Travel: UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

Cost of other travel, as deemed necessary by UNDP while performing the outlined functions, shall be at UNDP’s expense and in accordance with the applicable UNDP travel policy.

UNCDF is the UN’s capital investment agency for the world’s least developed countries (LDCs). It creates new opportunities for poor people and their communities by increasing access to inclusive finance and investment capital.  UNCDF focuses on Africa and the poorest countries of Asia and the Pacific, with a special commitment to countries emerging from conflict or crisis.  It can provide seed capital both grants and loans as well as technical support that will improve poor peoples’ lives.

The UNCDF digital agenda for migration and remittances falls within the organization’s broader global strategy, set forth in 2019, of “Leaving No One Behind in the Digital Era.” This vision is to empower millions of people by 2024 to use services daily that leverage innovation and technology and contribute to the Sustainable Development Goals. Through a market development approach, UNCDF continuously seeks to address underlying market dysfunctions. The Programme contributes to, and benefits from, this overarching corporate mandate. The Programme is administered by UNCDF with funding from the Swiss Agency for Development and Cooperation, or SDC, and Sida, the Swedish International Development Agency.

UNCDF’s Migration and Remittances for Development Programme, or the Programme, aims at contributing to sustainable development by making remittances more accessible and affordable, while helping build resilience for migrants and their families. The Programme is structured along four interlinked workstreams that constitute our market development approach: (i) policy and regulations, (ii) open digital payment ecosystems, (iii) inclusive innovation and (iv) empowered customers. For both sending and receiving countries, the Programme seeks to increase the share of migrant remittances flowing through formal channels, thereby giving policymakers at both ends greater visibility into the true picture of inbound and outbound financial flows. For remittances service providers, the Programme seeks to build the capacity to understand the financial needs and preferences of migrants and their families, and to design and deliver responsive products accordingly. For migrants themselves, the Programme aims not only to lower the costs and increase the safety and convenience of sending money, but also to link remittances to a broader suite of financial services—including insurance, savings, pensions, investments, and credit—that can help them reach their goals. The Programme recognizes digitization as the key to achieving these objectives.

At UNCDF we acknowledge that remittances patterns are gendered, and that women and men migrants live different economic and social realities. To ensure that remittances solutions work both for men and women on the move, the Programme has integrated a gender lens into the design, planning, implementation, monitoring and evaluation across the four workstreams. Mainstreaming gender is not about adding a "woman's component", rather, we deliberately explore and identify where and how the diverse experiences, capabilities, and interests of both women and men migrants structure why, how, to whom and what for they remit. We are committed to ensuring that remittance products, financial services and policies are not biased and excluding of women by design. And where needed, we advocate for remittance products, services and policies that challenge conformities and redress constraints and risks faced by women.

Foremost migrant-centric and gender-responsive remittances cannot be made without the use of good data and research that embeds the knowledges, preferences and needs of the last mile customer. Yet even the best market databases on remittance flows and migration in low- and middle-income countries have substantive data gaps, limiting product innovation and policymaking. Data on migration and remittance flows is periodically updated and reconciled, often once a year, and they lack granularity and precision. More real-time and gender-sensitive data is needed, with greater disaggregation by geographical, intersectional and demographic characteristics such as sex, age and ethnicity. Through our research, we deliberately explore and identify gender dimensions and discriminatory practices embedded and reproduced in remittances policies, value-chains and business models and how these may differently enable and constrain men and women migrants’ access, usage and resilience of remittances.

UNCDF is seeking a Junior Gender and Research Analyst to support the Migration and Remittances Programme with the mainstreaming of a gender lens across all research activities at the country, regional and global levels, through conducting research and providing programmatic support.

Institutional Arrangement: The Junior Gender and Research Analyst will carry out relevant duties under the Lead Specialist Migration and Remittances and guidance of the Lead Gender, Migration and Remittances.

Scope of Work

Under the supervision of the Lead Gender, Migration and Remittances, and in close collaboration with the Data and Research Lead, the Junior Gender and Research Analyst will act as a key gender technical resource for the UNCDF Migration and Remittances team and contribute to the following areas of work:

  • Conduct qualitative research related to gender dimensions in migration and remittances in support of activities across the Programme’s four workstreams: empowered customers, inclusive innovation, open digital payment ecosystems, and enabling policy and regulation; Assess gendered dimensions and trends in the delivery of remittances and product development for migrants to inform stakeholder collaboration.
  • Provide support to the Data & Research Team on conducting gender-sensitive research and data-analytics;
  • Support the integration of a gender lens into migrant-centric financial inclusion research tools, methods, frameworks and other knowledge products (including reports, blogs, briefs, webinars and training materials) designed to build stakeholder capacity across the private and public sectors;
  • Contribute to research and knowledge projects that aim to position UNCDF as a thought leader on migrant-centric financial inclusion, including the development of a peer-learning agenda.
  • Support the team to identify and build effective and efficient research partnerships with think tanks, academia, members and other stakeholders with expertise in gender, to expand the adoption of digital remittance channels and migrant-centric and gender-responsive product development.
  • Provide support to the team in developing and implementing gender sensitive remittance policy frameworks, including conducting background research, updating policy benchmarking, diagnostics and questionnaires, participating in stakeholder interviews, and assisting with the compilation of findings, as needed.
  • In collaboration with the Gender and Learning Specialist, support the integration of the learnings from research into the teams’ work, through both internal and external knowledge sharing and advocacy, including for events and conferences.
  • Support the Empowered Customer Workstream on the development of a research and learning agenda around (how to develop) gender-smart and migrant-centric customer journeys;
  • Work closely with the Data and Research Team to ensure that the data generated by the program’s activities are gender smart and captured in the relevant dashboards and effectively being leveraged to support content generation for various stakeholders – UNCDF leads, UNCDF senior management, donors, development partners, etc. e.g. Quarterly and Semi-Annual Reporting etc

Habilidades y experiencia requeridas

Min. Academic Education

Master’s degree in economics, social sciences, gender studies, business finance or related discipline.

Min. years of relevant Work experience

A minimum of 1 year of dedicated experience working in research and knowledge development on gender finance, financial services, fintech and financial inclusion at international organization, or private sector.

Working knowledge of innovative and value-added finance and migration and/or remittances related projects is preferred;

Required  skills

Experience in conducting qualitative and quantitative research, particularly related to gender finance;

Experience with mainstreaming a gender lens into research approaches and knowledge development and implementation;  

Experience with translating gender lens/technical terms for non-technical audiences both verbally and in writing (i.e. private sector, policy makers);

Desired additional skills

Excellent analytical, writing, presentation and representation skills in multicultural contexts;

Experience in developing (donor)reports and monitoring and evaluation plans;

Quick learner with innovative mindset and ability to act quickly to develop new research and initiatives
