Travel:

UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Office/Unit/Project Description 

The Constitution of Nepal, 2015 turned Nepal into a federal state with three levels of government with the intent of transforming the country from a centralized unitary state into a federal country and to ensure economic equality, prosperity and social justice. The Constitution marks a fundamental paradigm shift in the system, structure and functioning of sub-national governance in Nepal. The move from a unitary to a federal structure of governance requires massive reorientation of the institutions, systems, work cultures and styles of functioning.

The Provincial and Local Governance Support Programme (PLGSP) is the national flagship programme of the Government of Nepal (GoN) to build institutional, organizational and individual capacity at all levels of government, with special focus on the provincial and local levels. The goal of the Programme is to attain functional, sustainable, inclusive and accountable provincial and local governance. The Programme aims to contribute to delivery of quality services at provincial and local levels, promote better local infrastructure and enhance economic prosperity. The Programme will achieve 14 outputs under the following three outcomes:

- Government institutions and inter-governmental mechanisms at all levels are fully functioning in support of federal governance as per the Constitution; 

- Provincial and local governments have efficient, effective, inclusive and accountable institutions; and

- Elected representatives and civil servants at provincial and local governments have the capacity and serve citizens to their satisfaction. 

The PLGSP is the GoN’s national framework programme for capacity development under the federal system. The PLGSP shall provide a coherent approach to capacity development for the provincial and local governments. The Programme will establish a common framework for coordination and coherence of all governance-related programmes at the provincial and local levels and accommodate other donor-funded programmes. 

The Ministry of Federal Affairs and General Administration (MoFAGA) is the executive agency of the Programme. The seven provincial governments, the 753 local governments, the restructured Local Development Training Academy (LDTA), seven provincial-level training centres (Provincial Centres for Good Governance) and Financial Comptroller General Office (FCGO) are the implementing agencies of the Programme. The Programme is co-financed by the Government of Nepal and the following development partners (DPs); the Department for International Development (DfID) of the United Kingdom, the European Union (EU), the Government of Norway, the Swiss Agency for Development and Cooperation, the United Nations. 

MOFAGA is partnering with UNDP to receive Technical Assistance (TA) for the implementation of the Programme. As the first step, a key priority of the TA is recruitment of TA staff, their capacity building and knowledge enhancement, including orientation and continuous backstopping support in coordination with the Programme Management so that they deliver on the intended outputs.

This Terms of Reference (ToR) describes the functions and responsibilities of the assignment, expected results, and qualifications/experience and competencies and selection criteria required of the Federal Governance Specialist cum Development Partners Coordinator in PCU. The position will provide high-level technical advice and expertise to MoFAGA, the DPs and UNDP for the implementation of the PLGSP. S/he shall also ensure effective and efficient coordination among DPs, and between the MoFAGA and DPs.

The incumbent will report to the Deputy Resident Representative of UNDP for administrative matters who will be the primary supervisor of the incumbent. However, s/he will report to the National Programme Director (NPD), through the National Programme Manager (NPM) in programme related matter.

Deberes y responsabilidades

1) Provide high quality technical support, including programme follow-up and quality assurance, to enable successful implementation of PLGSP.

2) Contribute directly to the achievement of PLGSP outputs, output one: Federal level institutions develop legislations and policies to support Provincial and Local Governments in a consultative manner,  and output two: Federal level institutions develop tools and systems to support PLGs in a consultative process

3) Contribute to ensuring mainstreaming of Gender Equality and Social Inclusion (GESI) throughout programme interventions.

4) Support in developing the PLGSP as the framework programme on sub-national governance support.

5) Ensure effective and efficient coordination among Development Partners (DPs) and between DPs and the Ministry of Federal Affairs and General Administration (MoFAGA).

6) Perform any other tasks assigned by the concerned authorities of the PCU and UNDP

 

1. Provide high quality technical support, including programme follow-up and quality assurance, to enable successful implementation of PLGSP

• Provide overall strategic advice to MoFAGA to ensure quality the implementation and effective coordination among the different components of the Programme,

• Provide technical support to NPD, NPM and PLGSP TA staff, in the development and implementation of Annual Strategic Implementation Plan (ASIP),;

• Provide support to the at PCU specialists in preparing agenda and minutes of the meetings of the governing bodies such as  National Executive Committee (NEC) and National Steering Committee (NSC) as well as consolidated progress reports;

• Provide technical support to PCU in preparations for NEC, NSC, National Fiduciary Risks Advisory Sub Committee and Technical Assistance Sub-Committee (TASC) meetings; 

• Assist NPD/NPM in identifying areas where PLGSP requires external national and international TA, including by drafting or editing Terms of References, providing support during implementation, and assisting in translating TA recommendations into action;

