Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women takes a lead role in helping to drive commitment and action on gender equality, women’s rights and women’s empowerment as the imperative of our time. Such leadership is especially urgent at a time when Member States of the United Nations and all stakeholders have committed to accelerated implementation of the Beijing Declaration and Platform for Action, in the context of the fact that no country has fully achieved gender equality and the empowerment of women.

In view of the crucial contribution of civil society organizations in the advancement of gender equality, women’s empowerment and women’s rights, the role of civil society and the women’s movement as partners, supporting UN Women’s leadership, is fundamental in the full realization of gender equality, women’s rights and women’s empowerment. UN Women’s unique and critical role in engaging civil society and partnership building with women’s organizations as stakeholders to achieve gender equality and women’s empowerment is a key driver in helping UN Women achieve its strategic goals and fulfil its organizational mandate.

2020 marked the twenty-fifth anniversary of the Fourth World Conference on Women and adoption of the Beijing Declaration and Platform for Action (BPfA). UN Women is playing a leading role in the acceleration of the Beijing+25 process by convening civil society and other stakeholders through the Generation Equality Forum, assessing current challenges that affect the implementation, including the impact of COVID-19, and contributing towards the full realization of the 2030 Agenda for Sustainable Development through a gender perspective.

Among the key elements of the acceleration plan is an intersectional and intergenerational approach and an enabling environment that ensures an expanded civic space for civil society to work in.

Under the general guidance of the Director of the Civil Society Division, and the supervision of the Deputy, the Advocacy Specialist is responsible for strengthening civil society contributions to the realization and implementation of the Beijing Platform for Action, the Sustainable Development Goals Agenda, normative and other processes including the UN Secretary General’s call to the UN system to strengthen its work on civic space and intersectionality.

Deberes y responsabilidades

Provide advocacy and outreach support:

  • Develop civil society advocacy strategies and initiatives in line with the Civil Society Division annual workplan;
  • Conduct digital advocacy, outreach and knowledge-sharing efforts supporting UN Women’s strategic approach to civil society partnerships;
  • Craft user-friendly and concise online communications and advocacy messages;
  • Produce advocacy and knowledge products, e.g. fact sheets, brochures and reports;
  • Develop a series of ongoing activities to facilitate regular dialogues with key civil society partners, including through webinars with users, and develop tools for increasing active participation of users, through an intersectional and intergenerational lens;
  • Coordinate the management of users, collect user feedback and analyse usage statistics to evaluate and improve outreach strategies and technologies.

Strengthen and support the work on expanding civic space:

  • Provide technical support to the development and management of the implementation of strategies on expanding civic space;
  • Liaise with OHCHR and other UN entities on the SG’s Executive Committee decision on expanding civic space, including as liaison of the UN system wide task force;
  • Serve as liaison within UN Women on the implementation of the SG’s civic space strategy, including through supporting the country pilot programmes; work in close partnership with the Programme, Policy and Intergovernmental Division (PPID);
  • Provide technical and coordination support in implementation of the UN Women WHRD (Women Human Rights Defenders) internal guidance note (reflecting women in all their diversities);
  • Participate in UN system wide CSO planning processes (e.g. Non-Governmental Liaison Services meetings) to ensure coordinated work on civic engagement.

Strengthening the work on intersectionality:

  • Provide technical support to the development of and manage the implementation of a strategy on intersectionality;
  • Address impediments to sharing information and the flow of knowledge; facilitate key stakeholders’ demand and supply of knowledge;
  • Conduct research to find the knowledge and information products needed to prompt dialogue and propose development of new products where gaps exist;
  • Advise the Civil Society Division in outreach and knowledge sharing technologies to enhance the Section’s strategic interaction with a diverse group of partners;
  • As a critical part of the intersectional lens, manage the implementation of the strategy on racial justice and ensure it continues to develop according to the needs of the organisation;
  • Support the management of the LGBTI Informal Reference Group (in partnership with PPID).

Key Performance Indicators:

The key results have a major impact on the overall effectiveness of UN Women’s outreach to and strategic alliances with civil society, leading to enhanced impact of the Organization on gender issues and the achievement of equality between women and men.

Functional Competencies:

Habilidades y experiencia requeridas

Education:

  • Master’s degree or equivalent in gender studies, human rights and/or other social science related educational degrees.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of 5 years of demonstrated professional experience in the field of gender equality and human rights;
  • Experience in sustaining effective relationships with diverse civil society;
  • Experience in ensuring an intersectional and intergenerational approach to the advancement of the gender equality agenda
  • Experience in working in a multicultural and web-based environment;
  • Experience in partnerships with civil society.

Languages:

  • Fluency in English is required;
  • Knowledge of another UN working language is an asset.
