Antecedentes

The UN Agencies active in Palestine (UN Country Team) requested the one UN HR group to establish a One UN Roster that is made of the most frequently required positions. The following Generic Vacancy Announcements support the establishment of this One UN Roster. The Roster will be a list of pre-vetted, highly qualified candidates, and it serves the purpose of fast-tracking recruitment processes as positions become available. After a rigorous selection process, successful candidates will be placed in the respective One UN Roster for a period of 24 months. While placement on the Roster does not guarantee a position, it is going to be an important resource for filling future vacancies. Candidates placed on the Roster will be reviewed when a relevant position becomes available and if found suitable, are offered placements through a direct selection process.

This Generic Vacancy Announcement serves the purpose of creating a One UN Roster in Palestine. The Roster will be used to expedite the hiring of personnel whenever UNDP on request of an executing UN entity, or where UNDP itself needs personnel contracting services in the respective area.

This Generic Vacancy Announcement is exclusively intended for ICT Assistant Service Contract positions at SB3 level in any UN entities operating in Palestine. Deberes y responsabilidades

Summary of key functions:

1. Implementation of ICT management systems and strategies

2. Effective functioning of the CO hardware and software packages

3. Support to networks administration 

4. Provision of web management services

5. Provision of administrative support

1. Supports implementation of ICT management systems and strategies, focusing on achievement of the following results:

Compliance with corporate information management and technology standards, guidelines and procedures for the technology environment.

Support to the use of the ERP system functionality for improved business results and improved client services.

2. Ensures effective functioning of the country office hardware and software packages, focusing on the achievement of the following results:

Performance of specific technical functions, including changing of hardware electronic components (disks, memories, network wiring, power sources, etc.) and routine repairs 

Perform routine deployments of server hardware and software, including testing and the

identification of problems, to contribute to the effective functioning of technology.

Install commercial and in-house developed software and related upgrades.

Install, operate and maintain telecommunications systems and equipment, to ensure optimal

services in compliance with standard operations procedures.

Assistance in upgrading patch and anti-virus programs on a timely basis.

Monitoring of file server traffic, usage and performance on a frequent and regular basis.

Support to users in backing up and restoring their files, as well as in virus detection, removal and prevention. 

Respond to a variety of queries about technology and systems in order to assist country office staff to deliver their services.

3. Supports networks administration, focusing on achievement of the following results:

Assistance in trouble-shooting and monitoring of network problems.

Response to user needs and questions regarding network access.

Assistance in backup and restoration procedures for local drives. Maintenance of backup logs. Assistance to organization of off-site storage of backups. 

Carry out system maintenance tasks, such as performing monitoring tasks, running system

Diagnostics, and system optimisation, to ensure they are running effectively and enable easy and efficient use.

4. Provides web management services, focusing on achievement of the following results:

Support to the maintenance of the CO websites and Intranet.

Trouble-shooting and monitoring of websites for UNDP and other UN agencies upon request and preparation of bills for cost recovery for the service provided.

5. Provides administrative support, focusing on achievement of the following results:

Maintenance of an up-to-date inventory of software and hardware.

Maintenance of a library of ICT related reference materials.

Maintenance of the inventory and stock of supplies and spare parts in cooperation with the Procurement Unit. 

Maintenance of the filing system ensuring safekeeping of confidential materials.

Extraction of data from various sources.

Research and retrieval of all data from internal and external sources; preparation of statistical charts, tables and reports as required.

Provision of ICT support to key events.

6. Perform other duties within the functional profile as assigned and deemed necessary for the efficient functioning of the office

Habilidades y experiencia requeridas

Education:

  • Secondary education with relevant certifications in hardware and software management and application. University Degree in Computer Science desirable, but it is not a requirement. 
  • Cisco Certified Network Administrator (CCNA) and Microsoft Certified Professional (MCP) or Microsoft Certified Systems Engineer MCSE is preferable.

Experience:

  • Minimum 4 years of relevant working experience, including network administration, management of hardware and software platforms, telecommunications facilities, knowledge of Windows-based packages/applications.
  • Familiarity with UN administrative and financial regulations, rules and procedures would be an asset.

Language Requirements:

Fluency in both Arabic and English, written and spoken.
