Country Infrastructure Development Initiative (CIDI) is a joint initiative of the interested local and cantonal governments in Bosnia and Herzegovina with the aim to support projects relating to targeted upgrade in essential communal infrastructure. The CIDI project will primarily focus on improvements in underperforming and underfunded segments of municipal public services delivery, as well as the establishment of new public services previously unavailable to the local population. In particular, the project will focus on improving water supply and sanitation, alongside health and education facilities for targeted local communities.

The purpose of the engagement is to provide quality assurance and close monitoring of the construction works within the Elimination of Architectural Barriers in Canton Sarajevo project.

Deberes y responsabilidades

Under the direct supervision of the Local Development Project Manager, the Consultant will undertake following tasks:

Task 1. Provide technical support to the Project team during implementation of the project activities

  • Regular communication with partner Municipalities in Canton Sarajevo in which the project activities are implemented regarding issuance of relevant permits;
  • Maintaining regular contacts with the beneficiary institutions, providing technical and administrative support and guidance in the process of applying for relevant permits as required by relevant Municipality service.
  • Coordination of the design development process by closely monitoring the work of the design companies selected by UNDP for development of preliminary and main designs for beneficiary institutions.
  • Undertake a thorough inspection of the design documentation developed by the design company for beneficiary institutions, including technical descriptions, calculations, drawings, BoQ, cost estimates.
  • Undertake field visits to the construction sites during design development phase along with the designer to get familiar with the scope of expected intervention and current condition of the building to make sure that the design fits the real conditions on the site.
  • Advise the designer in terms of the most appropriate technical solutions for individual construction sites.
  • Undertake detailed analyses of unit prices for the works specified in the BoQ. Adjust the cost estimate to fit current market prices for this type of the works.
  • Confirm that the design documentation is in accordance with technical standards applicable for this kind of works and level of the design, as well as that design content is in line with national regulations through individual reports.
  • Provide bi-weekly progress reports to the Project manager.

The estimated level of effort for this task is 30 expert/days.

Task 2. Undertake quality assessment and monitoring of the construction works

  • Conduct regular field visits to up to the construction sites in Canton Sarajevo on weekly basis, or more frequently if necessary.
  • Ensure effective management and administering of the contract in line with UNDP rules and regulations.
  • Actively oversee execution of the works by the construction company, as well as the work of specialized legal entities responsible for primary site supervision.
  • Control quality and quantities of executed works and built- in materials.
  • Provide technical advisory when needed, hold regular site meetings with the contractors, site superintendents and provide minutes.
  • Liaise with primary site superintendents, request progress reports and advise them on all issues concerning their duties, when needed.
  • In coordination with Project Manager and UNDP engineer, review and arbiter on eventual requests concerning increase of quantities of the works or additional works.
  • Inspect on-site technical documentation making sure that one copy of the following documents is kept for UNDP archives upon the completion of works and issuance of final inspection certificate.
  • Coordinate and manage final inspection of the completed works.
  • Verify and sign interim and final payment certificates prepared by the contractors.
  • Provide bi-weekly progress reports to the Project manager.

Academic Qualifications/Education:

  • Advance degree in civil engineering/architecture or University degree for a 5-year Study Program from a recognized University

Experience:

  • Professional license in the area of civil engineering or architecture in accordance with the Entity Spatial Planning and Construction Acts and relevant by-laws;
  • Minimum 10 years of professional experience in the relevant field of civil engineering or architecture, especially in construction supervision and quality assurance.

Languages Requirements:

  • Excellent writing and oral communication skills in in the official languages in Bosnia and Herzegovina. English language proficiency will be considered an asset.

Other Requirements:

  • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.

Individual  will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the candidate whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
