Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women launched its programme in Pakistan (as UNIFEM) in 2007 following a request by the Government of Pakistan and the United Nations, and is now strategically positioned having developed strong partnerships at both the national and provincial levels. In moving towards the realization of gender equality and women’s empowerment, UN Women Pakistan focuses on delivering on the interlinked programme areas underpinned by support for intergovernmental and normative processes; and by support to gender-responsive initiatives that promote women’s human rights, with a special focus on their economic security, governance/ political participation, freedom from violence, as well as preparedness and response to humanitarian crises. Two key portfolios are:

  • Ending Violence Against Women and Girls, Governance and Human Rights; and
  • Women’s Economic Empowerment and Sustainable Livelihoods.

Reporting to the Country Representative, Pakistan, the Programme Management Specialist is responsible for the day-to-day management of the Pakistan Country Office (CO). The incumbent is responsible for substantially contributing to the design, implementation, management and oversight of the country programme and to the operations supporting its implementation to ensure effective and efficient delivery of results as planned in UN Women’s Strategic Plan and the CO plans. This includes leading the programme team and providing technical support to the implementation of the Pakistan Country Office portfolios, overseeing the monitoring of progress against mutually agreed results frameworks and performance indicators, monitoring programmatic financial situation to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results, reviewing and developing partnerships and resource mobilization strategies; and leading knowledge management efforts.

The Programme Management Specialist will also bring a specialist lens and provide high level technical advice and direction on the planning, implementation, monitoring and reporting and coordination of the Rule of Law Programme and other thematic areas, engage with government, development and other UN partners at a strategic level, justice sector actors, civil society and academia as well as produce key strategic documents and knowledge products that support implementation of the programme. He/ she will give technical guidance to the project activities and documents.

Introduction of the Rule of Law Programme:

Under the ‘Promoting Rule of Law (RoL) and Enhancing the Criminal Justice System in Khyber Pakhtunkhwa including Newly Merged Districts and Balochistan’ that has been recently approved by the Government of Pakistan and funded by the European Union, UN Women is aiming to collaborate with government institutions in the provinces of Khyber Pakhtunkhwa (KP) including Newly Merged Districts (NMDs) and Balochistan for creating and implementing effective policies and action plans and enhancing capacity of duty bearers to protect, promote and enhance women’s access to protection and services in light of provincial policies and national and international commitments.

The RoL programme will support Pakistan’s efforts to improve the rule of law, access to justice, and delivery of efficient justice by key actors of the justice system in two targeted provinces, with a special focus on women, children and less privileged groups. It aims to provide technical assistance to key government institutions in the security sector and the judiciary at federal and provincial level, and to help them develop capacity.

Deberes y responsabilidades

1. Manage the programme and operations team

  • Manage the day-to-day work of the programme and operations teams, including finalizing the team’s annual workplan;
  • Manage the process of programme conceptualization, planning, implementing and monitoring; and the management of material and financial resources;
  • Lead the process of preparing programme implementation progress reports and identifying areas for UN Women Country Representative’s action and/or decision;
  • Technically support the development of the Office security strategy and plan, as required.

2. Provide advisory and specialized technical support on the strategic direction of the office

  • Advise and guide the Country Representative on strategic areas;
  • Provide specialized technical and strategic support in managing all aspects of the programme design and related activities and for ensuring compliance and accountability in programme monitoring, reporting and evaluation;
  • Develop policy documents, briefs and other strategic papers/materials for use in the development and presentation of innovative and coherent policy and programmatic positions;
  • Serve as a senior member of the management team.

3. Provide expert guidance and technical inputs for the implementation and management of the Rule of Law programme

  • Design and formulate ROL programme strategies and plans.
  • Draft inputs of country strategy documents, briefs, policy dialogue and other documents related to Rule of Law
  • Contribute to the finalization of the ROL programme annual workplan and budget and support their implementation;
  • Guide the technical implementation of the programme while ensuring synergies with other teams;
  • Guide the deliverables to be completed by implementing partners including receiving and reviewing their financial and narrative reports;
  • Provide guidance to staff and partners on Results Based Management tools and performance indicators;
  • Mentor and coach staff especially with a view to improving their performance in Rule of Law Programme.
  • Organize meetings of governance and management of the programme as needed (for example: Project Steering Committee meetings, project planning/ review/ evaluation meetings, meetings with UN partners and/ or donors).

4. Represent UN Women in UN system coordination, with a focus on programming

  • As delegated by the UN Women Country Representative, represent UN Women in the United Nations Country Team (UNCT) and/or the Humanitarian Country Team (HCT) to collaborate with the Resident Coordinator and UN system on interagency coherence, collaboration, cooperation, resource mobilization, advocacy, common services, and operations;
  • Ensure UN Women’s participation in UN system thematic and other working groups to advance UN Women’s mandate.

 5. Provide technical support in creation of strategic partnerships and resource mobilization strategies

  • Provide substantive research and inputs in the formulation and implementation of the country resource mobilization strategy;
  • Establish and maintain relations with government, partners, stakeholders and donors to achieve active collaboration, cooperation and alliances on programme development and implementation and resource mobilization.

6. Represent UN Women and support advocacy strategies

  • Represent and advocate for UN Women in organizational, regional, global, public information/ relations events and key meetings, as delegated;
  • Develop and implement advocacy and public communication strategies.

7. Facilitate knowledge management, innovation and capacity building

  • Manage the process of collecting and sharing lessons learned on gender equality and women’s empowerment to build knowledge and capacity of partners and stakeholders;
  • Oversee the design and implementation of capacity building training activities to enhance skills and knowledge.

8. Manage personnel under supervision

  • Manage the performance of personnel under supervision; provide managerial direction, guidance and leadership to staff and provide performance feedback and coaching to personnel supervision, ensure performance assessment are implemented on time and ensure personnel are fully aware of UN Women workplace relations policies;
  • Create an enabling work environment;
  • Identify learning and development opportunities

Habilidades y experiencia requeridas

Education and certification:

  • Master’s degree in international development, public administration, public policy or other relevant social science fields is required.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 7 years of progressively responsible professional experience that combines strategic and managerial leadership in development programmes with a strong focus in the area of gender equality and women’s empowerment at the national or international level, preferably in developing countries within the UN system, Agencies, Funds or Programmes;
  • Demonstrated experience in developing successful project proposals;
  • Experience in setting priorities, budgets, work plans, participating in programme development and programme writing;
  • Proven experience in leading teams effectively;
  • Strong technical experience working on gender and ending violence against women, Rule of Law and women’s economic empowerment programming is an asset;
  • Field based experience working with multi-cultural teams.
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience working in the UN System is an asset.

Language Requirements:

  • Fluency in English is required;
  • Knowledge of Urdu and any provincial language of KP/ Balochistan is an asset.
