The economic and social impact of COVID-19 in Iran is unprecedented – and women-headed households are particularly vulnerable. The COVID-19 pandemic has indeed compounded the challenges that were already in place due to unilateral economic sanctions and fluctuations in the oil market. Up to 15% of the Iranian GDP might decline due to the impact of the pandemic, directly affecting 50% of the Iranian workforce. The bottom 40% of the income decile groups are among the most adversely impacted; among those, a significant proportion of the 3 million women-headed households in the country are particularly vulnerable. The crisis is also contributing to the widening and deepening of inequalities – including social inequalities. Micro and small enterprises in the formal and informal sector (including those headed by female entrepreneurs) have been among the most severely affected by the pandemic – as they had very limited means to cushion the impact compared to larger enterprises. Micro, Small and Medium Enterprises (MSMEs) constitute over 85 per cent of all businesses in Iran; although the income they generate is approximately 19 per cent of what is generated by larger enterprises, MSMEs employ approximately 80 per cent of the Iranian workforce. Women, in particular, have been among the worst hit – partly due to the fact that they tend to be overrepresented in the labour force of some of the sectors hardest hit by the pandemic, such as retail and hospitality/ tourism.

To address the above challenges, and under the overall programmatic umbrella of UN Iran’s Joint Socio-Economic Recovery Programme (SERP), and UNDP’s Rapid Socio-Economic Response (RASER), Iran has launched the initiative “Digitally Enabled, Digitally Equipped: Empowering MSMEs to Recover from the COVID-19 Pandemic”, with corporate funding support.

The overall purpose of these corporate seed resources is to help strengthen the overall programmatic offer of UNDP Iran on job-generation/livelihoods and MSME promotion, in line with UNDP’s corporate COVID 2.0 offer: this will be achieved by adding an in-depth ‘digital chapter’ to RASER and UN SERP, leveraging to the extent possible, existing tools, field presence, networks and service providers under ongoing initiatives.

The key tasks of the consultant for Implementation of” Support and Coordination of digitally enabled and digitally equipped” project is categorized based on the following areas:

• Project management: Support the implementation of the project, networking and building relationships with target group communities and digital marketing platforms

• Sourcing: Support developing required Terms of references (ToR) including hiring entities, contractors, trainers and etc. during project implementation.

• Monitoring: Follow up the activities and interventions related to the project

• Reporting: Prepare on-demand progress reports for UNDP County Office, Regional Office, and related national partners.

• Day to day follow up with local target communities on project’s progress as well as monitoring planned/conducted training and coaching sessions to assure the quality.

• Coordinate meetings with related national partners, national and international consultants, contractors, and stakeholders.

• Support the procurement process of Digital equipment as per outcome 3 (based on the needs assessment results)

• Monitor the project’s technical and financial progress in the areas set out above, including delivery of tasks and reports assigned to the contractors, reviewing their reports and provide feedback.

• Conducting a pre and post baseline survey and develop repots based on the collected data (impact illustration)

• Work closely with relevant Programme Staff to ensure UNDP systems (ERP)-related and other administrative and finance-compliance related tasks are undertaken in a timely manner in line with Corporate Policies and Procedures

• Engage with other units for guidance on corporate requirements on related tasks, including reporting, and with UNDP’s Communications & Partnerships unit to produce and disseminate relevant communication material for this initiative.

• The consultant will prepare analytic reports on the project achievements.

The Consultant is required to have the following eligibility criteria:

Mandatory Qualifications:

• Previous experience in project management

• Expertise in the field of development project implementation/coordination.

• Very good command of communications and client ordination skills.

• Minimum BSc degree in business management, regional planning, economic, international relations, international business and other relevant.

• Very good command of verbal and written Farsi and English.

Desirable Qualifications:

• Familiarity with UNDP projects and procedures
