTA should have prior experience in managing or advising international technical assistance projects related to sustainable energy.

Objectives of the assignment
The main objective of the assignment is supervision and provision of guidance to the project managers of all (current and future) UNDP Ukraine projects under the Energy and Environment portfolio in Ukraine. The international consultant will work closely with the Energy and Environment Team Leader.
Scope of services
The key role of the international CTA will include support for developing an enhanced strategic vision, strengthened project oversight, and successful resource mobilization:
- Strategic Vision – developing and managing the implementation of the strategic vision for the UNDP Ukraine sustainable energy portfolio;
- Project Oversight – providing high level technical oversight support to ongoing UNDP GEF sustainable energy projects in Ukraine, which includes support for adaptive management meaning altering activities and outputs of projects to better meet the overall project objectives and outcomes. Special focus will be put on the GEF funded EEPB project oversight and management;
- Resource Mobilization – supporting the EE team leader in playing a leading role in developing new proposals or initiatives related to sustainable energy for UNDP Ukraine, working closely with UNDP Ukraine Country Office and project staff and with other international and national consultants.
Measurable outputs of the work assignment/deliverables
Deliverable 1: Needs assessment and workplan for the assignment, covering the key projects in the portfolio for 2020 - 30 May 2021;
Deliverable 2 – 1st progress report, including summary of progress achieved towards restart of EEPB and signing of EIB contract including detailed review of progress in supporting growth of portfolio - 30 Jun 2021;
Deliverable 3 – 2nd progress report, including summary of progress achieved towards approval of livestock project and outline of business development opportunities - 31 Jul 2021;
Deliverable 4: 3rd Progress report including update on progress of launch of Livestock report, implementation of restarted EEPB project, signing progress of EIB project - 15 Sep 2021;
Deliverable 5: 4th progress report, reviewing impacts of portfolio, year-on-year comparison, signing of EIB project, progress on business development - 30 Oct 2021;
Deliverable 6: Final report on the assignment, outlining clearly lessons learned and recommendations for future actions -15 Dec 2021.
Management arrangements
As a senior international consultant, this position will report to the Deputy Resident Representative with day-to-day collaboration with the Energy and Environment Team Leader. The International Senior Consultant will provide written monthly reports on the progress of activities and the key challenges and opportunities and deliverables reports as required.
The international senior consultant will be responsible for the strategic level guidance of the project managers working on mitigation and energy efficiency under the energy and environment portfolio in Ukraine. The international consultant will work closely with the Energy and Environment Team Leader.
Monitoring requirements / Terms of payment
The Consultant will work under the overall supervision of the Deputy Resident Representative and Energy and Environment Team Leader. The Consultant will interact with UNDP to receive any clarifications and guidance that may be needed. The Consultant will duly inform UNDP of any problems, issues or delays arising in the course of implementation of assignment and take necessary steps to address them.
UNDP will be the final authority to control the quality and evaluate the work. The satisfactory completion of each of the deliverables shall be subject to the endorsement of the Team Leader. Each deliverable will be delivered in a draft for comments and feedback before finalisation. No reports or documents should be published or distributed to third parties without the approval of UNDP.
All reports and results are to be submitted to the UNDP in electronic form (*.docx, *.xlsx, *.pptx, and *.pdf or other formats accepted by UNDP). The language of the materials and reports is English.
UNDP will provide payment upon provision of each deliverable duly certified by UNDP in accordance with the schedule below:

Required experience and qualifications
- University degree (at least Bachelor's) relevant to the thematic area (e.g. Environment, Energy, Science, Physics, Climate Change, Business, Economics, Law, Engineering, or other relevant degree).
- At least 10 years of proven working experience relevant to the selected thematic area of climate change mitigation including both energy efficiency and renewable energy in Europe, CIS countries and Ukraine;
- At least 3 years of experience managing or advising sustainable energy projects for UNDP or another international organization;
- At least 5 years of experience with financial support mechanisms;
- At least 5 years of the previous experience of working with GEF projects in the area of climate change mitigation;
- Fluency in spoken and written English is a must,
Computer skills:
- Full IT literacy;
- Ability to operate with on-line web-based applications.

Financial Proposal
- Lump sum contract
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (please, refer to Section 4 Measurable outputs of the work assignment/deliverables). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of Cost by Components.
Evaluation Criteria
• Advanced university degree relevant to the thematic area (e.g. Environment, Energy, Science, Physics, Climate Change, Business, Economics, Law, Engineering, or other relevant degree). 15 points max {10 pts, – Master; 15 pts – PhD};
• At least 10 year of experience in climate change mitigation including both energy efficiency and renewable energy in Europe, CIS countries and Ukraine. 14 points max {10 pts. – 10 years; 14 pts. – more than 10 years};
• At least 3 years of experience managing or advising sustainable energy projects for UNDP or another international organization. 23 points max {15 pts. – 1 year; 20 pts. – 2 years; 23 pts. – 3 years of experience};
• At least 5 years of experience with financial support mechanisms. 5 points max {3 pts. – 3 years; 4 pts. – 4 years; 5 pts. – 5 years};
• At least 5 years of the previous experience of working with GEF projects in the area of climate change mitigation. 5 points max {3 pts. – 3 years; 4 pts. – 4 years; 5 pts. – 5 years};

When using this weighted scoring method, the award of the contract should be made to the individual contractor whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates that meet a passing score of 70% (49 points) for the technical evaluation will be considered and invited for an interview.