• Review select documents such as the progress reports, reviews, and briefs prepared by the TA staff to ensure high quality;

• Extract learning and policy lessons from the PLGSP and support the PLGSP management, as requested, in channelling them as inputs into policy discussions with federal, provincial and local governments and administration in Nepal;

• Support the PLGSP management in the organization of key PLGSP meetings (e.g. NSC, NEC Technical Assistance sub-committee, TASC) including in the preparation of the agenda and minutes,

Contribute directly to the achievement of PLGSP Outputs one:  Federal level institutions develop legislations and policies to support Provincial and Local Governments in a consultative manner; and output two: Federal level institutions develop tools and systems to support PLGs in a consultative process.

• Provide high quality technical inputs and advice to MoFAGA and concerned federal ministries and agencies, through the PCU, in the drafting and review of laws and policies relating to the concurrent functions, 

• Provide high quality technical inputs and advice to MoFAGA and concerned federal ministries and agencies, through the PCU, in preparing and reviewing tools and systems, and related guidelines to the provincial and local governments (PLGs), 

• Bring in international experience and expertise to the Programme  in the areas of inter-governmental relations in federal Nepal taking reference to the international policies and practices, and provide technical support to help establish new mechanisms or strengthen existing mechanism of inter-governmental relations,

• Ensure that the TA staff working in the Provincial Programme Implementation Units (PPIU) and PCGGs are properly oriented on the relevant laws, policies, plans, tools, systems and guidelines issued by the federal government;

• Provide capacity support to the federal level institutions, as required,   in preparing policy guidelines to the PLGs;

• Support the conduct of necessary capacity building initiatives to the concerned authorities of the federal government to achieve the above outputs.

 

3. Contribute to ensuring mainstreaming of Gender Equality and Social Inclusion (GESI) throughout programme interventions

• Provide necessary technical assistance and direction on strategic and policy issues to strengthen GESI initiatives across the PLGSP, in close collaboration with the GESI Specialist of the PCU.

• Ensure GESI principles are substantially incorporated in policy notes and briefs of government and DPs; 

• Support NPM/NPD to ensure that GESI is strongly considered in the management of the Programme; 

• Provide advice and direction on strategic and policy issues to strengthen GESI initiatives in the ASIP and implementation strategy;

• Liaise with the UNDP Country Office Gender Specialist as needed for effective implementation of the GESI strategy and other guiding tools.

 

4. Support in developing the PLGSP as the framework program on sub-national governance support.

• Support the PLGSP management in establishing the PLGSP as the framework programme on sub-national governance support;

• Develop profiles and briefing notes of the programme and key programme initiatives on governance and capacity development of the PLGs and update them periodically;

• Provide advice and support to the PLGSP management to coordinate between the PLGSP and other programmes/projects/initiatives on governance and capacity development of the PLGs; 

• Facilitate the development of a platform for exchange of information, ideas, good practices, and lessons learnt between PLGSP and other governance-related programmes/projects/initiatives;

• Provide advice and support to the PLGSP management in communicating the applicable policies, knowledge products, guidelines, resource books, and other GoN resources to the concerned actors and DPs working on provincial and local governance;

• Support NPM and NPD in the coordination between the Programme and other international DPs working on sub-national governance, including support to the PPIUs and PCGGs in coordinating with the DPs working in their respective jurisdictions.

 

5. Ensure effective and efficient coordination among Development Partners (DP) and between DPs and MoFAGA:

• Support regular coordination between GoN and DPs to ensure timely implementation of the programme;

• Actively seek to resolve programmatic issues by discussing possible solutions with MoFAGA, Joint Financing Agreement (JFA) partners, UNDP and other UN agencies, and DPs working on sub-national governance, promoting effective dialogue between all concerned stakeholders;

• Discuss priorities and issues with MoFAGA on a weekly basis and identify any issues that requires DPs attention;

• Support the DPs’ participation in the PLGSP meetings by identifying key issues and facilitating discussion on these issues among DPs prior to the meetings;

• Participate in key PLGSP meetings in coordination with NPM and share key news and issues that require attention with DPs and MoFAGA; 

• Support the formulation of common approaches and messages among DPs;

• Ensure effective information flows between PLGS and the DPs, notably through the drafting of monthly updates on programme-related activities, progress and issues and circulating them to the PLGSP DPs;

• Draft and circulate periodic spotlight reports on key programmatic areas that DPs or MoFAGA identify as requiring further discussion, attention and reflection; 

• Support to develop the interface between the Government and the DPs to coordinate and liaise between them, to update the DPs about progress and issues of the programme implementation on a regular basis;
