Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men and the third gender as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

All human development and human rights issues involve gender dimensions. UN Women globally focuses on key priority areas that are fundamental to women’s equality, and that can unlock progress across the board. UN Women’s priority areas include increasing women’s leadership and participation in political spaces, ending violence against women, enhancing women’s economic empowerment, engaging in all aspects of women peace and security processes, making gender equality central to national planning and budgeting through Gender Responsive Budgeting (GRB) and advancing gender in intergovernmental processes.

In the state of Maharashtra, UN Women and UNICEF have worked in collaboration with the Government of Maharashtra since 2016 to make public finance more responsive to the needs of diverse constituencies of women and children in the state. UNICEF works with governments, communities, civil society organisations, the private sector, and other partners worldwide to advance children’s rights, and is guided by the Convention on the Rights of the Child. UN Women and UNICEF focus on tracking outlays to outcomes for women and children in the state, so as to yield outcomes that are in sync with the larger purpose of working towards the SDGs 2030. Under this partnership, the two agencies are supporting the Women and Child Development (WCD) Department, Government of Maharashtra to review the state’s women policy of 2014 and draft the new policy for 2021. A task force has been formulated to guide the drafting, implementation and monitoring of the new policy.

In the state of Madhya Pradesh, UN Women works closely with WCD to support the department’s interventions on Ending Violence against Women and Girls (EVAWG); Gender Responsive Governance and Budgeting; and Women’s Economic Empowerment. Under UN Women and WCD’s ongoing partnership, UN Women will support the department to draft the state’s first women entrepreneurship policy to enable women from all spheres to achieve sustainable economic growth, employment and increase women labour force participation especially in the context of COVID-19 pandemic.

Within the above context, UN Women seeks the services of a Gender Equality and Women’s Empowerment (GEWE) Research and Documentation Consultant to lead and facilitate dialogue and consultations between various stakeholders and partners in the states of Maharashtra (in collaboration with UNICEF) and Madhya Pradesh as well as to provide strategic policy and technical support in the drafting of requisite state policies.

Deberes y responsabilidades

Under the guidance and direct supervision of UN Women Team Leader and Project Coordinator and UNICEF Social Policy Specialist (for Maharashtra), the consultant will have the following specific terms of reference (ToR).

  • Participate in the orientation meeting with UN Women, UNICEF and relevant other partners to understand the ToR, specific roles of responsibilities and deliverables of the assignment.
  • Conduct a desk review documenting the situation analysis of GEWE in the two states, specific to the identified thrust areas and focused priority sectors under the guidance of UN Women and UNICEF.
  • Support UN Women and UNICEF on Gender Budgeting efforts and interventions in the state of Maharashtra and Madhya Pradesh.
  • Outline international, national and state-wide GEWE normative frameworks and commitments, review good practices, identify, existing gaps and provide policy and programming recommendations on focused priority sectors.
  • Outline and draft policy sections with budgetary analysis including the GEWE context, situation analysis of focused priority sectors; institutional and convergence mechanisms and proposed action plans for effective implementation and monitoring of policies.
  • Identify and map relevant actors and stakeholders (across the two states) across all spheres and at all levels and facilitate coordination with them on understanding as well as documenting their roles and representation in the effective implementation of state policy.
  • Enlist and convene taskforce and working group members for focused priority sectors to seek their inputs and suggestions on the drafting of policies. To this end, develop a calendar of meetings to be convened with the taskforce and working group members over the duration of the assignment.
  • Document inputs and suggestions received over meetings with taskforce and working group members, prepare briefing notes and minutes, present them to UN Women, UNICEF and relevant partners, and incorporate them into draft policies.
  • Draft and finalize policies based on the above.?

Habilidades y experiencia requeridas

Education:

  • Master’s Degree in Social Sciences/ Social Work /Gender Studies/Public Administration/Policy or related fields.

Experience:

  • Minimum 10 years of experience in research and documentation and policy expertise at the national/state level working with development projects including hands-on experience of design, implementation and monitoring/evaluation of projects preferably on Gender Equality and Women’s Rights;
  • Experience in policy analysis, financial/budgetary data analysis, statistics and quantitative and qualitative research is required;
  • Experience of working with national/ state governments; particularly on GEWE is required.

Language:

  • Proficiency in English;
  • Good command over Hindi and Marathi in reading and writing.

Evaluation and Selection Criteria

Criteria for shortlisting of CVs will be based on the following assessment:

  • Required Degree and Qualification (5 points);
  • Minimum Experience relevant to the assignment (5 points);
  • Experience in policy analysis, financial/budgetary data analysis, statistics and quantitative and qualitative research is required (5 points);
  • Experience of working with national/ state governments; particularly on GEWE (5 points).

The evaluation process for selection of the candidate will be based on the following assessment:

  • Writing Samples Evaluation - 30 Points
