Antecedentes

UNDP has developed a response to mitigate the negative effects of COVID-19 in Guinea-Bissau that considers strategic local action, while focusing on the furthest left behind and keeping in mind national development goals and long-term recovery scenarios. In this context, a platform was developed to provide a space for both deliberation, inclusion and action in order to jumpstart a new path to the mounting challenges that the Bissau-Guinean society faces.
Na No Mon is a virtual community support platform, powered by UNDP, providing an online infrastructure that offers a coordinated approach to better plan and develop responses to the needs and priorities of local communities in Guinea-Bissau. The platform aims to connect communities with all national and development actors that are supporting local development in the regions in order to identify solutions, replicate innovation and ensure that interventions benefit the most vulnerable groups.

It is designed to complement existing information sources by providing: a space for dynamic dialogue; knowledge exchange and consultation; connections and linkages between people;
and providing collaboration tools and resources to increase the effectiveness of initiatives.
Ultimately, the platform aims to strengthen the voices of the most vulnerable and marginalized members of local communities, thus enhancing their ability to provide inputs into local and national development processes. Furthermore, the initiative will facilitate and promote the connection, participation and collaboration of communities that are isolated or hard to reach an aim at dramatically increasing the depth and breadth of community partnerships and ensuring the inclusion and participation of vulnerable groups. Its real value of the platform will be seen in the connections it will be able to make between communities and decision-makers, development practitioners and the private sector, and in the quality of responses to communities’ needs and the actions aimed at elevating the lives of the population of Guinea-Bissau.
In this regard, UNDP Guinea-Bissau is looking for a Digital Communication and Outreach specialist to support the coordination, communication, social media, outreach, content and management of the community platform with an aim at ensuring its optimal functioning and guaranteeing an enriched and inclusive experience of its users.

Objective of the assignment
The purpose of this consultancy is to provide technical assistance and expertise for the development of communication products for the Na No Mon Platform.

Deberes y responsabilidades

  • Under the overall supervision of the Head of Governance cluster and in liaison with the Community Engagement Specialist and the Programme Associate, the consultant will support to:

Outreach and engagement

  • Engage other UN agencies and development partners in order to encourage their contribution to the Community Support Platform and facilitate the publishing of their inputs/contributions;
  •  Work closely with the Community Outreach Partner to collect information and data for website content from communities, CSOs, NGOs, and UN Agencies (documents, pictures, press releases, etc.);
  • Liaise with other stakeholders to stay updated on new initiatives, solutions and developments;
  • Liaise with other offices, UN external agencies and partners, to ensure accurate brand representation.

Website Management

  •  Create engaging content for platform, including, blog pieces, articles, newsletters, and videos.
  •  Facilitate, integrate and upload partners’ solutions, experiences and resources in the virtual platform, keeping it up to date;
  •  Engage with online community and respond to comments and requests.
  •  Initiate/propose website management procedures for the Community Support Platform website;
  •  Following the approved website management procedure, carry out administration tasks of uploading/updating information on webpage, manage website security settings etc.;
  •  Check the functioning of the platform and liaise with the web-master to solve possible problems or include any modification that might be needed for the good functioning of the platform;
  •  Analyze web traffic and relevant community metrics and systematically report performance.
  •  Relay community feedback to relevant internal stakeholders.

Communications

  •  Develop, plan and implement digital, social media and communications campaigns and strategies for the virtual community platform;
  •  Provide editorial assistance on the publication of news, stories and solutions on the platform.
  • Edit and/or translate news and texts to be published on the virtual platform;
  •  Works closely with staff responsible for communication and website content and ensure collaboration with UNDP website content;
  •  Devise and implement community communication initiatives in partnership with community outreach partner;
  •  Monitor, track and report on feedback and online reviews;
  •  Any other related tasks as may be required or assigned by the supervisor.

 Duration of the assignment
The assignment must be conducted within 11 months, from the day the contract is signed.

Education:

  •  Bachelor’s or Master’s degree in communications, public relations, journalism, audiovisual sciences, international relations or related field.

Experience:

  •  Bachelor’s degree in social sciences, international relations, communication and/or information management;
  • At least 2 years of proven work experience as in website management, digital and social media management or similar role
  •  Experience planning and leading online community initiatives
  •  Hands on experience with digital management, applications and content management systems
  •  Ability to analyze and interpret website traffic
  •  Past experience in development organization is an asset
  •  Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  •  Accuracy and professionalism in document production and editing;
  •  Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;

GUIDELINES FOR APPLICATION:
Required documents:

  • A cover letter explaining why you are the most suitable candidate for this assignment;
  •  A brief technical proposal on how you will approach and conduct the tasks;

A financial proposal;

  •  A personal CV including past experiences in similar projects.

Lump sum contracts: The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel: All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the Individual Consultant wish to travel on a higher class he/she should do so using their own resources.
In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Evaluation: Individual consultants will be evaluated based on the following methodologies:
Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  •  Responsive/compliant/acceptable; and
  •  Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  •  Technical Criteria weight – 70 points;
  •  Financial Criteria weight – 30 points.

Only candidates obtaining a minimum of 70 points would be considered for the Financial Evaluation.
Evaluation criteria:

  •  Education background - 10 points;
  •  Experience as defined in the ToR - 15 points;
  •  Competences as defined in the ToR - 10 points;
  •  Understating of the ToR - 15 points;
  •  Methodology and overall approach - 30 points;
  •  Overall quality of the proposal (comprehensiveness, structure, language and clarity) - 20 points.
