NDP global mission statement

UNDP is the UN’s global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP works in about 170 countries and territories, working with national counterparts on their own solutions to global and national development challenges.

 

Organizational context

Preliminary work by UNDP and UNICEF in 2020 (e.g., our Change for Climate report: www.my.undp.org/content/malaysia/en/home/library/environment_energy/change-for-climate.html) suggests that while youth are eager to act on climate and environmental issues, youth action and climate futures are often framed in values and models “imported” from other, distant socio-geographical contexts. We believe that for climate and environmental action to be effective, it ought to be framed in more localized narratives, sensitive to local nuances and needs, ensuring diverse groups are represented, regardless of location, ability, gender, ethnicity, or other factors.

 

The UNDP-UNICEF Youth Environment Living Labs (YELL) will build capacity for youth to lead on sustainability, addressing climate and environmental issues in the local community. It will pilot the living lab concept in Malaysia’s education and local community institutions, sensitizing and promoting a better understanding of sustainability and civic values. Using the “action learning” model, YELL will explore and encourage new ideas and alternative perspectives. By moving beyond solution ideation and into the nitty-gritty of solving problems in complex, real-world systems, YELL aims to foster a brand of practical idealism. In addition, YELL will accelerate SDG localization and promote youth agency. Finally, it will enable youth voices to be heard and their actions to be seen, shifting the perception of youth from victims or “recipients” to agents of change—we’re here to throw our weight behind today’s crazy ideas, the hope of tomorrow.

 

YELL will be implemented by UNICEF Malaysia and UNDP Malaysia, in partnership with the Ministry of Education and the Ministry of Environment and Water. Generation Unlimited (GenU), a global multi-sector partnership initiative, joins in on the implementation of YELL, focusing on forging collaborative innovations with young people at the centre. GenU helps young people to become co-creators and develop their own innovative solutions, engaging young people as agents of change in their communities. YELL will also support the Youth Empowerment in Climate Actions Platform (YECAP)—Asia and the Pacific. Learnings and insights from YELL will contribute to a growing body of ‘Collective Intelligence’ or ‘Collective Knowledge’, which are priorities under the UNDP Accelerator Lab Network and GenU’s Youth Foresight initiative.

 

UNDP and UNICEF aim to recruit and onboard a consultant in July 2021, to support the execution of a pre-YELL Initiation Plan (‘Pre-YELL’). Centred on the theme of localizing climate narratives, Pre-YELL will lay a strong foundation for YELL as a precursor to localizing youth-driven climate action. We are looking for candidates that can generate creative outputs under tight deadlines and demonstrate an ability to convene, cooperate and collaborate, at national, state and local levels.

Deberes y responsabilidades

Under the supervision of a UNDP-appointed focal point, in coordination with UNICEF, and in close cooperation with UNDP’s Youth, Climate Change and Energy, and Accelerator Lab teams, the selected consultant will be tasked to support and provide services listed further in this Terms of Reference.

The consultant will be obligated to obtain approval for all actions undertaken and may not act on behalf of UNDP Malaysia or any partner unless otherwise requested and approved by the supervisor. The consultant is also expected to ensure coordination and timely information sharing and reporting aiming to enable effective and efficient project implementation.

The expected scope of work will be to:

  • Co-produce creative outputs with youth to communicate local environmental issues as well as visions of preferred local environmental conditions/futures. Works should be in digital media (e.g., videos, digital murals, montages, and exhibitions) and should be co-produced (e.g., developed through participatory activities, crowdsourced through co-creative, competitive or other relevant means).
  • Set up a network or coalition that can operationalize YELL over 1-2 years. This includes identifying and engaging potential stakeholders—including a scan/documentation of youth-led or youth-centred entities working on climate/environment with potential to participate in YELL, including their respective strengths and proposed roles in YELL.
  • Produce communications collateral and products (e.g., designs, posters, videos, visual art, audiogrammes and other multimedia) that will be used to (1) frame and promote YELL, (2) generate interest for YELL and support resource mobilization (including attracting sponsors and partners), and (3) be disseminated to commemorate relevant UN Days and international occasions (e.g., World Rivers Day, World Children’s Day, COP26). This can include videos, reports, website/web content, toolkits, etc., and should draw on material co-created with youth (see first point above).
  • Plan and execute a soft launch event for Pre-YELL in conjunction with International Youth Day (12 August).
  • Prepare a final report on the execution of this project, discussing results and lessons learned.
  • Assist in planning, proposal writing, and reporting in support of development of the full YELL project.
  • Collaborate with partner entities in consultation with, or as recommended by, UNDP and UNICEF.

***The applicant will submit a brief methodology on how they will approach the assignment. Once hired, the consultant should propose appropriate methodologies with detailed workplan for all of the above, noting that final methodologies are to be decided in consultation with UNDP and UNICEF

 

Reporting

Reporting is the formal presentation of relevant indicators and/or information related to service delivery under these Terms of Reference. The consultant is expected to provide reports on actions and deliverables outlined in the Scope of Work as requested by the designated supervisors. These include, but may not be limited to:

 

1. Fortnightly WIP (work-in-progress) meetings with the project’s co-supervisors and/or relevant Programme/Operations colleagues and/or Management colleagues. The consultant is also expected to prepare and submit a brief written progress update to the supervisor before the fortnightly update meeting.

