Antecedentes

The UNDP ART Initiative is a UNDP’s global project officially launched in 2005 and hosted since 2014 by UNDP Brussels. This global project is geared at harnessing the potential of territorial partnerships through a variety of modalities, such as Decentralized Cooperation, South-South and triangular cooperation. ART is, therefore an entry point for international cooperation actors interested in harmonizing their respective actions in support of national and sub-national policies for sustainable and local human development. ART aims to strengthen and expand the existing alliance between UNDP and Decentralized Cooperation partners in support of the implementation of the Sustainable Development Goals (SDGs) at the local level. ART also seeks to strengthen the potential and role of Local and Regional Governments (LRGs) as development partners and promote the principles of development cooperation effectiveness and support the localization of the 2030 Agenda and its SDGs.

Since adopting the 2030 Agenda, UNDP has been actively supporting its implementation in coordination with the UN system. To this end, a series of actions aimed at assisting governments in designing their efforts to achieve the SDGs have been carried out, such as MAPS missions, advocacy and capacity building actions, the strengthening of national statistical systems and the development of quality tools for integrated policy analysis. 

Furthermore, through ART, UNDP has been promoting and supporting the localization of the SDGs, ensuring that the richness of partnerships and experiences effectively contributes to UNDP’s overall corporate commitment to supporting the implementation of the SDGs. For this purpose, UNDP ART has been partnering with diverse actors, including LRGs and their associations and other UN agencies.

In this global panorama marked by common challenges that require partnerships and innovative and complex solutions to achieve sustainable development "without leaving no one behind", UNDP ART and the City of Madrid have launched the joint project “Strategic alliance of cities for the localization of the SDGs”. The project connects Madrid, Montevideo and La Paz and promotes innovative initiatives of local governance and local development that foster sustainable urban development, territorial cohesion, and social and economic inclusion while contributing to the localization of the 2030 Agenda.

In 2015, the City of Madrid adopted the 2030 Agenda, and since then, it has positioned itself among the cities most committed to the localization of the SDGs. Based on this commitment, in May 2021, the Government of Madrid approved the SDG Localization Strategy to serve as a framework to align its public policies to the global goals.

The strategy pays special attention to the multidimensional nature of sustainable development and the interrelationships between the different objectives. The Strategy contemplates the six “catalyst” policies:

• Efficient and transparent institutions.
• Climate neutrality, mobility and air quality.
• Green city, responsible consumption and circular economy.
• Social protection and equality.
• City to enjoy.
• Innovation and inclusive and sustainable economy.

The city’s activity to support the achievement of the SDGs also requires new ways of understanding and comprehensively address the challenges part of the Agenda 2030. The establishment of multi-actor alliances, which reinforce the capacity for collective action to develop public policies aimed at achieving the SDGs, have become critical for the localization process. More than ever it is recognise that the achievement of the 2030 Agenda it will require different sectors and actors working together in an integrated manner by pooling financial resources, knowledge and expertise. This is also recognised in Goal 17, which reads “Strengthen the means of implementation and revitalize the Global Partnership for Sustainable Development”, recognizes multi-stakeholder partnerships as important vehicles for mobilizing and sharing knowledge, expertise, technologies and financial resources to support the achievement of the sustainable development goals. Goal 17 further seek to encourage and promote effective public, public-private and civil society partnerships, building on the experience and resourcing strategies of partnerships, with specific focus on 5 key long term localization processes identified by City of Madrid such as partnerships to build SDG ownership in citizenship, capacity building in each of the actors for partnerships, co-creation of long term SDG roadmaps ,plans and initiatives , attraction of public and private long term investment towards the SDG long term road maps and projects, and a sound narrative of SDG 17 implementation to contribute effectively in the SDG localization in the city.

Even though Madrid has extensive process of engagement with a wide range of partners at different levels, the recent launchment of the localization strategy in Madrid is an opportunity to review how innovative multi-stakeholder partnerships, in particular the private sector and academia, can play a crucial role for the implementation of the SDGs. Within this framework, UNDP is now seeking to engage a Consultant (hereinafter referred to as the service provider) to develop a methodology to advance on the implementation of the SDGs based on multi-stakeholder partnerships. The consultancy will also contribute to the development of an initial revision on how Madrid advance towards SDG 17 that will be part of the first Voluntary Local Review that it is planned for July/2022.

