Antecedentes

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women works closely with the National Commission for Lebanese Women (NCLW) and other actors to develop legislative and policy solutions and options to address gender discrimination in Lebanon, and to lobby for their passage. To this end, UN Women is hiring a legal advisor to sit within the NCLW team and support the commission in its work to address Lebanon’s legislative framework on women’s rights and gender equality. The person will help NCLW implement the Women Peace and Security National Action Plan specifically priority number V (Normative Framework), and will set NCLW’s legislative workplan, review legislative options and convene advocacy and coordination meetings between NCLW, political actors and civil society stakeholders.

 

Objective of the Assignment:

Reporting to the President of NCLW, with a dotted reporting line to the Head of UN Women in Lebanon, the Legal Advisor will be responsible for supporting NCLW’s work to address Lebanon’s gender discriminatory laws and policies, and for coordinating its work in this regard with other political actors, and civil society actors.


Deberes y responsabilidades

Based on the above-described objectives of the assignment the Legal Advisor consultant will undertake the following tasks and responsibilities:

  • Support gender analysis of laws and frameworks, draft and comment on alternative options and policy solutions;
  • Draft and/or comment on position papers and reports on different matters of gender equality as they relate to international and national fora;
  • Support NCLW to put together a prioritized plan for legislative reform, and identify stakeholders per priority;
  • Lead coordination between NCLW and stakeholders (other political actors, civil society, academia) on legislative reform, identifying entry points for common advocacy;
  • Support NCLW’s communications and campaigning activities with regards to legislative reform.
  • Support NCLW on any other tasks requested.

Deliverables:

  • Time Sheet (monthly)
  • Summary report (monthly)
  • Prioritized legislative reform action plan (by end of month 2).
  • 10 reports from coordination meetings with stakeholders

Habilidades y experiencia requeridas

Education:

  • Master’s degree in LAW, International Affairs/Development, Sociology, Public Administration, Economics, Gender and Women’s Studies, and/or with strong knowledge of gender issues, or related discipline.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

Experience:

  • Minimum of 10 years of progressive relevant to legal analysis and government administration
  • Prior experience working on women’s rights in national and international fora
  • Prior experience working with the government of Lebanon
  • Computer skills, statistics, internet communication and command of MS Office

Language Requirements:

  • Proficiency in oral and written English and Arabic is a must including analytical writing skills.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Criteria 1: Relevance of Education – 10 points.
  • Criteria 2: Relevance of work experience – 40 points.
  • Criteria 3: Experience working with State entities - 20 points.

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical).
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30.
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
