Antecedentes

Malaysia has been a Party to the Montreal Protocol on Substances that Deplete the Ozone Layer since 1989 and is currently in Stage II of its national HCFC Phase-out Management Plan (HPMP). The HPMP Stage-II project comprises of a combination of interventions such as technology transfer investments, policies and regulations, technical assistance, training and capacity building, education and monitoring in various HCFC consuming sectors, to be implemented from 2017 to 2023. This plan builds on activities completed in HPMP Stage-I project.

Upon successful completion, the plan will result in net sustainable reductions of minimum 146.24 ODP tonnes (2,049.54 MT) in the national HCFC consumption by the year 2023 – contributing to Malaysia’s compliance with the post-2015 control targets for HCFCs under the Montreal Protocol. 

The objectives of Malaysia’s HPMP Stage-II project are as below:

• To facilitate Malaysia’s compliance to HCFC consumption control targets with minimal impact on the national economy, natural environment, and occupational health;

• To implement a combination of interventions such as technology transfer investments, policies and regulations, technical assistance, training and capacity-building, education and monitoring in HCFC-consuming sectors to achieve sustainable reductions in HCFC consumption.

Deberes y responsabilidades

The objective of this verification is to confirm Malaysia’s achievement in reducing the consumption of HCFC as per the targets specified in the agreement between the Government of Malaysia and the Executive Committee  (Ex-Com) of the Multilateral Fund (MLF) for implementation of the Montreal Protocol, in accordance to Clause 5(b) which states that achievement of targets have to be independently verified unless the Ex-Com decided that such verification would not be required.

Therefore, in view of the upcoming submission of the third tranche request to the MLF Secretariat for review of the Executive Committee, a verification report on the achievement of consumption targets for Malaysia for the year of 2019 and 2020 needs to be prepared and submitted for review along with the third tranche request.

The scope of the verification should include:

1. Review of HCFC consumption for the years 2019 and 2020 in line with the Guidelines issued by the Multilateral Fund (as per Annex A https://www.my.undp.org/content/dam/malaysia/docs/Procurement/Annex A.pdf ).
2. Confirmation of satisfactory implementation of licensing and quota system in accordance with national regulations for compliance with HPMP II targets. This shall include documentation of process and institutions involved, including procedures associated with collecting data from importers, customs codes for HCFCs, and mechanisms for monitoring and controlling overall HCFC consumption limits to stay within national compliance targets. The consultant should also confirm the process of reconciliation of import data with actual imports for a sample of importers.

IMPLEMENTATION ARRANGEMENTS

The Technical Expert will report to and seek approval and/or acceptance of outputs/deliverables from the Head of Sustainable and Resilient Development of UNDP Country Office in Malaysia.

The Technical Expert is expected to liaise/interact/collaborate/meet with National Ozone Unit (NOU), Department of Environment Malaysia, Royal Custom Malaysia, etc. for data review and all relevant matters.

EVALUATION TIMEFRAME

The assignment will require 20 working days, according to the following plan:

DUTY STATION

The technical expert will be home-based with meetings with NOU, Royal Custom Malaysia, etc. in Kuala Lumpur and Putrajaya. Any travel outside Kuala Lumpur, if any, will be paid separately as per UNDP rules, upon approval of official travel by UNDP.

Habilidades y experiencia requeridas

Education:

• Bachelor’s Degree in chemistry, chemical engineering, environmental engineering, science or relevant degree. Master’s Degree in relevant discipline is desirable. (10 points)

Experience:

• At least 5 years of experience in monitoring, verification, auditing and/or oversight activities, preferably UN funded and/or vertical fund projects (15 points)
• Good understanding of Montreal Protocol policies and its associated HCFC phase-out projects and industrial sectors (such as the Refrigeration & Air-conditioning and PU Foam sector), and/or environmental policy (25 points)
• Knowledge of national regulations and procedures relating to import-export of zone Depleting Substances (ODS) (10 points)
• Past success in execution of verification work as per Montreal Protocol guidelines will be highly regarded (10 points)

Language:

Language required for this assignment is English and Malay.

EVALUATION METHOD AND AWARD OF CONTRACT

• Only applications which are responsive and compliant will be shortlisted for technical evaluation;
• Offers will be evaluated according to the Combined Scoring method – where the technical criteria will be weighted at 70% and the financial offer will be weighted at 30%;
• The technical criteria including education and experience will be based on a maximum 70 points. Only the top 3 candidates scoring 50 points or higher from the technical proposal review will be considered for financial evaluation;
• Financial score (max 30 points) shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal of those technically qualified;
• The financial proposal shall specify an all-inclusive fee and including breakdown per deliverable and all costs components required to perform the deliverables identified in the TOR, including professional fee, in-country travel costs, living allowance and any other applicable cost to be incurred by the National Consultant in completing the assignment.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal must additionally include a breakdown of this daily fee (including number of anticipated working days and all foreseeable expenses to carry out the assignment);
• Applicant receiving the Highest Combined Score and has accepted UNDP’s General Terms and Conditions will be awarded the contract.