2. The consultant is expected to submit three reports:

  • Inception report – outlining the workplan to execute the project, including the strategy for co-creation activities, stakeholder engagement and network setup, and communications plan. (31 July 2021)
  • Interim report – including updates on co-creation activities, stakeholder engagement and network setup, and development of communications output. (30 September 2021)
  • Final report – submitted upon completion of services, no later than 2 weeks before the end of the contract. The final report should contain a full account of project execution and handover of all project assets (including collateral, finalized YELL network and stakeholder map, data, and other outputs). (30 November 2021)

The consultant will use their equipment and software. The submission of the final deliverable should be no later than 30 November 2021.

Intellectual property

All information and production of the knowledge product to the assignments, as well as outputs produced under this contract, shall remain the property of UNDP who shall have exclusive rights over their use. The products shall not be disclosed to the public nor used in whatever format without written permission of UNDP.

 

Price Proposal and Schedule

Candidates shall quote a lump-sum “all-inclusive” fee for the completion of each deliverable. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, translation and other services, travel costs within state, etc.) that could be incurred by the IC in completing the assignment are already factored into the lump-sum submitted in the proposal. Payments shall be done upon verification of completion of deliverables and approval by the IC’s supervisor.

 

The lump-sum price is fixed regardless of changes in the cost components. The payment breakdown is as follow:

  • First Tranche – 20% upon submission and approval of Deliverable 1 (“Inception report”)
  • Second Tranche – 30% upon submission and approval of Deliverable 2 (“Public engagement/soft launch event”)
  • Third Tranche – 20% upon submission and approval of Deliverable 3 (“Progress report”)
  • Fourth Tranche – 20% upon submission and approval of Deliverable 4 (“Completion of communications products”)
  • Fifth Tranche – 10% upon submission and approval of Deliverable 5 (“Final report”)

 

Due to the Movement Control Order, travel may not be possible throughout the assignment period.  However, in the case where travel is absolutely required and the consultant is needed to travel beyond the state border where the consultant resides, the expenses will be paid by UNDP Malaysia per UNDP travel rules and regulations. The consultant will need to discuss and obtain approval from the supervisor at least a week before the expected travel date.

Education

  • Diploma or degree in a related field, e.g., social sciences, education, arts and humanities, management, life/natural sciences, urban studies;
  • Extensive work experience with youth or environmental groups may be considered in lieu of diploma or degree in the specific fields listed above.

 

Experience

  • Minimum 3 years of practical or work experience in youth engagement through environmental, educational, arts and culture, or volunteer activities;
  • Proven track record of working with diverse groups across geographical location, ability, gender, ethnicity, etc.;
  • Demonstrated ability to convene, cooperate and collaborate, at national, state and local levels;
  • Well-established networks with non-governmental actors, e.g., national and sub-national NGOs/CSOs (environment, education, arts, etc.), and academia, including awareness of youth-led or youth-centred environmental groups;
  • Proven track record in undertaking participatory or co-creative work, including managing community- and user-centred activities;
  • Evidence of working relationship with youth-led or youth-centred environmental groups, or of otherwise mobilizing youth to address social and/or environmental issues in local community, is an advantage;
  • An established portfolio of public campaigns, communications material, creative/artistic outputs, community/volunteer activities, or any other co-created media outputs with youth or local community—with high aesthetic quality, production values and layperson-friendliness;
  • Experience with community engagement and/or participatory work done remotely or under movement restrictions is an advantage;
  • Experience engaging with regional or international networks, or with policy- and other decision-makers (including but not limited to government stakeholders), is an advantage.

 

Work should be conducted and produced in local languages. Qualified women, as well as youth advocates, activists and community organizers, are highly encouraged to apply.

 

Language requirements

Excellent command of English and Bahasa Malaysia (verbal and written proficiency). Working knowledge of any other Malaysian language(s) is an advantage.

Reimbursable Loan Agreement (RLA): A legal instrument between UNDP and a Company/institution, according to which, the latter makes available the services of an individual delivering time-bound and quantifiable outputs that are directly linked to payments

Evaluation method and criteria

Only candidates that are responsive and compliant will be evaluated. Individual Consultants will be evaluated based on the following methodology:

 

Combined scoring method

The award of the contract shall be made to the candidate whose offer has been evaluated and determined as (a) responsive/compliant/acceptable, and (b) having received the highest combined score out of

  1. Weighted technical criteria (50%)
  2. Interview (20%)
  3. Financial criteria (30%)

 

Technical criteria for evaluation (100 points) (50% of the combined score)

The technical criteria consist of qualification review (education, experience, capabilities, language):

  • Criterion 1: Relevance of educational background (10 points)
  • Criterion 2: Work and community engagement experience, including strength of networks (35 points)
  • Criterion 3: Evidence of ability to produce co-created, participatory and/or artistic works (30 points)
  • Criterion 4: Language ability (10 points)
  • Criterion 5: Bonus points for additional relevant experience and technical competencies (5 points)
  • Criterion 6: Proposed brief methodology (10 points)

 

Only candidates obtaining a minimum of 70 points of the total technical points would be considered for the Interview and Financial Evaluation.

 

Interview (20% of the combined score)

Shortlisted candidates will be invited to attend a virtual interview to ascertain suitability, competency, and areas of interest.

 

Financial criteria (30% of the combined score)

A financial score shall be computed as a ratio of the proposal being evaluated against the lowest-priced qualified proposal received by UNDP for the assignment, and will be based on a maximum of 30 points.

 

The application receiving the Highest Combined Score will be awarded the contract.