One of the strategic lines of the intervention of the project “Strategic alliance of cities for the localization of the SDGs”, is the exchange of good practices and tools between the participant cities. Therefore, this consultancy will contribute to the project’s goal towards the exchange of experiences of the participants cities in their efforts to the localization of the SDG’s.

The selected service provider will work in close coordination and under the overall guidance of the International Coordinator of UNDP ART and supervision of the Global Citizenship and International Cooperation for Development Unit of the City of Madrid. Regular online meetings and updates will be organized to facilitate the coordination.

Deberes y responsabilidades

Objective :

The objective of the consultancy is to define a strategic framework that sets the scene in order to enable a sound public private multistakeholder collaboration focusing on the role of the private sector and Academy for an effective contribution to the SDG implementation in the city.

Deliverables:

1. Methodology for the implementation of SDG 17 in Madrid with a special focus on the public private collaboration and the role of private sector in coherence with the 5 axis of SDG implementation. ( 20 days approx.)

Specific focus on the key elements required by different actors to engage in public private multi-stakeholder partnerships to implement the SDG 17:

• Identification of key elements for partnerships within the private sector
• Identification of Key elements for partnerships within the Academy
• Identification of Key elements for partnerships within local public institutions

2. Mapping of key actors in Madrid relevant for the construction of effective public private multistakeholder partnerships areas defined in the methodology. (5 days approx.)

3. Elaboration of an Action Plan disclosed in a complete set of concrete actions to start deploying public private multi-stakeholder collaboration partnerships to advance SDG localization in Madrid with a focus on the role ofPrivate sector and Academy. (5 days approx.)

Habilidades y experiencia requeridas

Education:

• Advanced Degree (or equivalent degree/experience) in Political Science, Development Studies, Development Cooperation, Development Economics, International Relations, Urban Planning or a related field;

Experience:

• Minimum 10 years of relevant work experience in the field of development;
• Experience in Local Governance/SDG localization;
• Proven experience in the design and/or implementation of innovative multi-actor strategies (with private sector and academia involvement) within the framework of sustainable development and/or the localization of the Agenda 2030;
• Previous work experience with UNDP is highly desired;
• Experience working with the private sector with a sustainable development approach.

Language:

• Excellent spoken and writing skills in English and Spanish are required.

Financial Proposal:

The Financial Proposal must indicates the all-inclusive fixed total contract price in Euro or US Dollars. Proposals received after the deadline will be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown. Criteria for Evaluation of Proposal:

Only those applications which are responsive and compliant will be evaluated.  Offers will be evaluated according to the Combined Scoring method – where the educational background, experience on similar assignments, technical proposal will be weighted at 70% and the price proposal will weigh as 30% of the total scoring.  The applicant receiving the Highest Combined Score that has also accepted UNDP’s General Terms and Conditions will be awarded the contract. Only Consultants obtaining a minimum of 70% on the Technical evaluation would be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 100 points:

• Criteria A – Demonstrate experience and skills through CV and P11 analysis– max points: 15;
• Criteria B – Methodological proposal – max points: 30;
• Criteria C – Candidate has in depth knowledge (relevant publications/research) and/or extensive experience in the design and/or implementation of innovative multi-actor strategies and public-private collaboration (focusing on the role of the private sector and Academy involvement) within the framework of sustainable development– max points: 20;
• Criteria D - Candidate has in depth knowledge and/or extensive experience in the SDGs localization process – max points: 20;
• Criteria E – Knowledge of Madrid public, private and academic actors and cooperation framework– max 15 points;

Financial Criteria - 30% of total evaluation – max. 30 points

The following formula will be used to evaluate financial proposal:

• p = y (µ/z), where;
• p = points for the financial proposal being evaluated;
• y = maximum number of points for the financial proposal;
• µ = price of the lowest priced proposal;
• z = price of the proposal being evaluated.

Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org.
